Hong Kong has played a crucial role in the amazing journey of China's reform and opening-up since 1978, which ranges from trade and investment to management and institutional reform.

1978年，中国开启了改革开放的历史进程。在这一进程中，香港一直在贸易、投资、管理、机构改革等领域发挥着重要作用。

China is deepening its reform and opening-up, leading to a great modern socialist country on the basis of the report to the 20th National Congress of the Communist Party of China that was held last October. We should anticipate more visionary plans and policies to emerge from the upcoming "Two Sessions" that is scheduled for this March. I believe the Hong Kong Special Administrative Region (HKSAR) under the "One Country, Two Systems" will continue to be fully engaged in the process, leveraging its unique advantages and global connectivity.

以去年10月召开的中国共产党第二十次全国代表大会上所作的报告为新的起点，中国将坚定不移进一步深化改革和扩大开放，迈上全面建设社会主义现代化国家的新征程。我们也期待今天开幕的“两会”将制定出富有远见的计划和具体政策。我相信，在“一国两制”下，香港特别行政区将继续利用其独特的优势和全球联系网，充分参与这一进程。

In his keynote address to commemorate the 25th anniversary of Hong Kong's return to the motherland and the inauguration ceremony of the sixth-term government of the HKSAR on July 1, 2022, Chinese President Xi Jinping praised the city's international status and unique advantages. He said, "enjoying the backing of the motherland while staying connected with the world is a notable strength unique to Hong Kong, a strength cherished by both Hong Kong residents and the Central Authorities." Accordingly, all businesses and local residents in the HKSAR should leverage their unique strengths to usher in Chinese modernization and bring Hong Kong to greater heights.

2022年7月1日，在庆祝香港回归祖国25周年大会暨香港特别行政区第六届政府就职典礼上，中国国家主席习近平发表重要讲话，充分肯定了香港的国际地位和独特优势。他指出：“背靠祖国、联通世界，这是香港得天独厚的显著优势，香港居民很珍视，中央同样很珍视。”我认为，香港特区的所有企业和本地居民，都应充分利用这份独特的优势，为中国式现代化做贡献，让香港再攀新高峰。

Pursuing high quality development has transformed China into a great modern state that is more open and more connected with the global economy. The high-quality capital market remains indispensable for all of China. As a pre-eminent international financial center offering rich liquidity, diverse products and robust regulation compatible with international rules, Hong Kong will continue to serve as a reliable capital market for the Chinese mainland. Its financial sector will support China's real economy as already fully demonstrated through the various Connect Schemes covering securities, bonds and wealth management between Hong Kong and the mainland, as well as the former's unchallenged status as the predominant offshore RMB hub. And in regards to green finance, Hong Kong will play an added role in China's modernization, while adhering to sustainable development and ecological harmony as its defining features.

追求高质量发展使中国成为了一个更加开放、与全球经济联系更加紧密的伟大现代经济体。这其中高质量的资本市场是不可或缺的因素。香港作为卓越的国际金融中心，流动性丰富、产品多样、监管稳健且符合国际规则，其将继续作为内地可靠的资本市场，香港金融业也将继续支持中国实体经济的发展。香港与内地之间覆盖证券、债券和财富管理业务的各类“通”，以及香港作为离岸人民币无可争议的最主要枢纽的地位，都充分证明了这一点。在绿色金融方面，香港将在以可持续发展和生态和谐为决定性特征的中国式现代化进程中发挥更重要的作用。

Geopolitical tensions and growing tactics adopted by some foreign governments to suppress China have highlighted the pressing need to achieve self-reliance and innovation in science and technology. Hong Kong possessing strengths in such fields has been significantly boosted in recent years. Five of Hong Kong's publicly-funded universities are among the world's top 100 ranked and a large proportion of their research output have been judged as world leading or internationally excellent. Three of them are within the top 10 most international universities. Together with 28 laboratories jointly established by local universities and renowned overseas institutions at the Hong Kong Science Park, Hong Kong has amassed a large pool of top research talents. Recognition of Hong Kong's contribution to the country's science and technology development by President Xi when he inspected the Hong Kong Science Park on June 30, 2022 is a significant boost to our scientific community.

