177名斯坦福教职人员联署要求终止“中国行动计划”,外交部回应

美国斯坦福大学177名教授和学者9月8日联名致函美国司法部,批评特朗普政府2018年推出的“中国行动计划”严重偏离既定目标,损害美国科研竞争力,煽动种族歧视,并敦促司法部与人权组织合作以终止这项计划。


对此,中国外交部发言人赵立坚14日在回答相关问题时表示,中方敦促美方倾听美各界的正义呼声,切实纠正错误,停止干扰中美在科技、人文等领域的正常交流与合作。


A group of 177 Stanford faculty members on Monday sent an open letter to the U.S. Department of Justice (DOJ), criticizing the "China Initiative" launched by the administration of former U.S. President Donald Trump in 2018.


"The 'China Initiative' has deviated significantly from its aimed mission; it is harming the United States' research and technology competitiveness, and it is fueling biases that, in turn, raise concerns about racial profiling," they said.


In response to related questions on Sept. 14, Chinese Foreign Ministry spokesperson Zhao Lijian said that China urges the United States to listen to the voices of justice from all walks of life in the America, effectively correct mistakes, and stop interfering with normal Sino-US exchanges and cooperation in the fields of science and technology, humanities, etc.


在14日的外交部例行记者会上,赵立坚指出,媒体已经曝光,所谓的“中国行动计划”先设办案指标、再查案,如此罔顾司法正义的做法只会造成冤假错案。


他进一步指出,截至今年3月底,美国司法部“中国行动计划”网站公布的所谓“典型案件”汇编中没有一起涉及知识产权和商业窃密,指控的罪名都是欺诈、不实陈述、瞒报税款等。


赵立坚说,美国高校教职员工联名函再次证明,越来越多美国国内人士都认识到,这个所谓的“中国行动计划”实质上就是美国反华势力滥用国家安全概念、对华进行遏制打压的工具。这一计划不仅对中美关系造成严重冲击,也加剧了美国国内的种族歧视现象,对美国亚裔群体造成严重伤害。


赵立坚表示,中方敦促美方倾听美各界正义呼声,切实纠正错误,停止干扰中美在科技、人文等领域的正常交流合作。


The "China Initiative" is a tool for anti-China forces in the U.S. to abuse the concept of national security to contain and suppress China, Zhao told a regular press conference on Tuesday.


According to Zhao, the media have exposed that the "China Initiative" sets targets before investigating cases, and such disregard of judicial justice will only lead to cases involving unjust, false or wrong charges. As of the end of March, none of the so-called China-Related Cases Examples posted on the DOJ website involved intellectual property or commercial theft, with charges ranging from fraud to misrepresentation and tax evasion.


The joint letter signed by the faculty members once again proves that more and more people in the U.S. have realized that the "China Initiative" is essentially a tool for anti-China forces in the U.S. to abuse the concept of national security to contain and suppress China, he added. The initiative has not only seriously impacted China-U.S. relations, but also aggravated racial discrimination in the U.S. and caused grave damage to the Asian American community.


"We urge the U.S. side to heed the just call from all walks of life in the U.S., earnestly correct its mistakes and stop interfering with normal exchanges and cooperation between China and the U.S. in science, technology, culture and other fields," said Zhao.


2018年,时任美国司法部长塞申斯发起“中国行动计划”,旨在对华进行遏制打压。该计划以“加强美国的知识产权保护”为由,搜寻“涉嫌从事商业秘密盗窃和经济间谍活动的公司和个人”,针对亚裔特别是华裔科学家、研究人员和学者展开了大规模的调查。该计划在实施后广受诟病,在与之相关的多起案件中,亚裔美国人等群体遭受无端指控。


据美国约翰斯•霍普金斯大学发布的报告披露,该计划甚至对诉讼数量有硬性要求,指示美国94个地区司法部门每年至少提出一至两起针对中国的诉讼。然而截至今年3月底,“中国行动计划”网站公布的所谓“典型案件”汇编中所有指控的罪名均与知识产权和商业窃密无关,主要涉及欺诈、不实陈述、瞒报税款等。


近段时间以来,美国社会关于“中国行动计划”的质疑声渐大。今年8月,超过20个美国亚裔团体联名致信总统拜登,敦促后者暂停美国司法部正在实施的“中国行动计划”,并对该计划是否基于种族等因素不公平对待亚裔进行独立调查。


8日,来自斯坦福大学40多个系所的177名教授和学者通过专门设立的“自由之风”网站公布一封公开信。


公开信指出,“中国行动计划”已经偏离解决知识产权盗窃和经济间谍问题的使命,接受调查的研究人员仅因为与中国存在联系,就在没有确凿证据的情况下被起诉,这一做法“既不符合美国法律,也违背了美国社会的基本原则。”


在公开信最后,斯坦福教职工强调:“为应对中美关系带来的挑战,我们强烈敦促你终止‘中国行动计划’,转而发展一个避免种族定性的替代计划,从而推动有意义且重要的合作和人才交流。”


网站同时提供有关“中国行动计划”的信息,并鼓励更多美国学者加入反对该计划的行列。


针对美国学者的广泛质疑,美国司法部发言人霍恩巴克回应称,美国政府“致力于打击(中国)政府破坏美国国家安全和损害经济活动的非法努力”。但他承认针对亚裔美国人的仇恨犯罪的威胁正在增加,“我们认真对待对歧视问题的担忧”。


The "China Initiative" was started in 2018 to combat Chinese espionage but has since been criticized for investigating Asian individuals falsely accused of committing crimes.


The Stanford educators wrote in their letter that the program has since "deviated significantly from its claimed mission." They pointed out that the program disproportionately targets researchers with Chinese origins, choosing to investigate them not based on evidence but simply for having a connection to China. 


Apart from what they described as the discriminatory nature of the program, the professors also argued that in most of the "China Initiative" cases involving academics, the alleged crime has nothing to do with scientific espionage or intellectual property theft. Most prosecutions are for misconduct such as failure to disclose foreign appointments or funding.
