Notice for China-bound Passengers (Updated April 15, 2022)1. Starting December 23, 2020, travelers flying to China must have their samples for the nucleic acid rt-PCR and IgM serum antibody tests gathered at the departure city of their direct trip to China to avoid infection from long-distance travel following testing. Passengers must leave time at the departure city and area of their trip to take pharyngeal or nasopharyngeal swabs, venous blood, and another sampling, as well as wait in site for test results before flying. Passengers must apply for a health code from the Chinese Embassy or Consulate-General (depending on consular authority), travel before it expires, and be prepared for a pre-boarding inspection by the airlines.2. Given recent developments about COVID-19, travelers on China-bound flights departing from the United States on or after April 1, 2022, will be required to provide a negative antigen test result in addition to their health code while checking in or boarding. If your antigen test comes back positive, you should have a nucleic acid test (NAT). If the NAT result is not negative, you must comply with the conditions listed under "10. Passengers with Infection History" before applying the health code again. If the NAT result is negative, you must perform the instructions in "11. Close Contacts" below before applying the health code again.3. Passengers from other countries can apply for a health code at https://hrhk.cs.mfa.gov.cn/H5/.4. The diplomatic mission in charge of providing health codes, as well as the direct flights between China and the United States, are listed below.- AA 127 (Dallas→Shanghai) - Chinese Embassy

5. Samples (nucleic acid, antibody, and antigen) must be obtained and evaluated at a laboratory on the Chinese Embassy or Consulates General's list. The Chinese Embassy's most recent list of recognized laboratories may be seen below (for the Dallas flight). Please provide your permission for the sampling agency and testing laboratory to inform the Embassy of the test results and other personal information. All submitted reports and certifications will be verified by the Embassy by contacting the granting agency. The health code will not be granted if any of them cannot be validated, include erroneous information, or are judged changed or fabricated.(2) Realtime Laboratories6. Please follow the instructions below based on your immunization status:(1) For those who are fully vaccinated with inactivated vaccine:1. Perform a nucleic acid rt-PCR test 7 days before boarding at the flight's departure city (Dallas) (e.g., if the flight departs on May 10, the sample time should be anytime on May 3).2. Begin monitoring your health for 7 days at the departure city (Dallas) beginning on the first nucleic acid rt-PCR test day and fill out the "Personal Health Monitoring Form" (see attachment)3. Take the second nucleic acid rt-PCR test at a listed laboratory within 48 hours of departure (e.g., if the flight departs on May 10, the sampling time can be any time on May 8 or 9), and the third one within 24 hours of departure at a different listed laboratory (e.g., if the flight departs on May 10, the sampling time must be any time May on 9).4. Take the antigen test in the departure city after 14:00 the day before departure (for example, if the aircraft departs on May 10, the sampling period can be any time after 14:00 on May 9). (Dallas).5. If a person who has been fully immunized with inactivated vaccines subsequently is injected with non-inactivated vaccinations, please follow the inactivated vaccines procedures.(2) For those who are fully vaccinated with non-inactivated vaccines:1 Perform a nucleic acid rt-PCR test 7 days before boarding in the flight's departure city (Dallas) (e.g. If the flight departs on May 10, the sampling time should be anytime on May 3).2 Begin monitoring your health for 7 days at the departure city (Dallas) beginning on the first nucleic acid rt-PCR test day and fill out the "Personal Health Monitoring Form" (see attachment).3 Take one S protein IgM antibody test and one N protein IgM antibody test at a listed laboratory within 48 hours before departure (e.g., if the flight departs on May 10, sampling time can be any time on May 8 or 9), and take the second nucleic acid rt-PCR at a listed laboratory of the departure city within 24 hours before departure (e.g., if the flight departs on May 10, sampling time must be any time on May 9). (Dallas)4 Take the antigen test in the departure city after 14:00 the day before departure (for example, if the aircraft departs on May 10, the sampling period can be any time after 14:00 on May 9). (Dallas)(3) For the unvaccinated and the partially vaccinated:1 Perform a nucleic acid rt-PCR test 7 days before boarding in the flight's departure city (Dallas) (e.g. If the flight departs on May 10, the sampling time should be anytime on May 3).2 Begin monitoring your health for 7 days at the departure city (Dallas) beginning on the first nucleic acid rt-PCR test day and fill out the "Personal Health Monitoring Form" (see attachment).3 Take one S protein IgM antibody and one N protein IgM antibody test at a listed laboratory within 48 hours before departure (e.g., if the flight departs on May 10, sampling time can be any time on May 8 or 9), and take the second nucleic acid rt-PCR at a listed laboratory of the departure city within 24 hours before departure (e.g., if the flight departs on May 10, sampling time must be any time on May 9). (Dallas).4 Take the antigen test in the departure city after 14:00 the day before departure (for example, if the aircraft departs on May 10, the sampling period can be any time after 14:00 on May 9). (Dallas).7. For the health code application, the following papers must be uploaded.