A college student has filed a civil lawsuit against Chinese e-commerce company JD.com Inc. founder and Chief Executive Liu Qiangdong after she accused him of rape last year but prosecutors declined to charge him.
Mr. Liu was arrested in Minneapolis in August on suspicion of rape after the woman made the report to police. He was released the next day and returned to China, which doesn't have an extradition treaty with the U.S.