当前，地缘政治博弈加剧，加之某些外国政府采取层出不穷的手段打压中国，都使得我们更加迫切需要寻求科技领域的自立自强和自主创新。近些年，香港在创新和技术领域的优势得到了极大的提升。香港公立大学中有五所名列世界百强，其中三所跻身全球最为国际化的大学前十。他们的众多研究成果被评估为世界领先或国际一流的科研成果。此外，由香港本地大学和海外知名机构在香港科学园设立了28个联合实验室。由此，香港聚拢了大量的顶尖研究人才。2022年6月30日，习主席在视察香港科学园时肯定了香港对国家科技发展做出的贡献，这对香港科学界是极大的鼓舞。

Building a great modern country of 1.4 billion people with common prosperity requires balanced development. In the past four decades, Hong Kong businesses have accumulated much experience with investing and starting business in nearly all parts of the country. They are the "first mover" and have remained the largest source of inbound investment on the mainland. Through their global connections and joint ventures with overseas companies, more international capital has flowed into the mainland. During the "Two Sessions," Hong Kong delegates will participate further in the opening-up of the mainland economy and offer their advice.

拥有14亿人口的大国要建设现代化、实现共同繁荣，必须均衡发展。四十余年来，港商在全国近乎各个地方都积累了丰富的投资和创业经验。他们是“先行者”，一直以来都是内地最大的外资来源。越来越多的国际资本也借力港商的全球联系及与海外公司的合资企业进入了内地。在“两会”期间，香港代表和委员定将表达进一步参与大陆经济开放的热诚，提出他们中肯的建议。

Additionally, Chinese modernization promotes world peace and builds a community with a shared future for mankind. China has made admirable efforts to build a global network of partnerships and practiced multilateralism since the 18th National Congress. The world is facing unprecedented changes and peaceful reconciliation of differences and disputes are becoming more essential than ever before. Hong Kong, which has well established and internationally recognized legal services, can play a useful role here. This has been demonstrated at the opening of the Asian-African Legal Consultative Organization (AALCO) Hong Kong Regional Arbitration Centre in May 2022 and setting up of the International Organization for Mediation Preparatory Office in Hong Kong on February 16, 2023, along with support from the central government. These two landmark developments show the tremendous support of our motherland in strengthening Hong Kong's unique status under "One Country, Two Systems" and a recognition of its contribution to the country's mission in playing an active part in the development of the global governance system that will benefit the human community.

中国式现代化致力于促进世界和平，建设人类命运共同体。十八大以来，中国为构建全球伙伴关系网做出了令人钦佩的努力，实践了真正的多边主义。当今世界正经历百年未有之大变局，和平解决分歧与争端变得愈发重要。香港完善的、国际公认的法律服务将大有作为。在中央政府的大力支持下，亚洲-非洲法律协商组织香港区域仲裁中心已于2022年5月开幕，国际调解院筹备办公室也于2023年2月16日在香港成立，这些都充分证明了这一点。这两件里程碑式的大事也充分证明了祖国对加强香港“一国两制”下独特地位的鼎力支持，也是对香港为国家在全球治理体系发展中发挥积极作用、造福人类社会的使命所做出的贡献的认可。

Underlying Hong Kong's global connectivity is the policy of "One Country, Two Systems" and its high degree of autonomy as enshrined in relevant provisions in the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China. Using the name "Hong Kong, China," Hong Kong has implemented bilateral and multilateral agreements with foreign states and regions, as well as international organizations on a wide range of subjects. The HKSAR government has 14 economic and trade offices overseas promoting Hong Kong and the Guangdong-Hong Kong-Macao Greater Bay Area and beyond.

“一国两制”以及《中华人民共和国香港特别行政区基本法》相关条款赋予香港特区的高度自治权是香港建立全球联系的基础。香港以“中国香港”的名义，同世界各国、各地区以及有关国际组织签订协议。特区政府在海外设立了14处经贸办事处，积极参与推广香港和粤港澳大湾区与其他地区的关系。

Consolidating Hong Kong's role as an international city, broadening its global influence and staying connected with the world will make Hong Kong much more relevant in our country's modernization.

总而言之，巩固香港作为国际都市的角色、扩大其国际影响力、使其与世界保持联系，将让香港在中国式现代化进程中发挥更重要作用。
