9月22日,在联合国大会一般性辩论中,美国总统特朗普作了为时15分钟的演讲。如人们所料,也如中国人所料,特朗普的目标非常清楚,除了讲到联合国应该努力的方向和美国政府所取得的成绩,他把矛头直接指向中国。
人们看到了,听到了,在演讲中,特朗普11次提到中国,没有一句是好话。
与歹话相联系的不止中国一个,还有另外一些国家,如古巴、尼加拉瓜、委内瑞拉,以及刚刚被美国恢复制裁的伊朗。不过它们都只有一次,而中国是11次。
尽管民主党占多数的美国众议院几天前刚通过一项决议,谴责“所有形式的与新冠病毒相关的反亚裔情绪”,包括“中国病毒”提法,但是,特朗普并没有收敛,拒绝这项不具有强制约束力决议的劝告。
“我们再次参与了一场伟大的全球斗争。我们已经与无形的敌人‘中国病毒’展开了激烈的战斗,该病毒在188个国家中夺走了无数生命。”
中国人最忌讳的就是这个“中国病毒”,可是特朗普偏要说。这既是一种情绪上的对抗,又不仅限于此,它代表了特朗普和他的政府团队的一种固执观点。这种观点正在严重影响中美关系,并且可能在未来引发某些不可预测的后果。
之所以说“再次”,因为今年是联合国成立75周年,也是第二次世界大战结束后的第75个年头。只是,因为中美关系的全面恶化,联合国大会今年的感觉与以往相比最突出的就是两个字:冷清。
会议以视频方式举行,各国领导人通过视频发表讲话,即使身在美国的特朗普也没有亲赴纽约出席,美国政府只派了美常驻联合国代理副代表沙莱代表特朗普和美常驻联合国代表克拉夫特出席周一的纪念会议。
“中国病毒”这个说法被中国认为是污蔑。特朗普最初提过,经人提醒和外界批评,一度不再提,但是后来又再次提起。现在在联合国大会发言中继续使用这个冒犯性称谓,可见特朗普不想再更换措辞,想一条道跑到黑了。
中国一直认为美国的抗疫工作做得很差,但是特朗普表示他的政府做出了出色的成绩。他说,疫苗会的,一切都会有的,全世界将战胜病毒,结束大流行,进入一个前所未有的繁荣、合作与和平的新时代。
可是他话锋一转,道出了这个新时代到来的、在中国人听来十分荒唐的前提条件。
“在我们追求这个光明的未来时,我们必须要这个国家承担责任,它将这一灾难释放到了世界上。这个国家就是中国。”
应当说,这个话是很重的,也是撕破脸的话——不过,对当前的中美关系来说,已经没有多少不可以说,因为,“脸”已经撕破了。从中国的角度说,提“中国病毒”就是污蔑,是“甩锅”,而现在特朗普居然把“中国病毒”的说辞带进联合国大会发言中, 在发言中公开要求对中国进行追责,那就更是疯狂的、肆无忌惮的污蔑和“甩锅”。
对此,新华社在一篇题为“散布‘政治病毒’玷污联合国平台”的国际时评中写道:“这种利用一切机会抹黑中国的歇斯底里式做派,滥用和玷污了联合国平台,见笑于天下。”
特朗普说:“在病毒爆发的最初几天,中国限制国内旅行,却同时允许航班离开中国从而感染世界。中国谴责我针对它的旅行禁令。即使当他们取消了国内航班并将公民锁在自己家中时,中国政府和实际上由中国控制的世界卫生组织也错误地宣称没有人与人之间传播的证据。后来他们错误地说没有症状的人不会传播这种疾病,联合国必须要求中国对他们的行为负责。”
新华社文章针对特朗普的这一污蔑指出,美国这样说的“目的是掩盖自身一塌糊涂的抗疫表现”,“华盛顿不检讨自己的抗疫不力以拯救生命,反而试图通过抹黑中国转移视线。美方自以为此招‘高明’,殊不知,根本蒙蔽不了世界人民。”
特朗普还指责中国破坏环境。“中国每年向海洋中倾倒数百万吨的塑料和垃圾,在其它国家的水域过度捕捞,破坏大片珊瑚礁,向大气中排放的有毒汞比世界上任何一个国家都多。”
特朗普说“中国的碳排放量几乎是美国的两倍,并且正在迅速增加”,并指责那些攻击美国在环保方面卓越成就却无视中国肆意污染的国家,并非真的在乎地球环境。
此外,特朗普还提到了打击恐怖主义、贩毒、人口拐卖以及针对宗教和少数群体的迫害。此外,他还谈到了中东,特别是以色列与阿联酋、巴林签署的具有里程碑意义的两个和平协议,认为这是“新中东曙光初现的时刻”。
在特朗普的演讲中,还有两点给人印象深刻,那就是美国对保护人权的承诺,以及对自身强大军力的自信。
特朗普说,“美国将永远是人权的领导者”,“我们也知道,美国的繁荣是全世界自由与安全的基石”。
“我们的军事力量获得了实质性的增加。在过去四年里,我们在军费上花费了2.5万亿美元。我们拥有世界上最强大的军事力量,其它国家难以匹敌。”“我们彻底消灭了伊斯兰国,杀死了其创始人和领导人巴格达迪,消灭了世界头号恐怖分子苏莱曼尼。”
美军世界最强,这是人所共知的,但是在联合国大会上强调美国在军事上的超强地位,特朗普恐怕有所意指。毕竟现在不同于以往,中美关系恶化带来的各方面对抗正变得越来越明显。人们对于中美之间爆发局部冲突并非没有担心。
特朗普近乎直白地说:“我们现在比以往任何时候都要强大。我们的武器处于前所未有的先进水平,坦白地说,我们以前甚至从未想到过。我只想向上帝祈祷,我们永远都不要使用它们。”
最后,特朗普还再次宣传了他的“让美国再次伟大”口号。他认为,以往那种通过牺牲自己人民利益来求得所谓世界目标的做法失败了。“只有照顾好本国公民,你才能找到真正的合作基础。作为总统,我已经拒绝了过去那种错误的做法。我自豪地把美国摆到优先位置,你们也应该把你们的国家摆到优先位置。”
值得注意的是,中国领导人在讲话中并未提及某个具体国家的名字,同时强调,作为世界上最大的发展中国家,中国“走的是和平发展、开放发展、合作发展、共同发展的道路。我们永远不称霸,不扩张,不谋求势力范围,无意跟任何国家打冷战热战,坚持以对话弥合分歧,以谈判化解争端”。
这一点与特朗普在讲话中强调美国军力强大,以及不希望以最强大的武器与对手交锋,形成鲜明对比。

令人遗憾的是,美方利用联合国讲台,罔顾事实,编造谎言,出于不可告人的政治目的,对中国进行无端指责抹黑,中方对此坚决反对。事实再次证明,单边主义和霸凌行径是全世界面临的最严重威胁。
