The Health Economist will report to the Practice Manager for Health, Nutritionand Population Global Practice responsible for the EAP HNP portfolio.
The Health Economist will have the following key responsibilities, inter alia:
• Act as the key interlocuter with Government counterparts in the healthsector, academia, private sector, and development partners
• Co-lead the knowledge agenda of the China health team, including analyticalwork, policy reports and briefs, internal updates, etc
• Co-lead organization of knowledge exchange events, such as workshops,seminars, etc.
• Contribute to policy dialogue with government counterparts— including at thenational and sub-national levels—and with other relevant partners
• Develop, write, and disseminate case studies and papers on lessons learnedwith the Governments, Bank staff, and international partners
• Help team with building and maintaining partnerships and networks within theBank (in HNP as well as other sectors) and with external partners.
• Review and contribute to sector-specific or cross-sectoral policy and otherdocuments.
• Respond to ad hoc information requests from internal and external parties.
• Provide health sector related cross support to other GPs as needed.
• Provide selective support to other country or regional programs in theregion, based on need and on the strengths of the successful candidate.
• Carry out any other activity required as part of the health portfolio.
Selection Criteria
• Graduatedegree (Masters required) in public health, health economics, health financing,epidemiology, or professional degree (medicine, nursing). Candidates without acore qualification in at least one of these domains need not apply. Candidateswith combined degrees will have an added advantage. PhD is desirable.
• Minimum of 5 years of relevant experience in one or more of the followingareas: health systems, health economics, public health, or health servicesresearch. Experience in two or more of these areas is advantageous.
• Demonstrable knowledge of the Chinese health system. Established network inChina health sector will be an advantage.
• Analytical skills in epidemiology, health services research, healtheconomics, or health systems. Track record of publications will be an advantage.
• Demonstrated track record of synthesizing analytics and results intouser-friendly written outputs.
• Demonstrated skills in policy dialogue, policy reforms, and/or servicedelivery innovations, and working across sector boundaries.
• Ability to (a) deal sensitively in multi-cultural environments and to work ina team environment; (b) operate independently with minimal direct supervisionand support; (c) work effectively and independently as a team member and as aleader alike, including in multi-sectoral teams; (d) share and disseminaterelevant information with colleagues, clients, and managers; (e) interacteffectively with a range of partners within and outside the Bank, and to applystrong diplomatic and client engagement skills; and (f) identify and developnew and creative partnerships with a wide variety of agencies andorganizations.
• A drive for results, including a proven track record of highstandards/accountability for work products, meeting target dates, an ability toprioritize tasks within the work program; and the ability to work collectivelywith others on the team to deliver products of the highest caliber.
• Proven analytical skills and the ability to inform high-level policy dialoguethrough strong communications (including writing) skills.
• Demonstrated ability in time management and to work under multipledeliverables. The successful candidate should be able to work with multipleteam leaders and handle multiple tasks effectively, meet target dates, manageuncertainty, and adjust to a changing work program.
