【公派教师项目】关于2020年美国“关键语言教师项目”报名的通知(中文版、英文版)
为促进中美人文交流,应美国国际教育委员会要求,现公开招聘美国“关键语言教师项目”汉语教师人选。具体事项如下:
1.中国公民;
2.中、小学正式在编教师;
3.具有国家承认的学士(含)以上学位;
4.具有4年及以上中小学从事英语或对外汉语教学经验;
5.有较好的英语综合能力,能熟练运用英语进行会话,要求发音标准、清晰;
6.普通话发音标准、清晰。
1.登录孔子学院总部国家公派出国教师服务平台http://kzxyshizi.hanban.org,进行网上注册。在线点击“报录”,第一志愿选择“美国关键语言教师项目”。按要求在线填写申请表,下载打印申请表,准备材料,并交所在单位审批;
2.登录美国国际教育委员会“关键语言教师项目”的报名网址http://tclprogram.org/chinese-application并注册账户;进入在线申请;按照网上申请的说明和要求完成所有在线申请的步骤,提交申请。在线提交申请截止时间为2020年1月13日;
3.申请人所在单位将教师申请材料(中文申请表和推荐信)送交省、自治区、直辖市教育厅(教委)国际交流与合作处。教育厅(教委)审核后,于2020年1月13日(以寄达邮戳或快递送达签收时间为准)统一邮寄至孔子学院总部师资处。

4.录取:2020年3月底
5.岗前培训(北京):2020年6月
6.赴任:2020年8月初
2020年8月初至2021年6月
由美方提供,包括:
1.J-1签证;
2.出国前培训和相关培训;
3.一次从参加者所在城市出发往返美国当地城市的国际、国内旅费;
4. 赴任后参加在美国华盛顿举办的9天培训会;
5. 意外事故和疾病保险(不包括先前已存在的疾病);
6. 帮助寻找在美住房,通常由安置学校或者教育社团安排;
7. 约20,000美元的生活津贴;
8. 项目期间每月提供住房津贴,住房津贴的标准基于当地社区的平均租房价格。

