金砖国家研究中心副主任江天骄接受CGTN访谈 解读金砖国家扩容
金砖国家第15次领导人会晤达成最新扩员协议,沙特、埃及等六国跻身成为新成员,金砖国家扩容会为世界发展带来怎样的影响?复旦发展研究院金砖国家研究中心副主任、复旦发展研究院副教授江天骄受CGTN邀请对相关问题进行解读。
Q1:11 members in total for bricks and now are five existing members and six new members this time. Clearly, it's not only about a larger number of members. So what you're reading into the expansion, especially at this particular moment?
Jiang Tianjiao:We have six new members join the BRICS this time. I think this is one of the biggest achievements of this year's BRICS summit. This indicates that the openness and inclusiveness of BRICS cooperation have been recognized by more and more countries around the world, and BRICS mechanism is in a new starting point. More and more developing countries will benefit from BRICS cooperation, and BRICS countries will also promote global governance reform and promote world peace and development.
Q2:There has been a report saying that there are over 40 countries which have expressed interest in joining bricks and more than 20 have submitted their applications or formally expressed their interest in joining the groupings. But this time, why these six new members?
Jiang Tianjiao:First is the opportunity to promote economic development. Many developing countries are rich in resources, but lack opportunities for development and lack the technology and funding for industrialization and modernization. Some countries are also facing development bottlenecks and urgently need transformation and upgrading. For example, some of the Middle East countries, they are rich in oil, but in fact they are also considering about how to transform and upgrade their economy. And also those like developing countries in Africa. So I think that the BRICS mechanism provides cooperation opportunities for these countries to expand their markets, facilitate financing, and boost their economies.
The second is the opportunity to further reform the global governance system. For example, emerging markets and developing countries have made significant contributions to the global economy, but their voice in the global governance system is weak. This is also the point made several times by Argentina and other Latin American countries.Well with the 6 new members, BRICS will increase its voice in proposing more just and reasonable solutions on global governance issues such as international financial system reform and climate change.
Q3:You’ve mentioned that the essence of bricks is running as a cooperation mechanism. Now with six new members in the grouping, how will BRICKS update its existing mechanism to accommodate more voices from its members?
Jiang Tianjiao:This expansion further increases the representativeness of the BRICS mechanism. Especially with the accession of multiple middle east countries, BRICS cooperation has covered more critical global geopolitical and economic regions. The collective rise of emerging markets and developing countries will become the mainstream of the world. We know in recent years, the United States has implemented a decoupling strategy, repeatedly withdrawing from international multilateral cooperation mechanisms and abusing sanctions. Most of the developing countries do not agree with these practices. On the contrary, the BRICS countries adhere to the common values of openness and inclusiveness, attracting more and more countries to work together to uphold multilateralism and achieve win-win cooperation.
Q4:China has been supporting the expansion of bricks. What's the country's strategic thinking here?
Jiang Tianjiao:China has played a positive role in this expansion process. From the Xiamen Summit to the Beijing Summit, China has always firmly supported enhancing the sustained momentum of BRICS cooperation through the BRICS+model. Among the six new members, Argentina is an important representative of cooperation between China and Latin America. Egypt and Ethiopia are also traditional African brothers of China. In addition, China has previously successfully mediated the relationship between Saudi Arabia and Iran. I think this is one of the key factors contributing to this expansion.Q5:I think it's fair to say that China and Africa have enjoyed a very traditional friendship and cooperation. But what's your reading into the future oriented features of the three new initiatives put forward by Chinese President Xi Jinping.
Jiang Tianjiao:The three initiatives have been widely recognized and welcomed at this summit and among developing countries. The global development initiative proposed by China focuses on eight key areas: poverty reduction, food security, epidemic prevention and vaccines, development financing, climate change and green development, industrialization, digital economy, and connectivity. These are the most urgent and headache facing all of the developing countries. The Global Security Initiative elaborates China's philosophy on the relationship between development and security, providing new solutions to global security dilemmas and governance challenges. The Global Civilization Initiative emphasizes the replacement of clash of civilizations with mutual learning among civilizations, further enhancing the internal cohesion of BRICS countries and preventing the world from sliding towards a new Cold War. In the changing world landscape, the international community once again stands at the crossroads of peace and war. The three Initiatives have pointed the way for maintaining world peace and development and will steer the giant ship of human development to a brighter future.来源 | CGTN
