【南方+9月22日讯】据德国媒体21日报道，有消息人士表示，目前德国政府已经制定了一项新的IT安全标准法律草案，如果华为公司不符合标准很可能就无法参加该国的5G网络建设。据报道，该草案包含了那些希望参与德国网络建设的公司应当遵守的标准，在不久的将来，德国政府将会把草案提交给议会。德媒表示，“这些标准极为严格，以至于华为公司现在不可能做到。”目前该草案尚未最终确定，德国内政部和外交部正在对此进行讨论。德媒在报道中指出，华为公司提供价格低廉且技术出色的产品。但是，德国的一些批评者宣称，使用此类设备并不安全。
此前美国一再向其盟国施压，要求他们禁用华为，英国政府于7月14日宣布禁止华为继续参与英国5G项目。随后，德国联邦经济部长阿尔特迈尔在接受媒体采访时表示，德国5G网络建设暂时将不会把华为排除在外。但限于德国某些响应美国政客的施压，此前有媒体报道称，德国政府将在今年夏季后作出决定。
8月份，德媒报道称，德国在5G网络招标中将实施对技术和“政治可信度”进行审核的两阶段审批模式。审核“政治可信度”依据的法律可能是德国内政部颁布的网络信息安全法。按照该法，只有德国总理府、外交部等多个部门同时表示反对，才能否决已通过第一阶段审核的供应商。由于德国总理府等部门已多次强调不会对华为发布禁令，因此德媒分析认为，德国不会“跟风”英美，禁用华为。德内政部长泽霍费尔曾表示，若排除华为，德国5G网络建设进程将延后数年。

大家可能都有印象，德国是“顶住”美国压力，坚持不在华为问题上跟从美国对华设限的少数发达国家之一。
然而德国媒体21日的一则报道让人傻眼了：德国政府日前制定了一项新的IT安全标准法律草案，对参与德国网络建设的公司提出了“极为严格的标准”——以至于华为公司现在根本做不到。
这项草案提交议会批准后将成为正式法案。鉴于默克尔领导政府，该草案获得通过，几乎没有疑义。
舆论稍早前普遍认为，德国不会跟随美国，对中国公司设卡。直至8月，德国媒体仍然在相关报道中指出，德国将在5G网络招标中将实施对技术和“政治可信度”的双阶段审批模式，而只有德国总理府、外交部等多个部门同时反对，才能否决已通过第一阶段审核的供应商。
这项规定被认为是利于中国公司，并有意为之放行的举措。
然而事过境迁，德国总理府显然已经微妙地调整了立场，事实上将在新一代网络建设中将中国排除在外，和美国如出一辙。
上周四，德国联合英、法两国向联合国发布了一份口头照会，挑战中国对南海的主权声索，并且表示承认有利于菲律宾的2016年南海仲裁裁决。
稍早前，在对中国某个自治地区的态度上，德国亦跟随美国，作出暂停与其引渡协定的决定。
如果这些还只是一些策略性、政策性的动态的话，那么德国在推出德版“印太战略”上，就具有战略和根本意义了。
默克尔政府在9月上旬发布的一项名为“印度-太平洋指导方针”的外交政策方案中，重新描述了德国对华政策的定位，并提出从现在开始加强与亚太国家的合作。
就像过去多数时候那样，默克尔政府巧妙地避免了将矛头直接指向中国，而是将中国纳入了印太值得关注的国家之一，然而鉴于美国已首次系统提出对华政策新方针及以中国为明确目标的印太战略规划，德国总理府无论如何掩饰，也无法否定其发布印太政策纲领的实际意图：即在美中竞争甚至次冷战背景下、在美国主导的以印太战略为途径重塑世界新秩序的进程中，分得一杯羹。
在对华策略上，默克尔政府可谓机关算尽，从根本上说，它既要在对华贸易中占中国的好处，又要在不引起中国不适甚至敌意的情况下，与美国处于同一阵线，而连接德美关系——最终将是盟友关系的关键纽带是其所共同遵循的价值观和民主理念。
然而与此同时，它却无视中国的长远需求，抱着敲骨吸髓的利用态度，可以说是近代以来德国根深蒂固的机会主义和实用主义的表现。
很难想象在不久前的一场至关重要的对话中，默克尔仍然声称中国是欧方尊重的重要战略合作伙伴。
用中式话语来说，美国的特朗普政府的对华政策和策略是“明火执仗”的对抗和敌意，而默克尔政府在是在表面通情达理之下对华“玩阴的”。
从短期看，似乎使矛盾深藏，然而从中长期看，德国的这种政策对中国是有害无益的。

They had arrived in San Francisco, where their ship was decommissioned, and Paul bet that he would find himself a wife within two weeks. He was a taut, tattooed engine mechanic, six feet tall, with a passing resemblance to James Dean. But it wasn’t his looks that got him a date with Clara Hagopian, a sweet-humored daughter of Armenian immigrants. It was the fact that he and his friends had a car, unlike the group she had originally planned to go out with that evening. Ten days later, in March 1946, Paul got engaged to Clara and won his wager. It would turn out to be a happy marriage, one that lasted until death parted them more than forty years later. Paul Reinhold Jobs had been raised on a dairy farm in Germantown, Wisconsin. Even though his father was an alcoholic and sometimes abusive, Paul ended up with a gentle and calm disposition under his leathery exterior. After dropping out of high school, he wandered through the Midwest picking up work as a mechanic until, at age nineteen, he joined the Coast Guard, even though he didn’t know how to swim. He was deployed on the USS General M. C. Meigs and spent much of the war ferrying troops to Italy for General Patton. His talent as a machinist and fireman earned him commendations, but he occasionally found himself in minor trouble and never rose above the rank of seaman. Clara was born in New Jersey, where her parents had landed after fleeing the Turks in Armenia, and they moved to the Mission District of San Francisco when she was a child. She had a secret that she rarely mentioned to anyone: She had been married before, but her husband had been killed in the war. So when she met Paul Jobs on that first date, she was primed to start a new life. Like many who lived through the war, they had experienced enough excitement that, when it was over, they desired simply to settle down, raise a family, and lead a less eventful life. They had little money, so they moved to Wisconsin and lived with Paul’s parents for a few years, then headed for Indiana, where he got a job as a machinist for International Harvester. His passion