美国将华为临时许可证延长90天

The Trump administration extended the length of a license that has enabled Huawei Technologies Co. to continue working with U.S. customers despite national-security concerns that prompted administration officials to add the Chinese telecom company to an export blacklist earlier this year.

特朗普政府延长了华为技术有限公司(Huawei Technologies Co.，简称:华为)的出口许可证有效期。今年早些时候，出于对国家安全的担忧，美国政府官员将这家中国电信公司列入了出口黑名单。

Commerce Department officials granted a 90-day extension to the license that has allowed Huawei to continue doing some business within the U.S. The license, granted in May, was scheduled to expire on Monday.

美国商务部官员给华为的许可证延长了90天，使其得以继续在美国开展部分业务。今年5月获得的许可证原定于这周一到期。

“As we continue to urge consumers to transition away from Huawei’s products, we recognize that more time is necessary to prevent any disruption,” said Commerce Secretary Wilbur Ross in a statement that announced the extension.

美国商务部长威尔伯•罗斯(Wilbur Ross)在宣布延期的声明中表示:“随着我们继续敦促消费者放弃使用华为的产品，我们认识到，还需要更多时间来排除干扰。”

President Trump said over the weekend that he was rethinking whether to approve the extension and that he hadn’t made a decision as of Sunday on whether to grant it.

特朗普周末表示，他曾重新考虑是否批准延期，截至周日，他还没有决定是否批准。

“Ultimately, we don’t want to do business with Huawei, for national-security reasons,” he said.

“最终，出于国家安全原因，我们不想与华为做生意，”他说。

In May, Commerce officials put Huawei and its affiliates on an export blacklist, citing national-security concerns. U.S. officials have warned that Huawei products could be used to spy on or disrupt telecom networks. Huawei officials have denied these claims.

今年5月，商务部官员以国家安全为由将华为及其子公司列入出口黑名单。美国官员警告说，华为的产品可能被用来监视或破坏电信网络。华为官员否认了这些指控。

The blacklisting escalated trade tensions between the U.S. and China. Negotiators from both countries are set to meet next month. The ban initially raised questions about whether U.S. customers that use Huawei equipment could receive service and support or even communicate with the company.

这份黑名单加剧了中美之间的贸易紧张关系。两国的谈判代表定于下月会面。这项禁令最初让人怀疑，使用华为设备的美国客户能否获得服务和支持，甚至能否与该公司沟通。

Shortly after the move, Commerce officials announced a temporary license that authorized some transactions between Huawei and U.S. business partners, including rural wireless carriers in the U.S. that use its equipment. It also enabled Huawei to support its popular handsets.