(1) Nucleic acid rt-PCR, S protein IgM antibody, N protein IgM antibody tests results, Personal Health Monitoring Form (based on different requirements mentioned above);(3) Passport, Chinese visa, or resident permit.(4) If you are vaccinated, please also upload the Letter of Commitment on COVID-19 Vaccination (see below) and vaccination certificate.(5) If you have an infection history / are a close contact/or show symptoms, please upload supplementary documents according to the requirements below.(6) Antigen test result is not required when applying the health code. Airlines will inspect the original reports when check-in or boarding either in printed or digital form, and only negative results are accepted.8. The "blue code" status will be introduced for the health code. Passengers will be given a "blue code" after all of their test results have been validated, except the 12-hour antigen test. Passengers will be required to submit a negative antigen test result in addition to the "blue code" before boarding. The "green code" will be issued less frequently, but those that have been issued are still valid. Passengers with a "green code" may still be admitted to the plane.9. You should apply for the health code 14 days following the final needed vaccination if you are completely immunized. If you take the last needed picture on May 10, for example, your application will be rejected if you submit it on or before May 24.10. Passengers with infection history:(1) If you were diagnosed with COVID-19 or tested positive for nucleic acid rt-PCR or antibody (not due to vaccination), you are considered as having an infection history.(2) You can apply for a health code if you meet the following requirements:- Take two nucleic acid rt-PCR tests with a sampling interval of over 24 hours at any laboratory in the U.S. and both tests return negative results.- Take a self-quarantine for at least 6 weeks and record your daily body temperature and health conditions after the second nucleic acid rt-PCR test. If you develop any symptoms such as fever, cough, or diarrhea during the self-quarantine, take another nucleic acid rt-PCR test. If the result is negative, start 6 weeks of quarantine again. If the result is positive, you will need to wait until you recover and redo the whole process.- After completing the above procedures, follow this notice to perform nucleic acid rt-PCR testing 7 days before boarding, monitor your health for 7 days, and perform corresponding tests within 48 hours before boarding. If the test result is still positive, you will need to complete the previous steps again until you meet all the requirements.11. Close contacts/showing symptoms:(1) Close contacts are passengers who have had unprotected contact with proven, suspected, or asymptomatic cases. Passengers who test positive for antigen are also considered close contacts.(2) Close contacts or travelers who exhibit signs of illness should self-quarantine for at least 14 days. On the first, fourth, and seventh days of self-quarantine, please keep track of your health and take nucleic acid rt-PCR testing. Following the foregoing processes, do nucleic acid rt-PCR testing 7 days before flying, monitor your health for 7 days, and perform equivalent tests 48 hours before boarding, as directed in this notice.(1) Passengers flying from the United States to China via a third country are not issued a health code by the Embassy (region).(2) Passengers transiting through the United States and then flying directly to China:- Passengers whose departure nation has a direct flight to China will not be given a health code by the Embassy.- Those whose departure destination does not have a direct flight to China should follow the instructions of the Chinese Embassy/Consulate General in that country and apply for the health code before traveling to the United States. Please follow the procedures of the Chinese Embassy/Consulates General in the United States when transiting in the United States and apply for the health code for the direct flight to China. The requirement of nucleic acid rt-PCR testing 7 days before boarding 7-day self-health monitoring could be exempted.13. When should I be tested?For example, if your flight date is May 10 and you are fully vaccinated with non-inactivated vaccines, the first nucleic acid rt-PCR testing should be done 7 days before boarding, which is any time on May 3; the 7-day self-health monitoring should be done from May 3 to May 9; the S and N protein IgM antibody tests should be done any time on May 8 and 9, and the second nucleic acid rt-PCR test should be done any Antigen test samples should be collected after 14:00 on April 9.Use whichever of the second nucleic acid rt-PCR test, S and N protein IgM antibody tests comes first when filling out the "test sampling date" field in the health code application. The date of the first nucleic acid rt-PCR test should not be filled in.14. Is it necessary to examine newborns and toddlers?Babies and toddlers under the age of three do not require testing or the submission of an application for a health code.15. If I apply as directed, are I certain to receive the health code?Certainly not. The Chinese Embassy/Consulates General will make a decision based on a thorough examination to safeguard the health and safety of foreign travel and to decrease the danger of COVID-19 transmission across borders. Please make your travel arrangements appropriately.16. Beginning April 21, the Chinese Embassy will apply the revised procedures and issue a "blue code."
