Financial Relief for Kindergartens and Training Institutions

As financial pressures continue to mount for schools across the city, Beijing is offering some much-needed financial relief to kindergartens and private education training institutions.
The new policies, announced by the Beijing Municipal
Education Commission over the weekend, includes government subsidies for
any commercial landlord who waives or reduces rent for all private
after-school programs that are approved by the Municipal Education
Commission.
Educational training institutions that rent their
classrooms from state-run enterprise landlords will be given free rent
for February, and 50% off rent for any office space affiliated with the
institution, on the condition they have not laid off any staff.
On top of the rent subsidies and waivers, the government
will simplify the tax code, allowing for filings to be adjusted in light
of suspended operations, and offering a three-month grace period for
tax collection.
As for kindergartens that rent land from state-owned
enterprises, between January and June, various provinces and cities will
provide subsidies based on the local government’s budget and the number
of students in their school system, hoping to ease the burden of
operational costs and teacher salaries. However, it’s not clear if this
part of the policy applies to schools that offer preschool and
elementary, as well as secondary education.
More measures and announcements to help kindergartens are
expected in the coming days from the Municipal Bureau of Finance and the
Municipal Commission of Education.
