中国永久居留身份证就是中国绿卡，是指外国人在中国居留期限不受限制的凭证，或者说是获得在中国永久居留资格的外国人在中国境内居留的合法身份证件。

《办法》规定，“在中国居留期限不受限制，可以凭有效护照和《外国人永久居留证》出入中国国境，无需另外办理签证等手续;其配偶及直系亲属，可按有关规定申请办理相应签证、居留证件或《外国人永久居留证》”。《办法》还规定，“进出境自用物品按照海关对定居旅客的有关规定办理手续”。因此，取得中国“绿卡”后定居国内的外国人应为“定居旅客”。与中国籍的“居民旅客”相比，“定居旅客”更便于将本人或家庭在境内居留期间需要的日常生活用品携运入境。

《办法》第四到第七条明确持“绿卡”人员在华工作可享有的各项待遇。其中第四条明确，“在中国就业，免办《外国人就业证》;符合条件的，可优先办理《外国专家证》《回国(来华)专家证》以及各地人才居住证”;第五条规定，“可以合法获得的人民币在中国境内进行外商直接投资”，此举可减少投资的税收和兑换成本;第六条规定，“在中国投资项目、设立外商投资企业的，发展改革、商务、工商、外汇等部门按照外资管理有关规定简化核准及审批程序，提高效率”;第七条规定，“可按规定参加专业技术职务任职资格评审和专业技术人员资格考试”。

在子女就学方面，《办法》规定，“随迁子女义务教育阶段入学，符合条件的，可享受相关政策，由其居住地教育行政部门按照就近入学的原则办理入、转学手续，不收取国家规定以外的费用”。这是首次在国家层面明确了持“绿卡”人员的子女可在居住地接受义务教育，享受本地居民待遇。鉴于我国高等教育阶段针对外国学生的入学要求更适用于外籍人才子女，因此仍按现行政策执行。

《办法》规定，“可按照《住房公积金管理条例》等规定，在工作地缴存和使用住房公积金，离开该地区时，可按规定办理住房公积金的提取或转移手续”，即持“绿卡”人员在住房公积金方面与中国公民享有同等待遇。

It stipulates green card holders can contribute and use the housing fund in the workplace, and doing transferring after they leave the district. That is to say, green card holders enjoy equal treatment with Chinese citizens in housing provident fund.

《办法》还规定，持“绿卡”外国人在缴纳所得税、办理金融业务、进行国内商旅消费、申请机动车驾驶证等方面都享受中国公民同等待遇。

Requirements of Green Card Application

《办法》规定：对在我国有关单位任职的外国籍高层次人才，在中国有较高数额直接投资的外国籍投资者、对我国有重大突出贡献或国家特别需要的人员以及夫妻团聚、未成年人投靠父母、老年人投靠亲属等家庭团聚人员，可以授予外国人永久居留证，即中国“绿卡”。

Theexplicates that foreign high-level talents serving in relevant units of our country, foreign investors who have a relatively high amount of direct investment in China, persons who have made significant contributions to our country or are in special need of the state, and family reunion personnel such as husband and wife reunion, minors' relying on parents, and elderly persons' relying on relatives may be awarded. 1、在中国直接投资、连续三年投资情况稳定且纳税纪录良好者;

Direct investment in China, stable investment situation for three consecutive years and good tax record;

2、在中国担任副总经理、副厂长等高管职务，或具有副教授、副研究员等高级职称，以及享受同等待遇、已连续任职满四年、四年内在中国居留累计不少于三年且纳税纪录良好者;

3、对中国有重大、突出贡献以及国家特别需要的;

4、以上三项所指人士的配偶、未满18岁的未婚子女;

The spouses of the persons mentioned in the above three items and the unmarried children under the age of 18;

5、中国公民或在中国获得永久居留资格的外国人配偶，婚姻关系存续满五年、已在中国连续居留满五年、每年在中国居留不少于9个月且有稳定生活保障和住所的;

If a Chinese citizen or a spouse of a foreigner who has obtained permanent residence qualification in China has a marriage relationship of five years, has been in China for five consecutive years, and has resided in China for not less than nine months each year, and has stable living security and residence;

6、未满18周岁未婚子女投靠父母的;

7、在境外无直系亲属，投靠境内直系亲属，且年满60周岁、已在中国连续居留满5年、每年在中国居留不少于9个月并有稳定生活保障和住所的。
