Intel is offering thousands of workers in Ireland three months unpaid leave as the US chipmaker looks to cut costs by $3bn next year to counter a dramatic downturn in the global industry.

Opec and its allies vowed on Sunday to stand ready to take “immediate” action to stabilise global oil markets a day ahead of the start of sweeping new western restrictions on Russia’s oil exports.Opec+, which is led by Saudi Arabia and Russia, decided not to make any immediate changes to the group’s production targets, but said the oil producers’ cartel was ready to “meet at any time” and could “take immediate additional measures”.

The EU must “simplify and adapt” its rules on state aid in response to the US’s new $369bn climate package, which has soured transatlantic ties and sparked fears of a trade war between Brussels and Washington, European Commission president Ursula von der Leyen said on Sunday.Europe should “adjust our own rules to make it easier for public investments”, von der Leyen said, in her first set of proposals to respond to a chorus of demands from EU states to counter the US subsidy scheme.

French president Emmanuel Macron faced strong criticism from Kyiv and in Baltic nations on Sunday after he suggested Russia would need to be given security guarantees as part of future negotiations to end the war in Ukraine.