was tinkering with old cars, and he made money in his spare time buying, restoring, and selling them. Eventually he quit his day job to become a full-time used car salesman. Clara, however, loved San Francisco, and in 1952 she convinced her husband to move back there. They got an apartment in the Sunset District facing the Pacific, just south of Golden Gate Park, and he took a job working for a finance company as a “repo man,” picking the locks of cars whose owners hadn’t paid their loans and repossessing them. He also bought, repaired, and sold some of the cars, making a decent enough living in the process. There was, however, something missing in their lives. They wanted children, but Clara had suffered an ectopic pregnancy, in which the fertilized egg was implanted in a fallopian tube rather than the uterus, and she had been unable to have any. So by 1955, after nine years of marriage, they were looking to adopt a child. Like Paul Jobs, Joanne Schieble was from a rural Wisconsin family of German heritage. Her father, Arthur Schieble, had immigrated to the outskirts of Green Bay, where he and his wife owned a mink farm and dabbled successfully in various other businesses, including real estate and photoengraving. He was very strict, especially regarding his daughter’s relationships, and he had strongly disapproved of her first love, an artist who was not a Catholic. Thus it was no surprise that he threatened to cut Joanne off completely when, as a graduate student at the University of Wisconsin, she fell in love with Abdulfattah “John” Jandali, a Muslim teaching assistant from Syria. Jandali was the youngest of nine children in a prominent Syrian family. His father owned oil refineries and multiple other businesses, with large holdings in Damascus and Homs, and at one point pretty much controlled the price of wheat in the region. His mother, he later said, was a “traditional Muslim woman” who was a “conservative, obedient housewife.” Like the Schieble family, the Jandalis put a premium on education. Abdulfattah was sent to a Jesuit boarding school, even though he was Muslim, and he got an undergraduate degree at the American University in Beirut before entering the University of Wisconsin to pursue a doctoral degree in political science. In the summer of 1954, Joanne went with Abdulfattah to Syria. They spent two months in Homs, where she learned from his family to cook Syrian dishes. When they returned to Wisconsin she discovered that she was pregnant. They were both twenty-three, but they decided not to get married. Her father was dying at the time, and he had threatened to disown her if she wed Abdulfattah. Nor was abortion an easy option in a small Catholic community. So in early 1955, Joanne traveled to San Francisco, where she was taken into the care of a kindly doctor who sheltered unwed mothers, delivered their babies, and quietly arranged closed adoptions. Joanne had one requirement: Her child must be adopted by college graduates. So the doctor arranged for the baby to be placed with a lawyer and his wife. But when a boy was born—on February 24, 1955—the designated couple decided that they wanted a girl and backed out. Thus it was that the boy became the son not of a lawyer but of a high school dropout with a passion for mechanics and his salt-of-the-earth wife who was working as a bookkeeper. Paul and Clara named their new baby Steven Paul Jobs. When Joanne found out that her baby had been placed with a couple who had not even graduated from high school, she refused to sign the adoption papers. The standoff lasted weeks, even after the baby had settled into the Jobs household. Eventually Joanne relented, with the stipulation that the couple promise—indeed sign a pledge—to fund a savings account to pay for the boy’s college education.
