【特别关注】2017年二十国集团智库峰会在德国召开,人大重阳参与筹备并出席会议

2017年5月29-30日,以“全球解决方案”为主题的二十国集团(G20)智库峰会(Think 20, T20)在德国柏林召开。此次峰会由德国发展研究所(DIE)和基尔世界经济研究所(IFW)联合承办,来自G20的20个成员国和地区,瑞典、荷兰、奥地利、新加坡、尼日利亚、巴基斯坦、孟加拉、黎巴嫩、摩洛哥等多个非G20成员国,世界银行、经济合作与发展组织、世界贸易组织、联合国、联合国工业发展组织与联合国难民署等国际组织,以及全球青年志愿者及媒体等近1000名代表参会。


此次T20柏林峰会是继2016年12月1日德国正式接棒中国成为G20轮值主席国并召开T20启动会后又一次智库界的盛事。为期两天的峰会,通过全体大会、平行论坛、主旨演讲、边会等形式各异的近40场活动,让与会代表广泛参与交流与探讨,共同为即将在7月7-8日召开的G20领导人汉堡峰会提前预热,并切实提供具有可操作性的政策建议。

中国是2016年G20轮值主席国,在“三驾马车”的机制下,2017年德国T20峰会的筹备过程都有中国社会科学院世界经济与政治研究所、上海国际问题研究院与中国人民大学重阳金融研究院三家中方牵头智库的参与和支持,保持在议题和成果上的延续性,并始终贯彻智库合作机制在G20中所要发挥“思想库”的重要作用。


中国人民大学重阳金融研究院作为国内深耕全球治理研究的前沿智库,4年多来一直深度介入G20研究,并持续关注T20会议的筹备与进展。人大重阳从中国交棒T20给德国牵头智库起就协助和配合德方筹备工作。人大重阳执行院长王文教授在2017年初受邀成为2017德国G20观察平台咨询委员会(G20 Insights Platform - Advisory Board)唯一中方委员,并对大量T20各工作组提交的政策建议进行意见反馈和表决,为德国T20的最终政策建议提供了中方的鼎力支持。同时,王文院长对G20的研究论文成果也在相关的政策意见中被多次引用,受到多国智库专家的高度重视。人大重阳的多部G20研究书籍和报告也在全球引起广泛关注。


人大重阳院务委员兼学术合作部主任、全球治理研究中心主任助理杨清清代表人大重阳出席此次T20柏林峰会,并在“重构跨国治理概念:适应新要求的全球机制”环节发表演讲和参与研讨。杨清清主任提出“治理赤字”是当前全球治理体系转型发展过程中出现的主要太欧战。全球治理的领导力量分化,新老领导力量的交替过渡,全球治理的公共产品供应不足。同时治理机制的碎片化和治理理念的多元化,凸显了现行治理机制在代表性、有效性方面的问题。她强调,杭州峰会的成果给G20提供了方向性的实现路径,中国方案和中国思想对现有的全球治理体系提供了可供参考的“公共产品”,特别是中国“一带一路”倡议的提出,其开放型和包容性得到了世界上众多国家的支持和拥护。这样以建设开放型世界经济,解决全球发展不平衡问题的国际合作倡议与G20加强全球经济治理是异曲同工的,也为全球经济治理提供了新的思路和方法。

此次T20柏林峰会不仅是智库专家学者的聚会,同时也吸引了包括德国G20协调人、德国总理首席经济顾问Lars-Hendrik Röller,联合国副秘书长吴红波,德国联邦总统府负责人兼联邦特别任务部部长Peter Altmaier,瑞典就业一体化部部长Ylva Johansson等在内的多位高级官员,以及Joseph E Stiglitz,Michael Spence,Edmund S. Phelps,George Akerlof等多位诺贝尔奖获得者,还有如德意志银行、普华永道、德国邮政等多家跨国企业高管,在全球刮起了一股“头脑风暴”的旋风,尤其是在七国集团峰会成果受到阻滞,欧美内部政治格局进一步撕裂,世界经济发展前景不明朗的大背景下,T20峰会的思想盛宴格外受到全球关注。


德国将于2017年7月7-8日在汉堡召开题为“塑造联动世界”的G20领导人第十二次峰会。在此之前还将有青年峰会(Youth20)以及民间社会峰会(Civil20)等配套活动的召开。德国之后将由阿根廷接棒下一任G20轮值主席国。

中国人民大学全球治理研究中心(Global Governance Research Center,RUC)成立于2017年3月9日,是北京巨丰金控科技有限公司董事长马琳女士向中国人民大学捐赠并由中国人民大学重阳金融研究院(人大重阳)负责运营管理的教育基金项目。中国人民大学全球治理研究中心由原外交部副部长、人大重阳高级研究员何亚非领衔,前中国银行副行长、国际商会执行董事、人大重阳高级研究员张燕玲担任学术委员会主任,旨在构建高层次、高水准的全球治理思想交流平台,并向社会发布高质量的全球治理研究报告,努力践行咨政、启民、伐谋、孕才的智库使命。
