Role Description

The Cooperation Program Officer, under the direct supervision of the Cooperation Coordinator, assumes responsibilities to contribute to the overall cooperation and coordination within the International Red Cross and Red Crescent Movement.

In the East Asia Region, the ICRC, in its mandate and expertise, supports the National Red Cross Societies (NSs) to enhance their capacity to better address the needs of vulnerable groups, their positioning and recognition as humanitarian actor, and currently focuses on the following areas: 

1) Emergency preparedness and response (especially in situations of armed conflict and other situations of violence);
2) External and internal communication and Red Cross knowledge/International Humanitarian Law dissemination capacities;
3) Capacities to restore family links; and
4) Strengthening the International Red Cross coordinated approach.

Main Duties and Responsibilities

• Works within a team environment, assisting the Cooperation Coordinator on selected Red Cross and Red Crescent Movement issues, particularly regarding enhancing partnerships and capacity building of the National Societies.

• Develops and maintains contacts with external partners at various levels independently.

• Assumes main responsibilities for specific projects/files independently, including contributing to the planning, coordination and implementation of related programs with the National Societies in the region.

• Organizes, and when required, conducts training on various topics including emergency preparedness and response, to the Red Cross Societies.

• Contributes to financial reporting and manages the financial aspects of selected Cooperation programs with National Societies with maximum autonomy.

• Coaches partner focal points on specific skills development.

• Performs institutional written reporting.

Desired Profile and Skills

• University degree or equivalent.

• 2-4-years work experience in a similar field.

• Willingness to learn new skills and apply those abilities confidently in their work.

• Fluent in written and spoken English and Chinese.

• Sound knowledge of the Chinese context, and an ability to apply this knowledge to facilitating the sharing of ICRC's experience and expertise.

• Experience in managing projects or programs, including emergencies is an asset.

• Willingness to travel, possibly frequently, within China and sometimes overseas.
