Jinan will build 455 15-minute-radius "community life circles" with a total area of 10,244 square kilometers across the city, aiming to make life easier for local residents, according to a draft plan (2022-35) released by the Jinan municipal planning and natural resources bureau.
近日，济南市自然资源和规划局发布《济南市15分钟生活圈专项规划》阶段性成果（社会公示与征求意见）。规划中显示，2022-2035年期间，将在济南全市划定15分钟生活圈455处，总面积约10244平方公里。
The circles will ensure that all residents have access to things they need for daily life, work, entertainment, education, healthcare, sports and leisure within a 15-min walk from their homes, which will not only improve daily services for the public, but improve people's sense of gain and happiness.
“15分钟社区生活圈”，顾名思义，意味着步行15分钟即可享受到“衣食住行、文教体卫”等基本服务。15分钟生活圈的打造，缩短的不仅是生活距离，居民们也有了更多获得感和幸福感。
As one of the first cities in China to carry out the planning of community life circles, Jinan will promote the "15-min neighborhood" concept and improve its development layout, aiming to strengthen the design of such "15-min circles" and expand their coverage in the city.
济南市作为全国率先开展生活圈规划工作的城市之一，将根据新要求，进一步推广宣传生活圈理念，完善生活圈规划体系，推广全市生活圈覆盖规模，推动济南市15分钟生活圈的建设进入新阶段。
According to the plan, the 455 15-min-radius "community life circles", include those that can be reached within 15 min, and those that can be reached within five to 10 min.
根据《规划》，全市城镇开发边界内共计划定15分钟生活圈455处，生活圈划分为15分钟生活圈和5-10分钟生活圈两级。
A 15-min circle usually covers an area of 3 sq km with a population of about 50,000, while a five to 10-min circle will have a land scale of 0.3 to 0.8 sq km with a population of about 5,000 to 12,000.
15分钟步行可达的用地规模一般在3平方公里左右，人口规模宜在5万人左右。5-10分钟生活圈用地规模0.3-0.8平方公里，人口为0.5-1.2万人。

The community life circles will be complete with features such as public security, community services, green spaces, a comfortable and pleasant living environment, and employment guidance.
生活圈需要具备韧性适应的公共安全、丰富多元的社区服务、绿色活力的生态休闲、低碳安全的日常出行、舒适宜人的住房改善、创新引领的就业引导六大方面。
