美国突发：更进一步制裁华为供应商

据路透社最新（11月29日）报道，美国政府将会阻止更多使用美国技术的外国产品向中国华为公司（Huawei）供货 。

特朗普政府以国家安全方面的理由在今年5月将华为公司列入贸易黑名单，禁止任何美国公司在未经政府许可的情况下向华为供应设备，因此，同时也限制了一些外国制造的、包含美国技术的商品向其供货。

路透社援引两位知情人士的话说，根据目前的规定，美国当局无法触及关键的外国供应链，这促使特朗普政府内部就可能修改两项关键规定展开讨论，这两项规定可能会扩大美国阻止更多外国供应商向华为供货的权限。

如果商务部修改拟议的规定，它将允许美国有关部门对出售给华为的非敏感产品进行监管，比如外国制造的、使用美国技术或组件的标准手机芯片。

这两名知情人士还说，美国政府关注的其中一条规定被称为“最低含量规则”(De minimis rule)，该规则规定，外国制造的产品中所包含的美国产品含量，是否足够让美国政府有权阻止产品出口。

美国政府还可以扩大“直接产品规则”(Direct Product Rule)， 该规则规定，基于美国技术或软件的外国产品必须符合美国的监管规定。

路透社援引华盛顿的贸易律师道格·雅各布森（Doug Jacobson）的话说，这些变化将代表“美国出口管制范围的大幅扩大，美国的盟友和美国公司是不太会接受的。”他预计此举将扰乱供应链，但华为最终会找到其他公司来填补缺口。