2020 – 2021 Teachers of Critical Languages Program Chinese Exchange Teacher Application
Sponsored by the Bureau of Educational and Cultural Affairs (ECA) of the U.S. Department of State Implemented by American Councils for International Education in cooperation with Confucius Institute Headquarters in China
PROGRAM OVERVIEW
The Teachers of Critical Languages Program (TCLP) is sponsored by the United States Department of State, Bureau of Educational and Cultural Affairs (ECA) and implemented by American Councils for International Education. TCLP seeks to increase the study and acquisition of important world languages in U.S. schools. This program enables primary and secondary schools in the U.S. to strengthen their teaching of Arabic and Mandarin by bringing Egyptian, Moroccan and Chinese teachers of English as a Foreign Language to teach Arabic and Chinese language and culture for an academic year. In addition, Arabic and Chinese teachers may learn more about U.S. teaching methodologies, culture, and society, as well as to improve their English language proficiency. PROGRAM ORGANIZATIONS
Bureau of Educational and Cultural Affairs of The U.S. Department of State
The Bureau of Educational and Cultural Affairs (ECA) of the U.S. Department of State fosters mutual understanding between the people of the United States and the people of other countries to promote friendly, and peaceful relations, as mandated by the Mutual Educational and Cultural Exchange Act of 1961.
ECA accomplishes its mission through a range of programs based on the benefits of mutual understanding, international educational and cultural exchange, and leadership development. ECA engages youth, students, educators, artists, athletes, and rising leaders in many fields in the United States and more than 160 countries through academic, cultural, sports, and professional exchanges. Striving to reflect the diversity of the United States and global society, ECA programs, funding, and other activities encourage the involvement of American and international participants from traditionally underrepresented groups, including women, racial and ethnic minorities, and people with disabilities.
ECA exchange program alumni encompass over one million people around the world, including more than 75 Nobel Laureates and nearly 450 current and former heads of state and government.
American Councils for International Education
American Councils for International Education is a premier, international nonprofit organization that strengthens international ties and mutual understanding through excellence in academic, professional and cultural exchange, language acquisition, educational development, and research. American Councils’ organizational philosophy is
built upon the belief that international education should be accessible for all. That is why American Councils’ focus is to advance scholarly research and cross-border learning through the design and implementation of educational programs grounded in key world languages, cultures, and regions. Through international training, cultural exchange, immersion learning, and public diplomacy, American Councils broadens individual perspectives and fosters personal and intellectual growth by empowering individuals and institutions to address challenges in a diverse and interconnected world. On a grand scale, these efforts strengthen international and national security, build prosperity, and promote peace.
Eligibility Criteria
Candidates will be considered without respect to race, color, religion, sexual orientation, or gender. Competition for the TCLP is merit-based and open to anyone who:
· Is a citizen of China who currently resides in China;
· Is currently a full-time teacher of English as a Foreign Language or Chinese as a Foreign Language in a primary or secondary (K-12) school in China;
· At the time of application has at least four years of full-time classroom teaching experience;
· Is prepared to teach for the entire U.S. academic year with leave time limited to school breaks;
· Has a firm understanding of Mandarin;
· Has at least a bachelor’s degree;
· Demonstrates a commitment to continue teaching after completion of the program;
· Is proficient in written and spoken English; and
· Has submitted a complete application package (please see Application Checklist).
Individuals in the following circumstances are NOT eligible for the TCLP:
· U.S. citizens and permanent residents of the United States, or their spouses;
· Individuals currently participating in academic, training, or research programs in the United States;
· Individuals who have applied for U.S. permanent residency in the past three years;
· Individuals currently studying, residing, or working outside of China;
· Ministry of Education officials, full-time principals or educational administrators, full-time teacher trainers, education consultants, university faculty, private English Language tutors; and
· Individuals who have participated in an exchange visitor program sponsored by the U.S. government for a period of more than six weeks in the last five years.
Applications not meeting the above technical eligibility requirements will not be forwarded to the selection committee.
Program Provisions
TCLP is funded through the Bureau of Educational and Cultural Affairs (ECA), U.S. Department of State and provides:
· J-1 visa support;
· A pre-departure orientation held in the participant’s home country;
· Round-trip travel from each participant’s home country to and within the U.S.;
· A nine-day welcome orientation in Washington, DC;
· A teaching assignment of approximately 10.5months in a U.S. host school;
· Professional development workshops;
· Accident and sickness health benefit plan (does not cover pre-existing conditions);
· Assistance with finding housing, generally arranged by the U.S. host school/educational community;
· Living stipend of approximately $20,000; and
· Housing in the form of a monthly housing allowance for the duration of the program, calculated based on average housing prices for the assigned host community.
Program Timeline
· Application deadline: January 13, 2020
· Notification of program semi-finalists: End of February 2020
· Semi-finalist interviews in Beijing: Mid-March 2020
· Notification of program finalists: End of March 2020
· Pre-departure orientation in Beijing: June 2020
· Exchange program in the U.S.: August 2020 – June 2021
Families may visit TCLP teachers during the academic program. However, the program is unable to offer financial support for family members of participants to come to the U.S. For those participants who decide to bring their family, the families can join them only after December 22, 2020.
Exchange teachers may not extend their program in the United States and are required to return to China after their program concludes in June 2021. Exchange teachers are also subject to the home residency requirement which obligates J-1 Exchange Program teachers to return to China and reside there for two years following completion of their program.
SELECTION PROCESS
Selection Process
The U.S. Department of State and American Councils will convene an independent panel that will review the applications based on the following:
· Professional and educational experience and achievements;
· Demonstrated leadership potential;
· Preparedness (including maturity, flexibility, and ability to function independently) for an intensive academic year in the U.S.;
· Ability to express ideas clearly and effectively;
· Demonstrated commitment to current pedagogy and willingness to adapt methodology;
· Willingness to co-teach in the U.S. classroom; and
· Potential for developing long-term linkages between U.S. and Chinese educational institutions and schools.
Applicants who have had few or no opportunities to travel to the U.S. will be given priority.
Application Guidelines
· The TCLP application deadline is January 13, 2020, 5:00 p.m. (China Time);
· To be considered for the program, please submit a complete application package online (please see Application Checklist for application package requirements);
· Incomplete application packages or packages submitted by fax or email will not be accepted;
· Unless otherwise noted, please answer all questions in English;
· If a question does not apply to you, please enter N/A (not applicable);
· There is a limit of attachments per applicable question; if more than the requested amount is submitted, the application may be disqualified;
· Additional materials (such as student work or hand-outs) should NOT be included in the package; and
· Materials that require technical equipment (such as audio or videotapes) will not be reviewed by the selection committee.
· This program is implemented in coordination with Confucius Institute Headquarters in China. All applicants to TCLP must also complete an application to the Government-sponsored Teacher Program and submit it to Confucius Institute Headquarters before January 13, 2020. The application is available online here: http://kzxyshizi.hanban.org/. You may complete this application simultaneously with your TCLP application or after you submit your TCLP application. Applicants who do not complete an application to Confucius Institute Headquarters in addition to their TCLP application will be ineligible to participate in the program.
Guidelines on Recommendation Form
All applicants must include:
· One completed recommendation form from a person who is the applicant’s supervisor and is familiar with his/her professional work; it cannot be written by a family member. Recommendations must be submitted with the application by the application deadline. Recommendations submitted separately or submitted after the deadline will not be accepted. Please send the recommendation request link to your recommender as soon as you start the application.
· Please provide an English translation of the recommendation letter if it is not written in English. The translated letter does not need to be certified or notarized but should be clearly marked as a translation. Recommendation writers must submit their comments online through the TCLP application system.

ELIGIBILITY AND APPLICATION CHECKLIST
Applications not meeting the technical eligibility requirements will not be forwarded to the selection committee. To be considered for the 2020-2021 Teachers of Critical Languages Program, please confirm that you meet the program and application requirements listed below:
You are a citizen of China who currently resides and works/studies in China;
You are currently a full-time teacher of English as a Foreign Language or Chinese as a Foreign Language in a primary or secondary (K-12) school in China;
At the time of application, you have at least four years of classroom teaching experience;
You are prepared to teach for the entire U.S. academic year with leave limited to school breaks; You have a firm understanding of Mandarin;
You have at least a bachelor’s degree;
You are proficient in written and spoken English; and
You have submitted a complete application package (please see Application Checklist).
You are NOT a U.S. citizen, permanent resident of the United States, or the spouse of a U.S. citizen or permanent resident of the U.S.;
You have NOT applied for U.S. permanent residency (green card) in the past three years;
You are NOT a Ministry of Education official, full-time principal, or educational administrator, education consultant, full-time teacher trainer, university faculty, or private English Language tutor; You are NOT currently participating in academic, training, or research programs in the U.S.; and In the past five years, you have NOT participated in an exchange visitor program sponsored by the U.S. government that has lasted more than six weeks.
Your application package includes:
An Exchange Teacher Application Form;
An essay that includes detailed answers to all questions; A signed copy of the Application Certification Statement; Transcript(s)/teaching certification(s);
A resume written in English that is no more than two pages long; A recent passport size photograph of the applicant;
A recommendation from the applicant’s supervisor. If the recommendation is not in English, an accurate translation must be submitted with the original; and
A completed application to the Government-sponsored Teacher Program submitted to Confucius Institute Headquarters. The application is available online here: http://kzxyshizi.hanban.org/.
