决策者丨“人类命运共同体”下的吉中关系

自伟大的古丝绸之路以来，吉尔吉斯斯坦和中国就有着深厚的互动根源，这种相互关系发展了几千年。吉尔吉斯斯坦独立后，吉中关系取得了新一轮的发展。30多年来，两国建立了坚实的条约法律基础，政治合作迅速发展。双方签署了睦邻友好合作条约，这解决了我们两国一千多公里长的共同边界问题。

Since the illustrious era of the ancient Silk Road, Kyrgyzstan and China have been closely intertwined, cultivating a relationship that has thrived over millennia. After Kyrgyzstan's independence, Kyrgyzstan-China relations have achieved a new round of development. Over the past 30 years, the two countries have solidified partnership through robust legal treaties, and political cooperation has flourished at an impressive pace. The two countries signed the Treaty of Good-Neighborliness and Friendly Cooperation, thus resolving issues around the extensive shared border, which spans over a thousand kilometers.

两国的经贸合作逐步发展。迄今为止，中国企业已参与到吉尔吉斯斯坦经济的各个领域，包括贸易、矿业、纺织业、食品工业，两国的经贸关系非常紧密。吉尔吉斯斯坦是最早支持习近平主席2013年提出的“一带一路”倡议的国家之一。我们在经济领域的许多项目都在这一倡议内开展，这些项目的实施完全符合吉尔吉斯人民和国家的根本利益。

Economic and trade cooperation between the two countries has evolved progressively. Chinese companies have been involved in various sectors within Kyrgyzstan's economy, including trade, mining, textile, and food manufacturing. These wide-ranging participations underscore the close-knit economic and trade relations between the two countries. Kyrgyzstan was one of the earliest supporters of the Belt and Road Initiative proposed by Chinese President Xi Jinping in 2013. Many of our projects are carried out under this initiative, all of which align with the fundamental interests of the Kyrgyz people and the country.

中国企业在吉尔吉斯斯坦投资了许多项目。中吉乌铁路项目的实施备受期待，我们希望该项目的实施能提高吉尔吉斯斯坦的过境能力，激活整个地区的贸易活力。该项目不仅有助于我们双边经贸合作，而且有助于整个中亚贸易的发展。除此之外，目前两个过境口岸现代化扩建改造也都在我们的议程上。各方还讨论了开放第三个过境口岸的问题。我认为，这不仅仅是一项倡议，而将作为具体项目为吉尔吉斯人民、中国西部地区和广大中亚地区人民带来福祉。

Chinese companies have invested in many projects in Kyrgyzstan. The much-anticipated implementation of the China-Kyrgyzstan-Uzbekistan railway project is hoped to enhance Kyrgyzstan's transit capacity and invigorate the trade vitality of the entire region. This project will contribute to our bilateral economic and trade cooperation and the development of trade in Central Asia as a whole. Moreover, plans for the modernization and expansion of two border ports are also on our agenda, with discussions underway for the potential opening of a third border port. I believe this is not merely a proposal but tangible project that will contribute to the wellbeing of the people in Kyrgyzstan, China's western region, and the broader Central Asia.

吉尔吉斯斯坦政府高度重视改善中国企业家的营商环境，通过了《外国投资者保护法》和《中国企业负责人投资签证法》。这确实使我们国家第一次成为中国新疆维吾尔自治区的第一大贸易伙伴。我们将努力保持并继续提高双边贸易的预期额。

The Kyrgyz government is committed to improving the business environment for Chinese entrepreneurs and has enacted legislation such as the Foreign Investor Protection Law and the Chinese Business Leader Investment Visa Law. These legislative actions have positioned Kyrgyzstan as the top trading partner of China's Xinjiang Uygur Autonomous Region for the first time in 2022. We will strive to maintain and continue to increase the expected amount of bilateral trade.

过境口岸不仅对中国和吉尔吉斯斯坦意义重大，而且对整个中亚地区都很重要。一旦我们建立了整个系统运输网络，我们将扩大供应量。因此，我们对如何发展有具体的设想。

Border ports are of great significance, not only for China and Kyrgyzstan but also for the entire Central Asian region. Once we establish a comprehensive transportation network, our supply capacity will expand. Therefore, we have concrete plans on how to develop border ports.

对于吉中两国未来关系的发展，第一，我要强调我们的政治合作。中国对外政策和国内政策的持续、稳定和连续性对整个中亚地区的稳定和安全有着非常有利的影响。第二，区域一体化对于我们也很实际，这是中国西部和中亚国家的一体化。吉尔吉斯斯坦作为一体化项目的积极参与者愿意以一切可能的方式提供支持和为此注入动力。

Regarding the future development of Sino-Kyrgyz relations, two main aspects come to the fore. Firstly, I would like to emphasize our political cooperation. The continuity, stability, and consistency of China's foreign and domestic policies have a very positive impact on the stability and security of the entire Central Asian region. Secondly, regional integration can also bring practical benefits for us, as it fosters a deeper connection between western China and Central Asian countries. Kyrgyzstan, as an active participant in the integration project, is committed to supporting and injecting momentum into this endeavor.

