UN Secretary-General Antonio Guterres warned the Security Council on Tuesday "the war in Ukraine is one of the greatest challenges ever to the international order because of its nature, intensity, and consequences."
Touching on the killing of civilians in Bucha near Kyiv, the UN chief said he will never forget the horrifying images and again called for an independent investigation to guarantee accountability.
中国常驻联合国代表张军表示，推动乌克兰局势降级，尽早停火止战，是国际社会的迫切期待，也是中方的强烈愿望。
张军指出，根据国际人道法，平民在武装冲突中应免遭任何形式的暴力，针对平民的袭击不可接受，也不应该发生。有关布恰镇平民死亡的报道和画面令人十分不安，事件的相关情况和具体原因必须查清。任何指控都应基于事实，结论得出之前，各方应保持克制，避免无端指责。
张军强调，在乌克兰问题上，中方不谋求地缘政治私利，没有隔岸观火心态，更不会做火上浇油的事情。中方真诚期待的目标只有一个，就是和平。中方将继续劝和促谈，为解决乌克兰危机发挥建设性、负责任作用。
China is firmly committed to de-escalating and ending the conflict in Ukraine as soon as possible, a Chinese envoy said on Tuesday.
"De-escalation and putting an early end to the conflict in Ukraine is the earnest expectation of the international community and the strong desire of China," Zhang Jun, China's permanent representative to the United Nations, told the UN Security Council's briefing on Ukraine.
Zhang Jun stressed that civilians should be spared of any forms of violence in armed conflicts.
"Attacks against civilians are unacceptable and should not occur," he said, noting that "the reports and images of civilian deaths in Bucha are deeply disturbing."
"The relevant circumstances and specific causes of the incident should be verified and established. Any accusations should be based on facts. Before the full picture is clear, all sides should exercise restraint and avoid unfounded accusations," he stressed.

俄罗斯：两次尝试要求就乌布恰事件召开联合国安理会会议未成功
此前，俄罗斯外长拉夫罗夫在当地时间4月4日与阿拉伯国家联盟乌克兰危机联络小组见面时表示，俄罗斯第二次尝试要求就乌克兰布恰事件召开联合国安理会会议，但没有取得成功。
拉夫罗夫表示，俄罗斯坚持认为，所有关于乌克兰事件的指责应当基于基本的事实，而不是像西方那样造假。
Russian Foreign Minister Sergey Lavrov, at a meeting with UN Under-Secretary-General for Humanitarian Affairs Martin Griffiths on Monday, called the situation in Bucha a "fake attack," and announced the attempts of the West to "speculate on humanitarian issues in Ukraine," TASS News Agency reported.

Ukrainian media published a series of videos and images on Sunday to document civilian deaths in Bucha, where Ukraine accused Russian forces of committing atrocities. Russia later requested a UN Security Council meeting focused on the incident, but the UK, which holds the rotating presidency, refused.

Dozens of Russian diplomats have been expelled from European countries this week. It amounts to one of the biggest diplomatic breakdowns of recent years. The European Union on Tuesday declared a number of Russian diplomats working in Brussels "persona non grata" and ordered them to leave host nation Belgium. Germany and France announced around 75 expulsions on Monday. A number of other EU member states, including Spain, Portugal and Italy, followed suit. Lithuania and Latvia earlier downgraded their diplomatic relations with Russia.

The Russian Foreign Ministry said on Wednesday that the West is using expulsions of Russian diplomats as an information-political attack against Russia, RIA reported.
Moscow will give appropriate answers for "every unfriendly act against Russian diplomats," added the ministry.
俄乌双方交换被扣押人员
当地时间4月5日，俄罗斯人权事务代表莫斯卡利科娃表示，俄罗斯与乌克兰进行了被扣押人员的交换，用86名乌方被扣押人员交换86名俄方被扣押人员。俄罗斯国家原子能公司（Rosatom）的4名员工原本也在交换人员名单上，但最后一刻被乌方排除在外。

泽连斯基：与普京的会面很可能不会进行
当地时间4月5日，乌克兰总统泽连斯基在全乌克兰电视直播中表示，他与俄罗斯总统普京的会面很可能不会进行。但是泽连斯基认为，乌克兰必须同俄罗斯继续进行谈判。
泽连斯基说，讲述自身的立场再简单不过了，在此情况下还得找到与对方进行会见的可能性，并在不损失领土的情况下找到解决办法。
Ukrainian President Volodymyr Zelenskyy said on Tuesday that there might not be a meeting between him and Russian President Vladimir Putin, according to Reuters.
Zelenskyy added that Ukraine will search for possible “war criminals,” and prosecutors from other countries will deal with them.
俄总统新闻秘书：俄方对俄乌两国总统会见的立场没有变化
4月5日，俄罗斯总统新闻秘书佩斯科夫在评论乌克兰总统泽连斯基称俄乌总统会见有可能不会举行的表态时表示，莫斯科方面不排除普京与泽连斯基会面的可能性 。
佩斯科夫强调，俄方的立场没有任何变化。但俄方重申，只有在文件文本达成一致后，才有可能举行这样的会见。
Russia doesn't reject the possibility of a meeting between President Vladimir Putin and Ukrainian President Volodymyr Zelenskyy, but it can only happen once a document has been agreed upon, Kremlin spokesman Dmitry Peskov said on Tuesday.
Commenting on Bucha killing accusations against Russia, Peskov said they were a "monstrous forgery" aimed at denigrating the Russian army.
He added that consequent remarks involving President Vladimir Putin were unacceptable as officials, including U.S. President Joe Biden, called for Putin to be put on trial for war crimes.
