Job Description
The Head of Logistics Department ICRC Beijing Delegation is looking for plans and directs the activities of the Buyers and Logistics Officers, who provides procurement and services for the ICRC’s operations. S-he oversees suppliers evaluations and purchase negotiations.

As Head of Logistics Department,
s-he will be responsible for:
Manages the Logistics Department and its activities.
Heading a team of 13 staff members of logisticians, purchasers, shipping clerk and drivers
Acts as logistics system access manager for Beijing delegation, ensures data coherence and reporting
Acts as a supervisor on procurement activities for Pyongyang ICRC mission that are delegated to Supply Chain Administration and purchaser for the supply and procurement of goods in support of their operational and administrative needs
Manages the purchase functions, and assures the financial transparency on all purchase operations
Assures that all operations are conducted in full transparency and auditable which includes factory assessments, evaluates production capacity and reliability of proposed suppliers.
Acts and represents in the Chinese market The Logistics Purchase unit of Geneva Headquarters on high value procurement for its world-wide operations; Supports and facilitates the procurement activities jointly with Asia Sourcing Manager and Regional Procurement Support Manager.
Acts diligently to protect the interests of the ICRC in effecting or mandating third parties in quality control handles independently eventual disputes and claims related to procurements done in the Chinese market.
Supervises the decentralised shipping and Import-Export functions. Delegates or outsources the customs clearances and transit/forwarding of incoming and outgoing shipments.
Ensures that all necessary logistics/operational reports are sent in time to ICRC Headquarters in Geneva.
Follows, approves and supervises the entire supply chain from procurement to purchasing for all activities including service contracts with limited financial responsibility.
Provides full assistance to external clients and other department internally at all time, independently.
Ensures maximum availability and implement control mechanisms for all logistical assets (vehicles, generators)
Supervises the management of fleet activities
Provides in time to Geneva counter parts coherent data information and statistics.
Maintains a quality dialogue with external interlocutors (government authority, Ministry of Commerce, China Centre for International Economic Exchanges, Red Cross Society of China, Foreign Aid Supply Station, etc.)
Represents the ICRC in official government meetings, workshop and seminars that are linked to Logistics Activities, especially in Procurement and Purchase (Ministry of Commerce, China Centre for International Economic Exchanges etc.)
Participates in the Delegation’s staff and coordination meetings
Replaces any staff member under her/his supervision in her/his absence
Confers logistics related matters with the Regional Logistician based in Bangkok
Selection Requirements & Experience
Master’s degree in international procurement, purchasing management or equivalent.
Confirmed and fluent in written and spoken English incl. business terminology
Confirmed computer skills (Word, Excel, Outlook)
Driving license
Five years purchasing experience in a humanitarian organization or minimum three years as a chief procurement manager in an international company or organization.
Your Profile
Strong knowledge of sourcing and procurement principles and best practice.
Proven management skills, confirmed team management, and training skills.
Excellent analytical skills
Confirmed political and market analysis capacity (incl. consultation and cooperation with high level government interlocutors Ministry of Commerce, China Centre for International Economic Exchanges, etc.)
Import-Export knowledge
Good negotiation and communication skills.
