Surgeon

Location: Unknown, depending on actual needs

Length of assignment: preferably 3 months, at least for the first mission

Role description

The Surgeon, as part of an ICRC hospital team, performs safe surgical procedures for emergency and elective surgical interventions. These are often for the benefit of trauma and weapon-wounded individuals. S/he works in assisted or ICRC independent hospital structures, regularly in limited resources settings and challenging security environments. The Surgeon leads the ICRC mobile surgical team deployed in certain contexts when required. 

Main responsibilities

• Performs and supervises emergency and elective surgical procedures, in line with the internationally/ICRC recognized standards, on evidence-based practices, and ensures adequate patient post-operative follow-up;

• Responsible for the clinical management within the hospital in collaboration with the Head Nurse,  including compliance with the admission criteria;

• Ensures precise, clear and timely medical documentation;

• Ensures that all required resources are available to conduct safe surgical procedures;

• In collaboration with the other members of the ICRC surgical team, provides technical advice and supports  local counterparts to maintain/develop the local capacities and maintain/reach international standards;

• Regularly reviews the contingency plan and other plans of action for the hospital in collaboration with the hospital management team and (sub)-delegation;

• Coordinates the triage and management of patients in the event of mass casualties, together with the Head Nurse;

• Consults with the Health Unit in Geneva in case of exceedingly difficult cases warranting a second  opinion;

• Always remains conscious of the limitations (human & material resources) and seeks advice when required.

Desired profile and skills 

• Board certified General/Trauma  surgeon with a minimum of 2 years’ experience after certification and a valid license to practice in your country of residence;

• Attended the Definitive Surgical Trauma Care (DSTC) course or the ICRC War Surgery Seminar;

• Competence to perform caesarian sections;

• ATLS or ETC certification or ATLS or ETC-refresher course, from within the last 5 years;

• Comfortable performing life-saving surgery with limited resources;

• Significant experience in general surgery, particularly in traumatology, including basic treatment of fractures;

• Good organizational skills, capacity to manage and work within a team;

• Able to develop and supervise local surgical staff;

• Strongly motivated by humanitarian work;

• Able to work under pressure in a potentially dangerous environment;

• Good command of computer tools (Window 8, Lotus Notes…);

• Excellent command of English.

Your assets

• Certificates on basic security course (ICRC & IFRC) and on basic ICRC-facts dated no more than 5 years are strongly recommended before the recruitment interview (link: https://ifrc.csod.com/client/ifrc/default.aspx)

• Knowledge of another language  of ICRC interest: French, Arabic, Spanish or Russian is a strong asset

• Sensitivity to cultural, ethnic and gender diversity

• Positive, flexible and able to adapt him/herself to harsh living conditions and/or unstable security environment.

• Previous international humanitarian and/or development experience in low-income countries (NGO’s,  IO or charity organization)

• Previous experience(s) within the Red Cross & Red Crescent movement

Psychologist

Location: Unknown, depending on actual needs

Length of assignment: 12 months

Role description

The psychologist will identify mental health and psychosocial support needs for the benefit of victims of armed conflict and other situations of violence. He/she will create and develop adapted MHPSS projects and programs in line with the priorities determined by the ICRC. He/she will ensure performance tools are available for local staff, in order to guarantee smooth implementation of the programs, while taking into consideration the local cultural context. He/she will be entirely responsible for the implementation, monitoring and follow-up of the MHPSS activities.

Main responsibilities

• Evaluates the risk factors and identifies those in need of long-term MHPSS support (communities, vulnerable groups and victims);

• Put in place assistance programs, taking into consideration the concerns and coping mechanisms of the victims, in a given cultural context;

• Implement and ensure, often in partnership with local stakeholders (NGOs, National Society), proper follow-up of the MHPSS projects/programs for the benefit of the victims of armed conflict or other situations of violence;

• Provide technical advice to allow for optimal assistance to the victims, while reinforcing and  developing local networks and their MHPSS capacities;

• Evaluate continually the patterns of violence, the victims’ situation and the MHPSS programs;

• Analyze collected information, provide regular update reports and when necessary, adapt the humanitarian response accordingly.

Desired profile and skills 

• Strongly motivated by humanitarian work;

• Able to work under pressure in a potentially dangerous environment;

• Degree in psychology with relevant training for clinical practice;

• Valid license to practice in your country of residence;

• Minimum of two years’ international field experience working directly with various populations and cultures;

• Excellent command of English or another language of ICRC interest: French, Arabic, Spanish and/or Russian;

• Extensive knowledge in public mental health. Integrated MHPSS interventions models in promotion/prevention and treatments at primary and secondary health care level;

• Proven capacity in planning MHPSS support programs and community health interventions in line with the psychological and psychosocial consequences of violence;

• Significant experience in training and supervision processes.

Our operational and field constraints

In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals.

Candidates must be in good health and will have to do a medical check-up prior to departure in the field.

Candidates must possess a driving license (for manual transmission vehicles).

Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for at least the first 24 months.