同时，两国应大力发展绿色经济，加深再生能源领域的合作，水力发电项目的实施，太阳能发电厂和风力发电厂的建设。吉尔吉斯斯坦独立以后，许多项目都是由中国公司实施的。这些项目对于确保吉尔吉斯斯坦的能源独立具有重要的战略意义。我认为，这完全符合中亚国家和中国人民的根本利益。

Meanwhile, the two countries should step up efforts in developing a green economy and enhancing cooperation in renewable energy, including implementing hydropower projects and building solar and wind power plants. Since Kyrgyzstan's independence, many projects have been implemented by Chinese companies. These projects play a strategic role in ensuring Kyrgyzstan's energy independence. I believe this is perfectly in line with the fundamental interests of people in Central Asia and China.

人文领域合作可以说是政治和商贸合作发展的基础。如今，我们有很多学生在中国学习。我们几乎每个高校都设有汉语系。此外，吉尔吉斯斯坦境内还有四所孔子学院。我们还计划开设鲁班工坊。今年我们计划签署一项关于在比什凯克和北京互设文化中心的协议。这对我们来说也是非常重要的一步。我们也希望能够和中方在近期签署另外一项短期免签旅行的协议，为两国公民提供更多交往的机会，并消除阻碍文化发展相互理解的障碍。

People-to-people exchanges and cultural cooperation can serve as the foundation of political and trade cooperation. Currently, we have many students studying in China. Almost every one of our universities has a Chinese language study department. In addition, Kyrgyzstan is home to four Confucius Institutes. We also plan to set up a Luban Workshop. This year, we plan to sign an agreement to establish cultural centers in Bishkek and Beijing. This is also a very important step for us. Besides, we hope to sign another agreement for short-term visa-free travel with China in the near future, thereby providing our citizens with increased opportunities for interaction and bringing down barriers that impede cultural exchange and mutual understanding.

对吉尔吉斯斯坦来说，中国—中亚峰会是一个非常重要的对话平台，中国和中亚国家之间将就多边合作进行坦率、深入、全面的对话。

For Kyrgyzstan, the China-Central Asia Summit is a vital platform for candid, insightful and comprehensive dialogues on multilateral cooperation.

同时，我们将签署很多文件，涉及经济、人文、能源和交通领域。在全球和区域一体化中，我们愿意与中国合作发展电子商务。我们还致力于发展纺织工业，这也是一个明确而重要的方向。此外，还有在矿业、交通、人文和旅游方面的合作也不容忽视。我希望我们相关领域的部长们有机会同中方就很多问题展开有实质性内容的讨论与交流。

In the meantime, we are preparing to sign a number of documents spanning diverse areas such as economy, culture, energy, and transportation. Within the context of global and regional integration, we are keen to develop e-commerce in partnership with China. We are equally committed to developing our textile industry, which is clearly an important area for cooperation. Furthermore, we must not lose sight of mining, transportation, culture, and tourism cooperation. I hope that our ministers overseeing these sectors will seize the opportunity to engage in meaningful and productive dialogues with their Chinese counterparts on a wide range of subjects.

习近平主席在国际场合多次提出倡议，呼吁国际社会团结起来，共同推动“人类命运共同体”建设。在2022年中国同中亚五国建交30周年视频峰会上，各方也一致同意，将践行真正的多边主义，弘扬和平、发展、公平、正义、民主、自由的全人类共同价值，共同推动构建人类命运共同体。

President Xi Jinping has put forth many initiatives on the international stage, calling for global unity in the promotion of "a community with a shared future for mankind." At the 2022 virtual summit commemorating the 30th anniversary of diplomatic relations between China and Central Asian countries, all parties reached a consensus to embrace genuine multilateralism, uphold universally shared values of peace, development, fairness, justice, democracy, and freedom, and jointly build a community with a shared future for mankind.

吉中两国是拥有上千公里共同边界的国家，两国人民自伟大的古丝绸之路以来就一直在交往。“人类命运共同体”与吉尔吉斯斯坦息息相关，吉尔吉斯斯坦愿意携手共建更紧密的命运共同体。

Sharing a border spanning over a thousand kilometers, China and Kyrgyzstan have interacted since the great ancient Silk Road times. The concept of "a community with a shared future for mankind" is closely related to Kyrgyzstan. We stand ready to work hand in hand with China to build a more closely-knit community with a shared future.
