疫情反弹！西班牙再度进入国家紧急状态，欧洲多国防控升级
10月25日，西班牙首相佩德罗·桑切斯宣布西班牙再次进入国家紧急状态，以遏制新冠疫情蔓延。
“我们处在一个极端的局势中，这是一个世纪以来最严重的健康危机，”桑切斯在内阁会议后的新闻发布会上说道。
桑切斯还宣布，除加那利群岛以外，未来15天西班牙所有地区都将实施宵禁，时间为晚上11时至次日6时；社交聚会的人数限制在6人以内；各自治区政府有权决定是否限制人们进入和离开其管辖区域。
Spanish Prime Minister Pedro Sanchez has announced a new state of emergency in an effort to curb soaring COVID-19 infections.
The new measures will see local night-time curfews imposed on regions and travel banned between certain areas where cases are rising.
The measures go into force from Sunday night and will require all regions except the Canary Islands to impose a nighttime curfew and limit the number of people allowed to meet to six.
"We are living in an extreme situation ... it is the most serious health crisis in the last century," he told a news conference following a cabinet meeting.

Spain imposed one of the toughest lockdowns early on in the pandemic and then relaxed curbs over the summer.
But like many other European countries it has seen a second wave hit in recent weeks, and now has one of the highest numbers of infections in Western Europe. Total cases rose to 1,046,132 on Friday, while the death toll is nearing 35,000.
西班牙宪法规定，国家紧急状态需议会批准才能持续超过15天。桑切斯表示，政府已请求议会将此次国家紧急状态的期限延长至明年5月9日。
The state of emergency will need parliamentary approval to last beyond 15 days. Sanchez asked for parliament to approve its extension up to May 9, 2021.
加泰罗尼亚是率先依据新措施实施宵禁的地区之一。当地的宵禁于25日晚上10时生效。
此前，西班牙马德里大区已因疫情反弹采取严格的管控措施，包括禁止6人以上聚会、餐馆和酒吧等场所必须在晚上11时关闭等。
Catalonia was one of the first regions on Sunday to use the new legislation to impose a curfew, which took effect at 10 p.m. on Sunday.
The Madrid region had already limited the number of people who could meet inside homes to six, as well as banning the mixing of different households overnight.

Italy has ordered bars and restaurants to close by 6 pm and shut public gyms, cinemas and swimming pools to try to halt a rapid resurgence in cases.

French Prime Minister Jean Castex on Thursday announced that a curfew imposed by the government last week in nine cities will be extended to an additional 38 departments for six weeks due to the rapid spread of the virus.
The new order, which will affect an estimated 46 million people, took effect from midnight on Friday and persons in the affected areas will have to stay at home between 9 pm and 6 am.

Portugal's parliament on Friday passed a bill which imposed the mandatory use of a mask on the street and public spaces in an effort to contain the spread of the coronavirus.
The use of a mask is compulsory for all people "over ten years old to access, circulate or stay in public spaces and roads whenever the physical distance recommended by health authorities are impossible", according to the bill.
Those who violate the order face fines of between 100 euros and 500 euros. Other items such as visors will not be acceptable as substitutes.
