Fast Track(2): German Executives Are Expected Back to China
On 28 March 2020, China has temporarily suspended the entry of most foreign nationals holding visas or residence permits. Based on the positive results achieved by the current epidemic prevention and control, the spokesperson of the Ministry of Commerce Gao Feng also said at the regular press conference of the Ministry of Commerce on May 14 that the relevant departments of China are taking the lead in exploring and establishing a "Fast Track" for urgently needed personnel exchanges with some countries and regions.
In order to help German companies in China to return urgently required personnel in the current situation, the German Embassy together with the German Chamber of Commerce in China are discussing a "Fast Track" procedure for the re-entry of employees of German companies into China with Chinese authorities on basis of current travel regulations on a charter flight.
It is estimated that 500 to 1000 German executives, together with 2500 family members, are expected to fly back to China.
How to apply for this service?
Foreign personnel who are required by the project or for humanitarian needs can contact the person in charge of the company, get in touch the German Chamber of Commerce in the name of the company, fill in the relevant forms, and the German Chamber of Commerce will give feedback on the specific information.
Mandatory COVID-19 test is required before departure from Germany and provide the proof of negative test result valid 48 h before departure issued by local health authorities or commercial test providing institutes.
It is understood that the first passenger charter fight list has been confirmed, and it is expected to fly to Shanghai by Lufthansa charter flight from Frankfurt on May 25. If the first charter flight can run smoothly, Germany and China will further promote more commercial charter flights on this basis, so that more business people who really need to return to China can start business as soon as possible, and promote the restart of the business of the German company in China. 2020年3月28日起，中国暂时停止外国人持目前有效来华签证和居留许可入境中国。基于当前疫情防控取得的积极性成效，商务部发言人高峰5月14日在商务部例行新闻发布会上也表示，中方有关部门正在牵头与部分国家和地区探索建立急需人员往来“快捷通道”。
目前，为了帮助德国在华企业在当前形势下，尽快召回急需的人员，中国政府已和德国驻华使馆及德国商会讨论让在华德企员工尽快返回中国的“快捷通道”程序。由于航班骤减，无法预定，德国商会正有效组织包机让数百名德企高管搭乘入境中国。
据统计，预计有500至1000名德企高管，加上家庭成员共2500人，将于近期飞回中国。
如何申请该项服务？
因项目需求或出于人道主义需要的外籍人员可以联系公司负责人，以公司的名义与德国商会取得联系，填报相关表格，德商会就具体信息给予反馈。
申请人需在出发前至当地卫生部门进行COVID-19检测，出具出发前48小时有效的阴性检测结果证明。抵达上海后还将接受中方进一步边境检疫及隔离措施。
据了解，目前第一批人员已甄选整理完成，预计于5月25日从法兰克福搭乘汉莎航空的包机飞往上海。如首趟包机飞行能顺利运行的话，德中双方会在此基础上进一步推动更多商业包机，让更多确有需要返华的商务人士尽快成行，推动在华德企的业务重启。具体由德商会与相关部门协调后安排。
