To promote closer commercial links and collaboration between the UK and China, the UK-China Infrastructure Alliance was launched during the state visit by President XI Jinping to the UK in 2015. The UK-China Infrastructure Academy, one of the Alliance's initiatives, has over the past five years supported hundreds of Chinese investors in relation to energy and infrastructure investment in the UK. 

2015年习近平主席对英国进行国事访问时，中英两国领导人达成一致愿望，共同发起了英中基础设施联盟，以促进两国更紧密的商业联系和合作。中英基础设施学院作为联盟倡议的一部分，在过去5年中支持了数百名中国投资者在英国的能源和基础设施行业进行投资。

On 16th September 2020, 14 of the most active Chinese investors to the UK in the energy sector were invited to join the 2020 UK China Infrastructure Academy Opening Ceremony. John Edwards, HM Trade Commissioner to China delivered the opening remarks. John Edwards and Gavin Winbanks, Director for CI&E, spoke about the important role that Chinese investment has played in the UK’s energy transition to date and how the UK as an open economy continues to welcome mutually beneficial Chinese investment.

Alasdair Grainger, Deputy Director for Corporate Finance Advisory and Investor Relations from BEIS offered a detailed overview of the UK energy market and shared latest policy insights. The main goal of the conversation is to emphasise the UK’s openness for any foreign investors, collect any feedback or challenges Chinese investors are facing and seek how the Department for International Trade (DIT) can coordinate to support them. The UK has legislated for a net zero target (net zero greenhouse gas emissions from across the UK economy by 2050), with a clear direction to decarbonisation and optimisation of the energy mix.

The UK has decarbonised its economy more rapidly than any other G20 country since 2000. The UK energy generation mix is undergoing a major transition. 37.1% of electricity generation comes from renewable sources in 2019. Moreover, the ownership of power generation is becoming increasingly diverse.

Our first webinar will take an in-depth look at new policy and investment opportunities for Waste to Energy projects in the UK. Waste-to-Energy (WtE) is an area of great interest for Chinese investors and contractors looking to get involved in the UK infrastructure market. The UK currently generates significantly more waste each year than its existing WtE facilities can handle, and despite an increase in the amount of waste being recycled and reused, overall waste volumes are expected to continue to grow due to continued consumption and population growth. Currently, projects using advanced waste-to-energy technology offer the best opportunity for Chinese contractors to enter the market, especially for those who have developed their own technology, as there are not enough EPC contractors to contract the proposed projects. There are of course inevitable challenges to entering the UK WtE market. Any investor or contractor needs to understand the risks of the market they are entering, and the likelihood of any particular project reaching financial close. We are delighted to invite Deborah Sacks, DIT’s Waste and Resources Specialist, to give us an overview of the UK's WtE economic model and policy analysis.

This presentation will focus on the commercial expertise and knowledge required to ensure success in the sector and will map the journey of a project from design to completion. We hope this will be an excellent opportunity to host a candid discussion on the intricacies of the sector.

Deborah Sacks is the Waste and Resources Specialist in the Renewable Energy Team of the UK’s Department for International Trade. She has over twenty years’ experience in waste management and in the processes of developing new waste facilities. She has a strong understanding of the types of facilities that are environmentally and economically sustainable in different market conditions and how these can be successfully delivered.

Deborah specialises in advising on investment in the waste and resource management sectors and identifies opportunities for new and increased investment in the sector. She has experience in supporting the delivery of new projects in the UK and in other markets and is supporting companies in this work in a number of markets worldwide.
