俄乌局势最新进展：第四轮俄乌谈判恢复

当地时间14日，俄罗斯会谈代表团团长梅津斯基表示，俄罗斯和乌克兰之间的视频会谈每天都在进行，俄罗斯代表团正在尽一切可能争取和平的未来。

The virtual talks held by Russian and Ukrainian negotiators resumed on Tuesday, RIA reported.

Earlier on Monday, Russian presidential aide Vladimir Medinsky said that the negotiations are being held daily.

乌总统办公室顾问：

乌俄最快有望在一至两周内签署和平协议

当地时间14日，乌克兰总统办公室顾问阿列斯托维奇表示，乌克兰与俄罗斯双方最快有望在一至两周内签署和平协议，最迟将在5月签署和平协议。

乌克兰总统办公室副主任若夫科瓦表示，在与俄方谈判中，乌方正在获得未来国家安全的保障。他说，在谈判中，双方已经提出了在军事行动停止后签署和平协议并为乌克兰提供安全保障的方案。

若夫科瓦强调，对乌方而言，俄罗斯方面有关领土的要求是不可接受的，乌方已准备好就其余问题继续进行谈判。

截至目前，俄罗斯方面暂无回应。

A Russia-Ukraine peace agreement could be reached within one to two weeks at the earliest, and in May at the latest, said Ukrainian presidential advisor Oleksiy Arestovych on Monday.

Some 18 million people in Ukraine are believed to have been affected, including 6.7 million internally displaced, the World Health Organization said in a statement on Monday. 

The number of refugees who have fled Ukraine since February 24 has topped 3 million, the United Nation said on Monday.

欧盟与美国对俄罗斯进行新一轮制裁

当地时间15日，欧盟计划禁止向俄罗斯出口价格超过300欧元的奢侈品及特定级别的汽车。

The European Union (EU) on Monday approved a fourth package of sanctions against Russian individuals and entities, the office of the French EU presidency said in a tweet.

EU sanctions were set to include an export ban on luxury goods worth more than 300 euros ($329.58) and a new investment ban on Russian energy projects. They could be formally adopted as early as Tuesday, according to the report.

The U.S. State Department announced sanctions on 11 senior Russian defense officials, RIA News Agency reported on Tuesday.

It included Viktor Zolotov, head of the National Guard, and eight deputy ministers from the Russian Defense Ministry.

联合国再拨款4千万美元增加人道主义援助

世界银行为乌克兰追加2亿美元资金援助

The UN announced $40 million in humanitarian aid to Ukraine from the Central Emergency Response Fund on Monday. The World Bank approved $200 million in additional funding for Ukraine.

杨洁篪就乌克兰局势阐明立场

当地时间3月14日，中共中央政治局委员、中央外事工作委员会办公室主任杨洁篪同美国总统国家安全事务助理沙利文在意大利罗马举行会晤期间，就乌克兰局势阐明中方立场。

杨洁篪指出，乌克兰局势走到今天这一步，是中方不愿看到的。中方一贯主张尊重各国主权和领土完整，遵守联合国宪章宗旨和原则。中方致力于劝和促谈，国际社会应共同支持俄乌和谈，尽快取得实质性成果，推动局势尽快降温。各方应保持最大限度克制，保护平民，防止出现大规模人道主义危机。中方已向乌提供紧急人道主义援助，并将为此继续作出自己的努力。

杨洁篪表示，应理顺乌克兰问题历史经纬和来龙去脉，正本溯源，回应各方合理关切。着眼长远，积极倡导共同、综合、合作、可持续的安全观，鼓励相关各方开展平等对话，按照安全不可分割原则，寻求构建均衡、有效、可持续的欧洲安全机制，维护欧洲和世界和平。

杨洁篪强调，中方坚决反对任何散布不实信息、歪曲抹黑中方立场的言行。

China always stands for respecting the sovereignty and territorial integrity of all countries and abiding by the purposes and principles of the UN Charter, said Yang Jiechi, a member of the Political Bureau of the Communist Party of China (CPC) Central Committee and also the director of the Office of the Foreign Affairs Commission of the CPC Central Committee, during his meeting with U.S. National Security Advisor Jake Sullivan in Rome on Monday. 

China is committed to promoting peace talks, Yang said, calling on the international community to jointly support the Russia-Ukraine peace talks to achieve substantive results as soon as possible and de-escalate the situation as early as possible.

The second batch of emergency humanitarian aid supplies provided by the Red Cross Society of China to the Ukrainian Red Cross Society arrived in Ukraine on Sunday. The new supplies, including food, sleeping bags and moisture-proof pads, left Beijing on March 12 and transited via Budapest. China's humanitarian aid will be delivered in multiple batches and is worth about 5 million yuan (about $791,000 ) in total.
