Org. Setting and Reporting

This position is located in the Office of the High Commissioner for Human Rights, Executive Office, Executive Direction and Management. The incumbent reports directly to the Chief of Staff.

Responsibilities

Under the direct supervision of the Chief of Staff, the incumbent will be responsible for the following duties:


- Supports the High Commissioner in identifying complex and sensitive policy issues, including with special reference to the Latin America region.

- Supports the High Commissioner in the formulation, communication, implementation and evaluation of policies, practices and activities for the promotion and protection of human rights.

- Reviews, monitors and evaluates activities relating to the implementation of international human rights instruments, including recommendations of treaty bodies and mechanisms of the Human Rights Council (HRC), with a particular focus on Latin America.

- Reviews relevant reports for the General Assembly, the HRC, and drafts correspondence.

- Works with OHCHR Divisions to ensure gender dimensions in their deliverables ; helps design and implements the human rights program and designs the organization and ocus of the evaluation.

- Ensures up-to-date information regarding substantive matters in the field of human rights and makes recommendations on actions to take.

- Makes contact with other sectors of the UN, other international organizations and governments on coordination and policy matters; briefs representatives and provides, as appropriate suggestions and recommendations.

- Trains and supervises new/junior staff.

- Performs other related duties as required.


Competencies

Professionalism: Knowledge of and exposure to a range of human rights issues including approaches and techniques to address sensitive and complex human rights problems in their political, ethnic, racial, gender and socio-economic dimensions. Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the region or country of assignment, including the political environment and legal statutes as they pertain to human rights. Ability to complete in-depth studies and reach conclusions on possible causes and solutions to human rights problems in specific societies and systems. Demonstrated skills in training civil authorities and members of advocacy groups to recognize warning signs of civil unrest and take preventive action to avert hostilities. Ability to relate to human rights issues and perspectives, including their gender equality dimensions, to political, social, economic and humanitarian programmes in affected countries and areas. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Education

Advanced university degree (Master ’ s degree or equivalent) in law, political science, international relations, social sciences or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.


Work Experience

A minimum of seven years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required.


A minimum of two years of human rights experience on Latin American countries is desirable.


Languages

English and French are the working languages of the UN Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of Spanish and French is desirable.

Assessment

The evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.

Special Notice

Appointment or assignment against this position is for a period of one year.


Extension of the appointment is subject to the extension of the mandate and/or the availability of funds.

The intern is expected to work five days per week, full time from 9:00 a.m. - 5:00 p.m. within the Office of Counter-Terrorism, carrying out his/her tasks under the supervision of a staff member - the supervisor.

Daily responsibilities will depend on the individual's background, the department to which he/she is assigned and the period during which he/she will undertake the internship. The intern is expected to perform various activities, and will work in areas of programme management and policy matters related to counter-terrorism and prevention of violent extremism, including:

- Assist in drafting and preparing background documents, reports, issue briefs, talking points, articles, presentations etc.

- Attend and summarize conferences and meetings.

- Support organization of meetings and conferences, side events to strengthen strategic engagement with UN system partners.

- Assist in data collection and conduct research and provide analysis on relevant topics.

- Assist in maintaining databases.

- Support the review of key publications.

- Assist in preparing training and learning events and other capacity building initiatives.

More generally, interns shall:

1.Observe all applicable rules, regulations, instructions, procedures and directives of the Organization notwithstanding their status as described in section 4 of the UN Internship Programme Administrative Instructions ST/AI/2000/9 & ST/AI/2005/11;

2.Provide the receiving departments/offices with a copy of all materials prepared by them during the internship. The UN shall be entitled to all property rights, including but not limited to patents, copyrights and trademarks, with regard to material which bears a direct relation to,

3. or is made in consequence of, the services provided under the internship. At the request of the UN, the interns shall assist in securing such property rights and transferring them to the UN in compliance with the requirements of the applicable law;

4.Respect the impartiality and independence required of the UN and of the receiving department/office and shall not seek or accept instructions regarding the services performed under the internship agreement from any Government or from any authority external to the UN;

5.Unless otherwise authorized by the appropriate official in the receiving department/office, they may not communicate at any time to the media or to any institution, person, Government or any other external source any information which has become known to them by reason of their association with the UN or the receiving department/office, that they know or ought to have known has not been made public. They may not use any such information without the written authorization of the appropriate official, and such information may never be used for personal gain. These obligations also apply after the end of the internship with the UN; and

6.Refrain from any conduct that would adversely reflect on the UN or on the receiving department/office and will not engage in any activity which is incompatible with the aims and objectives of the UN.

In the context of the COVID-19 pandemic, applicants may be requested to undertake the internship remotely in view of constraints regarding visa issuance, international travel and access to UN premises. Applicants must be willing and prepared to undertake the internship remotely for a part or the entirety of the internship. It should be noted that for any internship selections after 1 September 2021, the internship will be in person at the duty station, local conditions permitting, with the option of flexible working arrangements. The intern will work five days per week under the supervision of a staff member of the Section. The internship is unpaid and full-time.
