Objective and Purpose of the Assignment
Portfolio Management Division (PSPM) is looking to hire a national consultant credit analyst who will be assigned in PRCM within the Private Sector Operations Department. PSPM is accountable for the pro-active management, reporting and review of ADB’s private sector debt and guarantee portfolio, including overseeing project implementation and administration as well as managing client relationships over a diverse range of sectors and geographies. PSPM is responsible for managing all risk aspects of the portfolio including credit risk, safeguards risk, integrity risk, as well as the delivery of thedevelopment effectiveness goals of projects.
The consultant will be part of PSPM’s Financial Institutions (FI) team and will cover clients throughout ADB’s developing member countries ranging from microfinance institutions and leasing companies to large universal banks. The consultant will provide direct technical support to dealing officers from both origination (while the transaction is signed and closed) and portfolio teams. Currently, accounts are supervised by a team of full-time ADB analyst staff. PSPM is looking to a hire consultant to help with the preparation of various kinds of credit monitoring reports based on templates defined by ADB. The consultant would also provide support in various administrative tasks in connection with managing the division’s portfolio and interacting with ADB’s clients.
Scope of Work
Preparation of quarterly, semiannual, and annual credit reviews based on ADB templates, under supervision of senior staff, and with some technical guidance if required (above 50% of workload). Preparation of data compilations, internal memoranda (for waiver requests, etc.), communication to clients, and other materials based on portfolio information, to aid preparation of project completion reports analyzing the developmental effectiveness of completed ADB transactions. Under supervision of senior staff, and with some technical guidance if required (less than 30% of workload). Other related work related to the PSPM FI Team (less than 20 % of workload).
Detailed Tasks and/or Expected Output
Credit analysis of clients’ financial reporting based on US GAAP, IFRS, or the client’s local accounting standards. An understanding of FI clients’ financial statements is preferred. Preparation of calculation of credit rating using ADB’s credit rating models.
Analysis of news sources and interviews with clients to verify general economic trends in client companies and their surrounding economies as background for analysis required in ADB’s credit reviews. Compilation of financial analysis and background material into quarterly, semiannual, and annual monitoring reports based on ADB templates. Discussion of output with PSPM supervisors. Management of client relationships especially with Chinese FI clients on a day-to-day basis under the supervision of International Staff (IS) who acts as the main Relationship Manager or Dea Officer for the clients. Support to ADB’s risk management teams in internal audit exercises when needed. Attending to various inquiries and requests for information or reports from within the department and with other departments such as controllers, treasury, risk management. Client visits (if required).
Minimum Qualification Requirements
Fluency in written English and preferably in Mandarin. Proven ability to write financial analysis texts with minimum need for editing by ADB staff. Fluency in spoken Mandarin and English. Minimum of 5 years of professional financial sector experience in banking, securities business, or similar fields. Experience in financial analysis, credit analysis, use of equity valuation and rating models (preferably for Financial Institutions). Experience as a financial analyst for financial institutions is highly valued.
