Management measures for people coming to Shanghai and returning to Shanghai来沪返沪人员管理措施
I. To control the residents who have been living in the epidemic risk area for 7 days according to the regional high, middle and low risk level.
一、对有7天内疫情风险区旅居史的来沪返沪人员，按照区域高中低风险等级进行管控。
For those who had lived in high-risk areas within 7 days and returned to Shanghai, centralized isolation and medical observation were carried out for 7 days after they arrived in Shanghai, and the corresponding frequency of nucleic acid detection of Covid-19 was carried out.
对7日内有疫情高风险区旅居史的来沪返沪人员，抵沪后实施7天集中隔离医学观察，实行相应频次的新冠病毒核酸检测。
If the conditions for home isolation medical observation are not available, centralized isolation medical observation shall be adopted.
如不具备居家隔离医学观察条件，采取集中隔离医学观察。
For those who have lived in low-risk areas within 7 days, 2 nucleic acid tests were completed within 3 days after arrival in Shanghai, and health monitoring was done.
对7日内有低风险区旅居史的来沪返沪人员，抵沪后3天内完成2次核酸检测，做好健康监测。
After returning to Shanghai, the residents in the risk-free zone were monitored for 7 days, during which they took their own temperature twice a day in the morning and evening to reduce unnecessary crowd activities and wear masks.
无风险区人员在来沪返沪后，开展7天的自主健康监测，其间每天早晚两次自测体温，减少不必要的人群聚集活动，规范佩戴口罩。
II. Those who returned from Shanghai and returned to Shanghai after the implementation of the temporary Static Management Area announced by the county-level government or above shall be put under the centralized medical isolation and observation for 7 days after arrival in Shanghai, and the corresponding frequency of detection of coronavirus nucleic acid shall be carried out.
二、对县级及以上政府宣布实施临时性静态管理区域的来沪返沪人员，抵沪后实施7天集中隔离医学观察，实行相应频次的新冠病毒核酸检测。
III. For those who return to Shanghai from the key areas of concern where the epidemic is developing rapidly, or who have close contact with Shanghai, or where the local epidemic has spilled over to Shanghai, they shall be put under centralized medical observation for seven days after their arrival in Shanghai, the corresponding frequency of nucleic acid detection of coronavirus was carried out. Focusing on the cities in which the region is located, in addition to the above-mentioned areas of people returning to Shanghai, Shanghai after the implementation of the “3-day centralized isolation medical observation + 4-day home isolation medical observation”, the corresponding frequency of nucleic acid detection of coronavirus was carried out. If does not have the home isolation medical observation condition, takes the centralized isolation medical observation.
三、对疫情发展迅速、与上海市往来密切、或当地疫情外溢至上海市的重点关注区域的来沪返沪人员，抵沪后实施7天集中隔离医学观察，实行相应频次的新冠病毒核酸检测。重点关注区域所在地市，除上述区域外的来沪返沪人员，抵沪后实行“3天集中隔离医学观察+4天居家隔离医学观察”，实行相应频次的新冠病毒核酸检测。如不具备居家隔离医学观察条件，采取集中隔离医学观察。
IV. Those who come to Shanghai and return to Shanghai from the epidemic-affected areas in China shall report to the local village committee and unit (or the hotel) as soon as possible and within 12 hours after their arrival in Shanghai.
四、对国内涉疫区域的来沪返沪人员，应在抵沪后尽快且不得超过12小时向所在居村委和单位（或所住宾馆）报告。
V.Medical institutions, schools and other relevant institutions strengthen health code checking, and assist in implementing corresponding health management measures for staff and students returning to Shanghai.
五、医疗机构、学校等有关单位加强健康码查验，对来沪返沪的工作人员、学生等协助落实相应健康管理措施。
❆ For those who enter public places and take public transport vehicles with clear epidemic prevention requirements, they must hold the negative certificate of nucleic acid test within 72 hours or the certificate of nucleic acid sampling within 24 hours.
❆对进入有明确防疫要求的公共场所和搭乘公共交通工具的人员，须持72小时内核酸检测阴性证明或者24小时内核酸采样证明。
Regulations on leaving Shanghai离沪规定
Shanghai high-risk areas to take “Stay at home, door-to-door services,” and other containment measures. Not allowed to leave Shanghai
对上海市高风险区采取“足不出户、上门服务”等封控措施。(不得离沪)
In the middle risk area of Shanghai, we should take some control measures, such as “People don't leave the area, stagger the peak and take things”. Not allowed to leave Shanghai
对上海市中风险区采取“人不出区、错峰取物”等管控措施。(不得离沪)
Shanghai low-risk areas [ that is, within the jurisdiction of the high-risk areas of the streets (towns)] leaving Shanghai, must hold 48-hour nucleic acid test negative proof.
上海低风险区【即辖区内有中高风险区的街道(镇)】离沪人员，须持48小时核酸检测阴性证明。
Passengers leaving Shanghai by public transport are required to hold a 72-hour nucleic acid negative certificate or a 24-hour nucleic acid sampling certificate and a “Health code” green code.
搭乘公共交通工具离沪的人员，需持72小时核酸阴性证明或者24小时内核酸采样证明以及“健康码”绿码。
