背景

 Background

气候变化对人类社会和生态系统的影响与冲击愈发严峻。东南亚地区是全球最易受气候变化影响的地区之一，受资金、技术和治理能力限制，东南亚国家在制定适应政策、开展适应行动，乃至应对当下及未来的气候挑战等方面差距尚存。中国与东南亚发展中国家长期开展投资贸易及对外援助等南南合作，支持东南亚国家实现能源可及、生态保护、灾害管理等方面的可持续发展目标。然而，在中国-东南亚的合作中，气候适应未能得到足够重视。当前合作在项目设计、实施与评估阶段对气候风险与韧性的考量不足，气候适应相关的项目数量较少，合作形式也较为单一，未能充分发挥南南合作的气候效益。双方的合作有待在机制协调、需求对接和资金动员等方面进一步完善，以提升区域的气候韧性。

在此基础上，本次研讨会将聚焦东南亚地区和中国的气候适应合作，探讨双方的气候适应政策与合作机制，进一步明确未来的合作方向，提升合作质量。通过多方交流，期望本次会议能够回应推进气候适应及其国际合作中的挑战，促进区域气候适应能力的协同，形成全球气候韧性的合力。

会议将邀请来自中国政府、智库、东南亚社会组织以及国际金融机构的代表，从合作机制、适应需求、治理模式、适应投融资等方面进行对话，为中国-东南亚的利益相关方交流提供平台，推动基于需求的气候韧性国际合作。本次会议由北京绿研公益发展中心主办，乐施会（香港）北京办事处支持。

The impacts of climate change on human society and ecosystems are becoming increasingly severe. Southeast Asia is one of the world’s most vulnerable regions to climate change. Limited by finance, technology, and governance capacity, Southeast Asian countries face significant challenges in formulating adaptation policies, implementing adaptation actions, and addressing both current and future climate challenges. China has long engaged in South-South cooperation with Southeast Asian developing countries through investment and foreign aid, supporting their sustainable development goals in areas like energy access, ecological protection, and disaster risk management. However, the emphasis on climate adaptation could be further explored and enhanced in the cooperation between China and Southeast Asia. Current projects lack sufficient consideration of climate risks and resilience during the design, implementation, and evaluation stages. There are not many projects related to climate adaptation, and the forms of cooperation are relatively limited, hindering the full realization of the climate benefits of South-South cooperation. The cooperation needs to improve coordination mechanisms, align demands, and mobilize finance to enhance regional climate resilience.

Therefore, the dialogue will focus on climate adaptation cooperation between Southeast Asia and China. It will explore climate adaptation policies and cooperation mechanisms of both sides, clarify future cooperation directions, and enhance the quality of collaboration. By convening stakeholders from diverse sectors, we hope this dialogue will address the challenges in advancing climate adaptation in the international cooperation and contribute to the regional and global climate resilience.

The dialogue will invite representatives from Chinese governments, think tanks, Southeast Asian civil society organization, and international financial institutions. The keynote speeches and discussions will focus on cooperation mechanisms, adaptation demands, governance modalities, and adaptation financing. This dialogue aims to provide a platform for stakeholders from China and Southeast Asia to exchange ideas and promote demand-based international cooperation for climate resilience. The event is organized by Greenovation Hub and supported by Oxfam Hong Kong Beijing Office.
