孔子学院也被盯上了？

据彭博社报道，美国国务院最早将于周四（当地时间8月13日）宣布，要求中方与当地高校联合成立的孔子学院必须登记为“外国使团”。

根据美国《外国使团法》，被列为“外国使团”的机构被要求向美国国务院报告所有人员，登记旗下所有租赁或拥有的物业。

这一决定意味着，特朗普政府认定孔子学院是由“外国政府实际拥有或有效控制”的机构，这将使该机构受到与大使馆和领事馆类似的行政管理要求。

值得注意的是，将中国有关机构列为“外国使团”的伎俩，美国早就驾轻就熟。

今年2月和6月，美国分别将新华社、CGTN、中国国际广播电台、《中国日报》和《人民日报》海外版5家媒体以及央视、《人民日报》、中新社和《环球时报》4家媒体列为“外国使团”，并变相大量“驱逐”中国记者。中方第一时间就美方错误做法向美方提出严正交涉，并采取对等反制措施。

The Trump administration is increasing scrutiny of Confucius Institutes, a China-funded language and cultural exchange program, in the U.S. and other nations, the latest escalation of tensions with Beijing.

The State Department plans to announce as soon as Thursday local time that Confucius Institutes in the U.S. will need to register as "foreign missions," Bloomberg reported, citing people familiar with the matter.

The designation concludes that Confucius Institutes are "substantially owned or effectively controlled" by a foreign government, which would subject them to requirements similar to those of embassies and consulates.

In February and June this year, the State Department also took similar action toward several Chinese media outlets, including Xinhua, CGTN, CRI, China Daily and People's Daily, and the U.S. authority expelled a large number of Chinese journalists.

孔子学院是中外合作建立的非营利性教育机构，致力于开展汉语教学和中外教育、文化等方面的交流与合作。

根据国家汉办网站介绍，自2006年以来，美国共设立了81所孔子学院和13个孔子课堂，合作高校有斯坦福大学、马里兰大学、加州大学洛杉矶分校等。

长期以来，这些机构一直是美国反华鹰派针对的对象。包括佛罗里达州共和党参议员马尔科•卢比奥在内的一些议员敦促该州的高校终止与孔子学院的协议。卢比奥称这些项目为“中国政府运营的项目，利用中国语言和文化教学，作为扩大政府政治影响力的手段。”

Confucius Institutes are non-profit educational institutions jointly established by China and foreign countries. They are committed to the development of Chinese language teaching and cultural cooperation between China and foreign countries.

Confucius Institutes have long been the targets of anti-China hawks, with lawmakers including Senator Marco Rubio, a Florida Republican, urging schools in his state to terminate their agreements with them. He called the Chinese-run programs as propaganda tools for the Chinese government.

去年2月，美国参议院常设调查委员会发布了一份针对孔子学院的调查报告，称这些机构试图影响美国公众意见，应该加以限制。上述报告建议，美国司法部应尽快决定，是否要求所有孔子学院或其员工注册为外国代理人。

在被问及有关问题时，中国外交部曾表示，所有美国孔子学院都是由美国大学自愿申请，中美高校本着“相互尊重、友好协商、平等互利”的原则合作成立的。所有这些孔子学院的日常运营和管理合法合规、公开透明，为促进中美人文交流做出重要贡献，受到了各方广泛好评。

“美方个别人和个别机构毫无根据地将孔子学院这一正常的中美教育交流项目政治化，表现出典型的冷战思维。”

The Chinese Foreign Ministry said that all the Confucius Institutes in the U.S. are applied for by U.S. universities on a voluntary basis, and that Chinese and U.S. universities cooperate in the principle of "mutual respect, friendly consultation, and mutual benefit."

"Some individuals and institutions in the U.S. have politicized the Confucius Institute, and this shows a typical Cold War mind."
