俄罗斯总统普京21日发表全国电视讲话，宣布俄罗斯承认乌克兰东部民间武装自行成立的“顿涅茨克人民共和国”和“卢甘斯克人民共和国”。
当天，普京还签署了俄罗斯与“顿涅茨克人民共和国”和“卢甘斯克人民共和国”的友好合作互助条约。
Russian President Vladimir Putin on Monday signed two decrees recognizing the "Luhansk People's Republic (LPR)" and the "Donetsk People's Republic (DPR)" as independent and sovereign states.
At a ceremony held in the Kremlin, Putin also inked the Treaty of Friendship, Cooperation and Mutual Assistance between Russia and the LPR and the DPR respectively with the heads of the two "republics," a Kremlin statement said.
According to Putin, nearly every day there is Ukrainian shelling of settlements in Donbas and "there is no end in sight."
The crisis of European security occurred due to the eastward expansion of the North Atlantic Treaty Organization (NATO), which has led to the loss of mutual trust with Russia, Putin stressed.

安理会召开紧急会议，中方呼吁各方保持克制

北京时间22日上午，联合国安理会就乌克兰局势召开紧急会议。
中国常驻联合国代表张军在发言中表示，中方高度关注乌克兰局势的最新发展。中方已在安理会前两次会议上全面阐述了立场。当前形势下，有关各方都要保持克制，避免任何可能加剧紧张局势的行动。中方欢迎并鼓励一切致力于推动外交解决的努力，呼吁有关各方继续开展对话协商，在平等和相互尊重的基础上寻求解决彼此关切的合理方案。
张军表示，乌克兰局势发展到目前状况，是一系列复杂因素共同作用的结果。中方一贯按照事情本身的是非曲直决定自身立场，主张各国根据联合国宪章的宗旨和原则，和平解决国际争端。
China calls for further dialogue on the Ukraine crisis, said China's Permanent Representative to the United Nations Zhang Jun on Tuesday at an emergency meeting of the UN Security Council.
He also called for all parties to keep calm and avoid actions that could escalate tensions.
"The current situation in Ukraine is a result of many complex factors," Zhang said, stressing that all parties concerned must exercise restraint and avoid any action that may fuel tensions.
All countries should solve international disputes by peaceful means in line with the purposes and principles of the UN Charter, he added.
Highlighting the importance of adhering to a diplomatic solution, Zhang called on all parties concerned to continue dialogue and consultation.
All parties should seek reasonable solutions to address each other's concerns on the basis of equality and mutual respect, he said.
针对当前乌克兰局势，外交部发言人汪文斌在22日下午举行的例行记者会上表示，今天上午王毅国务委员兼外长应约同美国国务卿布林肯通电话，就乌克兰和朝鲜半岛核问题交换意见。
王毅表示，中方对乌克兰局势演变表示关注。中方在乌克兰问题上的立场是一贯的，任何国家的合理安全关切都应得到尊重，联合国宪章的宗旨和原则应当得到共同维护。乌克兰问题演变至今，与新明斯克协议迟迟未能有效执行密切相关。中方将继续按照事情本身的是非曲直，与各方接触。乌克兰局势正趋于恶化。中方再次呼吁各方保持克制，认识到落实安全不可分割原则的重要性，通过对话谈判缓和事态，化解分歧。
汪文斌表示，乌克兰问题有着复杂的历史经纬和现实因素，中方在乌克兰的立场是一贯的、明确的，没有发生变化。中方主张根据联合国宪章的原则和平解决争端，呼吁相关各方保持克制，通过谈判化解分歧，避免局势继续升级。

乌克兰总统：我们不怕任何事，也不怕任何人
22日，乌克兰总统泽连斯基向乌民众表示，乌克兰“不怕任何事或者任何人”，并将保留进行独自和集体防卫的权利，乌克兰有能力保卫自己的边界。泽连斯基指出，尽管俄总统普京宣布承认“顿涅茨克人民共和国”和“卢甘斯克人民共和国”，但国际社会对乌领土边界的承认不会因此改变，俄方此举侵犯了乌方主权和领土完整。
泽连斯基表示，俄方承认“卢甘斯克人民共和国”和“顿涅茨克人民共和国”的决定是单方面退出《明斯克协议》的行为。同时，泽连斯基呼吁应就俄方此举紧急召开“诺曼底模式”峰会和欧安组织特别会议，泽连斯基认为，俄方的举动无视了“诺曼底模式”框架内的各项决定，破坏了和平努力和现存的谈判模式。根据“诺曼底模式”，俄罗斯、乌克兰、德国和法国等四国会一起寻求解决乌克兰冲突的办法。

The process of convening an emergency summit of the Normandy Four has been initiated and Ukraine is waiting for clear and effective steps of support from partners, Ukrainian President Volodymyr Zelenskyy said on Tuesday in an address to the nation.
Zelenskyy also accused Russia of wrecking peace talks and ruled out making any territorial concessions.
Ukraine was committed to peace and diplomacy after Russia formally recognized the "Luhansk People's Republic (LPR)" and the "Donetsk People's Republic (DPR)" as independent and sovereign states on Monday evening, said Zelenskyy.
After chairing a security council meeting, Zelenskyy accused Russia of violating Ukraine's sovereign territory and said it could mean Moscow pulling the plug on the Minsk peace talks aimed at ending the separatist conflict in eastern Ukraine.
The president said Ukraine wanted to solve the crisis through diplomacy but his country was ready to dig in for the long haul.
"We are committed to the peaceful and diplomatic path, we will follow it and only it," Zelenskyy said. "But we are on our own land, we are not afraid of anything and anybody, we owe nothing to no one, and we will give nothing to no one."
拜登签署行政令实施制裁
当地时间21日，美国总统拜登签署行政令，以回应普京承认乌东两地区独立。该行政令禁止美国人在顿涅茨克和卢甘斯克地区进行新的投资、贸易和融资，该行政令还将授权对决定在这两个地区活动的人实施制裁。
U.S. President Joe Biden signed an executive order to prohibit trade and investment between U.S. individuals and the two breakaway regions of eastern Ukraine recognized as independent by Russia on Monday, the White House said.
Included is the prohibition of "new investment" by an American, wherever located, and the "importation into the United States, directly or indirectly, of any goods, services, or technology from the covered regions."
