决策者 | 东盟与中国：共同安全与繁荣的推动者

The ASEAN Political-Security Community is one of the pillars of the ASEAN community. There are three pillars under the ASEAN community, namely the political-security pillar, the economic pillar and socio-cultural pillar. The political-security pillar emphasizes ASEAN as a rules-based community with shared values and norms.

东盟政治安全共同体是东盟共同体的支柱之一。东盟共同体以三大支柱为基础，分别是政治安全共同体、经济共同体和社会文化共同体。政治安全共同体强调东盟是一个以规则为基础的共同体，具有共同的价值观和准则。

At the same time, these norms and values are reflected in the Treaty of Amity and Cooperation (TAC) in Southeast Asia as well as in the ASEAN Charter. These two important documents, as well as other ASEAN documents, play an important role in providing the guidelines and code of conduct in terms of inter-state relations among countries in Southeast Asia.

同时，这些准则和价值观在《东南亚友好合作条约》（TAC）以及《东盟宪章》中都有所体现。这两个重要文件以及其他东盟文件为东南亚国家间的关系提供了重要的指导方针和行为准则。

Throughout the years, ASEAN has developed several regional mechanisms in which we engage our partners, such as the ASEAN Regional Forum, the East Asia Summit, and the ASEAN Plus Three mechanism. All these ASEAN mechanisms allow us to engage with our partners to ensure peace and stability in our region.

近年来，东盟建立了若干区域机制，通过这些机制我们与合作伙伴开展交流合作。这些机制包括东盟地区论坛、东亚峰会和“东盟10+3”。所有这些东盟机制让我们能够与合作伙伴保持交流接触，从而维护地区和平与稳定。

We have had a rather beneficial cooperation in the political and security area with China. China is a partner of ASEAN, and has led mechanisms such as the East Asia Summit, the ASEAN-China Summit and minister level meetings in various sectors. ASEAN and China are also partners in terms of defense, China being a member of ASEAN Defense Minister's Meeting-Plus mechanisms. ASEAN and China also conduct transnational cooperation in non-traditional security areas.

我们与中国在政治和安全领域的合作颇具成效。中国是东盟的伙伴，是东亚峰会、中国-东盟领导人会议和各领域部长级会议等机制的重要参与者。东盟和中国也是防务合作伙伴，中国是东盟防长扩大会机制的成员。东盟与中国还在非传统安全领域开展跨国合作。

Hence the security and political cooperation between ASEAN and China covers wide-ranging areas. On this good basis, we will continue to strengthen cooperation with China through various mechanisms. The cooperation between China and ASEAN in the area of political security will become more important, not only in our region but also in the wider region of East Asia and the Pacific.

因此，东盟与中国的安全和政治合作涉及广泛领域。在此良好基础上，我们将继续通过各种机制加强对华合作。中国与东盟在政治安全领域的合作将变得更加重要，对东南亚地区以及更广泛的东亚和太平洋地区而言意义重大。

China and ASEAN now are each other's largest trading partner, with trade volume soaring a hundred times from 30 years ago and two-way direct investment exceeding $300 billion. Our relationship, especially in terms of trade between ASEAN and China, has been beneficial for both sides.

中国和东盟现在互为第一大贸易伙伴，贸易额比30年前增加了100倍，双向直接投资总额超过3000亿美元。我们的关系，特别是东盟与中国之间的贸易关系，对双方都有利。

Going forward, we have to make sure that these beneficial trade relations continue to bring prosperity to people in ASEAN and in China so that all parties can benefit from this relationship. The closer trading relationship between China and ASEAN has a significant impact in terms of strengthening the foundation for closer political and security cooperation.

展望未来，我们必须确保互利的贸易关系继续为东盟和中国的人民带来繁荣，使各方都能从这种关系中受益。中国与东盟更紧密的贸易关系，对于加强政治安全合作的基础具有重要意义。

China and ASEAN are becoming increasingly interconnected. We both share a common interest in creating prosperity for our peoples. At the same time, this prosperity can only be realized if we have a peaceful and stable relationship as well as a peaceful and stable region.

中国与东盟的联系日益紧密。为人民谋繁荣符合双方的共同利益。同时，只有双边关系和平稳定、区域局势和平稳定，这种繁荣才能得以实现。

The Regional Comprehensive Economic Partnership (RCEP) entered into force in the beginning of this year. It is a significant milestone in terms of economic cooperation. A recent report mentioned that the RCEP is projected to result in trade creation of about $45 billion. The RCEP covers about 30 percent of the world's population, 30 percent of global GDP, a quarter of global trade in goods and services and 31 percent of global FDI inflows. 

区域全面经济伙伴关系协定（RCEP）在今年年初生效。它是经济合作领域的一座重要里程碑。近期一份报告提到，RCEP预计将创造约450亿美元的贸易额。RCEP覆盖了全球约30%的人口、30%的GDP、四分之一的商品和服务贸易，以及31%的外国直接投资流入额。

We are looking at an arrangement which will bring greater prosperity to our region, not only for ASEAN and China, but also for the other RCEP participants. More importantly, the RCEP reflects the commitment of its members to strengthen multilateralism and inclusive arrangement and to bring greater prosperity.

RCEP的发展将为这片区域带来更大的繁荣，不仅有利于东盟和中国，还将造福其他RCEP的参与者。更重要的是，RCEP体现出成员国正致力于加强多边主义和包容性安排，从而创造更大的繁荣。

It is not an exclusive arrangement, and it will be open for other countries to join. In the past few years, we have seen great challenges in trade relations among many important global players and the difficulties of making progress in multilateral forums. The RCEP sends a strong signal of the commitment of its members to continue strengthening the multilateral trade system which is also open and inclusive.

RCEP不是一个排他性的组织，它对其他国家的加入保持开放。过去几年，我们看到许多全球重要参与者的贸易关系面临巨大挑战，多边体系难以取得进展。RCEP发出了一个强烈的信号，表明其成员将致力于继续强化开放包容的多边贸易体系。

ASEAN will continue to play a central role in managing the relationship of the various countries engaged in Southeast Asia through the existing ASEAN-led mechanism, allow our partners to work together with ASEAN to make sure that Southeast Asia and the regions surrounding Southeast Asia, such as the Asia-Pacific, remain peaceful, stable, prosperous, and that all parties benefit.

东盟将继续发挥核心作用，通过目前其主导的机制，维护东南亚地区各利益相关方的关系，使我们的合作伙伴与东盟共同努力，确保东南亚及周边亚太地区保持和平、稳定、繁荣，让各方受益。

The year 2022 is not only an important year for ASEAN, but also for China. The Communist Party of China (CPC) has been successful in the past decades to bring prosperity to its people and has lifted hundreds of millions of people out of poverty. China has made remarkable contributions to global governance with "Asian wisdom."

2022年不仅对东盟而言意义重大，对中国也是如此。在过去的几十年里，中国共产党为中国人民带来了繁荣，使数亿人脱贫。中国以“亚洲智慧”为全球治理做出了卓越贡献。

For China's upcoming 20th CPC National Congress, I wish the CPC continuing success in realizing the aspiration of the Chinese people for a better life. And I believe that China's prosperity will also have a big impact on the prosperity of our great region, as well as on the global community.

中国共产党第二十次全国代表大会即将召开，我祝愿中国共产党再接再厉，持续实现中国人民对美好生活的向往和期待。我相信，中国的繁荣也将对我们整个区域，乃至全球的繁荣产生深远影响。
