Newest Policy for International Students to Work in China

The measures for managing work-study for international students in higher education institutions were issued on January 12, 2022. The People's Republic of China has released the first edition of a more comprehensive normative document aimed primarily at overseas students' work-study activities.

Concerning Work-Study Hours and Pay

New guidelines for the length and pay of work-study programmes in higher education institutions-

Chinese and international students are still paid similarly to one another, that is, at or above the regional minimum wage or standard of life. The maximum number of hours that students can work while studying during the winter and summer breaks is 16 per week and 80 per month.

Concerning On-Campus Work Study

In terms of on-campus work-study, likely, roles currently available to Chinese students will progressively become available to international students. On the other hand, international-specific on-campus work-study positions that are particularly accessible to foreign students may emerge. 

On-campus work-study is easier to set up, more practical, standardized, and secure than off-campus work-study, although the pay may not be as good.

Concerning Of-Campus Work Study

International students must fulfill the following conditions to participate in off-campus work-study programs:

1. Have attained the minimum age of 18 and physical requirements for work-study positions;

2. Possess a valid residence permit that allows you to study in China and has more than six months left on it;

3. Adhere to Chinese laws and regulations as well as school rules and regulations; have good morals; perform well, and have no prior convictions or violations of the law or other disciplinary measures;

4. Undergraduates, graduate students, advanced students, and research scholars who have been enrolled in the institution for more than a year;

5. Academic growth and attendance levels are by school standards;

6. Additional requirements imposed by the institution.

Only overseas students with "the remaining valid residence term of more than six months" were allowed to take part in off-campus work-study programs, according to the regulations. 

The measures do not limit or direct the sorts of employers, industries, professional qualifications, or other employment opportunities for international students.

How to Apply for Off-Campus Work Study

1.In addition to submitting a unilateral commitment letter to make pledges on risk-taking and other elements, students should submit a copy of the contract they signed with the company to the school for recordation.

2. The Exit and Entry Bureau where the school is located must receive the agreement, the letter of school certification, and any pertinent documents from international students who participate in work-study activities off-campus. Off-campus work-study is not permitted for those who have a residence permit without information.

3. International students who want to modify the length of their off-campus work-study should submit a new agreement and their academic transcript. To request a change of information, they must apply within 10 days to the exit-entry administration division of the neighborhood public security bureau.

4. The Department of Education has stated that international students who discontinue off-campus work-study activities for reasons such as the employer terminating the agreement should submit a written report to the school within 10 days and visit the entry-exit administration department of the local public security authority for information change.

It should be emphasized that you will still run the danger of being charged with "illegal employment" if your work-studying activities go beyond the time and scope allowed by law.

What Situations do Will Disqualify Me From Work-Study?

The school must instantly notify the exit and entry administration department of the public security organ and terminate an overseas student's work-study certification if any of the following apply:

1. Having finished the course of study, not graduating, being suspended from school, or leaving altogether;

2. in contravention of national laws and regulations or the appropriate university management systems;

3. exhibiting poor moral character or transgressing good customs and public order and having unfavorable consequences;

4. Other situations that the school deems unsuitable for continuing work-study, such as work-study affecting studies, etc.


The primary assurance for the employment of foreign students in China is provided by China's employment policy. If they have the necessary grades and academic credentials, international students can apply for employment visas in China as recent graduates. Universities and various authorities have also created venues for the contact between companies and international employees.
