Org. Setting and Reporting

These positions may be located in various Field Offices in Asia and the Middle East under the Global Action To Prevent and Address Trafficking in Persons and Migrant Smuggling (GLO.ACT Asia and Middle East) of the Human Trafficking and Migrant Smuggling Section (HTMSS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), of the United Nations Office on Drugs and Crime (UNODC). The Adviser – Trafficking in Persons and Smuggling of Migrants (TIP/SOM) – will report to the respective UNODC Regional Representative as first reporting officer and to the Project Coordinator of GLO.ACT Asia and the Middle East, as additional reporting officer, located at UNODC’s Headquarters (HQ) in Vienna, Austria. This position may require significant travel (20%).

Responsibilities

Within delegated authority, the incumbent will be responsible for the following specific duties:

 

- Implement the workplan under GLO.ACT Asia and the Middle East, under the guidance and day-to-day direction of the GLO.ACT Project Coordinator, including providing substantive advice and backstopping to project staff in the five partner countries (Afghanistan, Bangladesh, Iran, Iraq and Pakistan);

 

- Deliver counter trafficking and counter smuggling legal advisory services, review and assessments, capacity building and technical cooperation activities;

 

- Participate in preparing concept notes, agenda and other documentation; identify experts and participants; carry out programmatic/administrative tasks necessary for the achievement of expected results in the assigned substantive area; participate in preparing specialized technical assistance delivery tools, such as manuals and guides;

 

- Provide criminal investigation and/or prosecution (international, regional or national) training and serve as an operational mentor towards building capacity of national law enforcement, prosecutorial agencies and other relevant counterparts to successfully investigate and prosecute TIP/SOM, including where appropriate, with a focus on financial investigations, investigations of crimes affecting children, the investigation of sexual and gender-based violence and forced labour;

 

- Support GLO.ACT national project staff in the region (Afghanistan, Bangladesh, Iran, Iraq and Pakistan) in delivering the country workplans by providing substantive and administrative support and inputs;

 

- Undertake frequent mission travel in the project countries and as required, in the region;

 

- Act as regional focal point by coordinating and liaising with the Regional Office and UNODC HQ staff as well as other relevant international and regional actors, national and nongovernmental actors in order to facilitate project implementation and create synergies;

 

- Ensure regular communication with national counterparts and national project staff and HQ and ensure that timely reporting obligations towards HQ's reporting to the donor are fulfilled in a timely manner;

 

- Initiate, coordinate and participate in the preparation and drafting of a variety of written outputs, such as technical publications, background papers, progress reports, evaluation reports, mission reports, briefings and presentations;

 

- Prepare inputs for performance parameters and indicators, programme performance reports as well as inputs for results-based budgeting and results based management as part of the monitoring, evaluation and learning plan;

 

- Support the GLO.ACT Asia and the Middle East visibility and communications plan, including submitting inputs in a timely manner;

 

- Contribute to the development of the UNODC Regional Programme and support delivery of TIP/SOM components of other UNODC projects related to TIP/SOM, including on corruption, terrorism, and transnational organized crime;

 

- Support the implementation of activities of the Regional Office, including participating in coordination meetings;

 

- Perform other duties to support project implementation, as required.

Competencies

-Professionalism: Has expert knowledge and understanding of the relevant aspects of trafficking in persons and the smuggling of migrants (TIP/SOM). Has knowledge of criminal investigations of transnational organized crime (including leadership and network analysis), the investigation of sexual and gender-based violence, financial crime and crimes against children. Demonstrates knowledge of regional and international cooperation in criminal matters. Has ability to foster regional and international contacts and cooperation relevant to the effective operation of a country's counter TIP/SOM regime. Demonstrates ability to liaise with law enforcement/prosecutors and to prepare documents required by the courts in the course of investigations and prosecutions. Has knowledge of and ability to provide training and mentoring of prosecutors, law enforcement officers, intelligence officers, or other criminal justice officials in matters relating to the investigation and prosecution of TIP/SOM, including in situations of conflict. Demonstrates knowledge and understanding of relevant international instruments, including the UN Conventions, Protocols and Security Council Resolutions relating to TIP/SOM. Is able to provide expert advice and to be proactive in seeking to develop new areas of work within identified objectives and strategies. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender and human rights perspectives and ensuring the equal participation of women and men in all areas of work.

 

-Planning and Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

 

-Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education

Advanced university degree (Master's degree or equivalent) in law, criminology or related disciplines is required. A first-level university degree in similar fields. in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of relevant, progressively responsible professional experience, including international experience, in crime prevention and criminal justice, a substantial portion of which involved advising on relevant legislation, investigations, intelligence, law enforcement and prosecution of TIP/SOM, is required. Experience in the development and delivery of TIP/SOM training and providing advice and assistance to national authorities in countering TIP/SOM is required. Experience in rule of law and criminal justice reform is desirable. Experience with TIP/SOM capacity building and broad understanding of the situation in Afghanistan, Bangladesh, Iran, Iraq and Pakistan, related to counter TIP/SOM efforts, is desirable. Work experience within the United Nations system or similar international organization is highly desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise and a competency based interview.
