Org. Setting and Reporting
The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of the UN Environment's Economy Division is to encourage decision-makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. Within the Economy Division, the Chemicals and Health Branch promotes joint approaches to the environment and health that demonstrate the economic, environmental and health advantages of sound chemical and waste management. The Branch works closely with governments, international organizations, industry and civil society around the world to develop solutions for the sound management of chemicals and waste. The position is located in the Economy Division, Chemicals and Health Branch, Knowledge and Risk Unit at the Geneva duty station. Within delegated authority, the Associate Programme Management Officer will be responsible for the following duties for the Global Environment Facility GOLD programme and UN Environment's global component project for artisanal and small-scale mining National Action Plans under the Minamata Convention on Mercury:
Responsibilities
• Works with key clients to facilitate the development, implementation and evaluation of assigned programmes/projects; monitors and analyzes specific aspects of programme/project development and implementation: reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Participates in survey initiatives; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions.
• Undertakes outreach activities; participates in the development of training workshops, seminars; participates in and makes presentations on assigned topics/activities.
• Supports activities related to budget funding (programme/project preparation and submissions, progress reports, financial statement* etc.) and the preparation of related documents/reports (pledging, work programme, programme budget, etc.).
• Develops and curates technical guidance and training materials, including graphics, e-books, and videos, on topics related to reducing mercury use in artisanal and small-scale gold mining.
• Performs other related duties as required.
Competencies

Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities.

• Planning and Organizing: ability to planned organise work; Ability to work with tight deadlines and handle multiple concurrent activities; Capacity to identify priority activities and assignments; Experience to implement, monitor programmes and projects, ability to formulate and manage budgets; Efficiency in meeting commitments, observing deadlines and achieving results; Experience in administrative work is required (preparing and managing budgets).
Education
An advanced university degree in environmental sciences, physical sciences, environmental management, economics or a related field is required. A first-level university degree in combination with two additional years of experience may be accepted in lieu of an advanced degree.
Work Experience
A minimum of two (2) years of progressively responsible experience in project/programme management, administration or related area, and relevant technical experience on chemicals and waste management is required. (No experience is required for candidates who have passed the Young Professionals Programme exam (YPP) or the United Nations National Competitive Recruitment Examination (NCRE).)
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is desirable.
Assessment
Evaluation of qualified candidates for this position may include substantive assessment, such as a written test, which will be followed by a competency-based interview.

Appointment against this position is for a period of one year and may be subject to extension. Staff Members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staffs are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