谎言代替不了真相。中国应对疫情的表现全世界都看得很清楚,人民自有公论。新冠病毒是全人类的共同敌人,中国是病毒受害国,也是全球抗疫贡献国。中国第一时间报告疫情,第一时间确定了病原体,第一时间向世界分享了基因序列。在确定病毒出现人传人现象之后,中国在第一时间果断作出关闭离开武汉通道的决定,中方对湖北省、武汉市对外通道实施最严格的封闭和交通管控,中国海关即依法阻止全国各地拟出境人员中发现的“四类人员”出境。1月23日,中方关闭离汉通道时,中国以外的国家和地区一共只有9例确诊病例,美国只有1例。1月31日,美国停飞中美直航航班,2月2日,美国对所有中国公民关闭边境,当时美国公布的确诊病例也只有10余例。中国抗疫行动公开透明,时间经纬清清楚楚,事实数据一目了然。
美国反复就疫情问题对中国进行无端指责,目的是企图把本国应对疫情不力的责任“甩锅”他人,这完全是徒劳的。美方无理攻击并退出世界卫生组织,危及全球抗疫合作,不仅给世界人民带来伤害,也会让本国人民继续付出惨重代价。美国现在要做的是,停止政治操弄,摒弃将病毒标签化、政治化的做法,同国际社会一道抗击疫情,而不是推卸责任,抹黑别人。
在气候变化和环境保护问题上,事实也是清楚的。中国积极承担符合自身发展阶段和国情的国际责任,实施了一系列政策行动,成绩有目共睹。我们提前完成2020年气候行动目标,为全球应对气候变化作出重大贡献。中国非化石能源占能源消费总量比重已经上升到近15%,可再生能源装机已占全球的30%,在全球增量中占比44%,新能源汽车保有量已占全球一半以上。2000年以来,全球新增绿化面积的四分之一来自中国。中国将更新并提高国家自主贡献力度,采取更加有力的政策和措施,二氧化碳排放力争于2030年前达到峰值,努力争取2060年前实现碳中和。这进一步体现了中国愿与各国携手共建充满生机、清洁美丽的世界的美好愿景和构建人类命运共同体的责任担当。
中国积极参与全球气候治理,是《联合国气候变化框架公约》的首批缔约国,并为达成《京都议定书》、《巴黎协定》及其实施细则作出重要贡献。在中方与各方共同努力下,2019年联合国气候变化马德里会议上达成了坚持多边主义、反映各方气候治理共识的一系列决定,为后续谈判奠定了基础。
反观美国,作为全球累计排放温室气体最多的国家,美国既不批准《京都议定书》,又退出《巴黎协定》,否认自身约束性量化减排任务,拒绝为保护地球家园采取最低限度行动,彻底游离于全球碳排放体系和安排之外,严重阻碍了全球减排、促进绿色低碳发展等相关进程。美国是世界上最大的固体废弃物出口国和人均塑料消费大国,但拒绝批准《巴塞尔公约》,为全球塑料垃圾等治理进程设置障碍,将大量废弃垃圾转移至发展中国家,给当地和全球环境带来了极大危害。这样一个国家有什么资格指责中国?
我们奉劝美方,停止玩弄政治游戏,摒弃单边主义,为世界尽到应有的责任。

Even though his father was an alcoholic and sometimes abusive, Paul ended up with a gentle and calm disposition under his leathery exterior. Abdulfattah was sent to a Jesuit boarding school, even though he was Muslim, and he got an undergraduate degree at the American University in Beirut before entering the University of Wisconsin to pursue a doctoral degree in political science. In the summer of 1954, Joanne went with Abdulfattah to Syria. They spent two months in Homs, where she learned from his family to cook Syrian dishes. When they returned to Wisconsin she discovered that she was pregnant. They were both twenty-three, but they decided not to get married. Her father was dying at the time, and he had threatened to disown her if she wed Abdulfattah. Nor was abortion an easy option in a small Catholic community. So in early 1955, Joanne traveled to San Francisco, where she was taken into the care of a kindly doctor who sheltered unwed mothers, delivered their babies, and quietly arranged closed adoptions. Joanne had one requirement: Her child must be adopted by college graduates. So the doctor arranged for the baby to be placed with a lawyer and his wife. But when a boy was born—on February 24, 1955—the designated couple decided that they wanted a girl and backed out. Thus it was that the boy became the son not of a lawyer but of a high school dropout with a passion for mechanics and his salt-of-the-earth wife who was working as a bookkeeper.
