「1」“内生动力”要拆为两部分来翻译，首先是“动力”可酌情译为"momentum""dynamism""driving forces"，其次是“内生”，可理解为“由内而发的”或者“自我产生的”。本文中“内生”之意已包含在文本之中，故可省去不译。“内生动力”也常出现在其他文本中，翻译时要具体情况具体分析。

「4」“放管服”改革，就是简政放权、放管结合、优化服务的简称。“放”即简政放权，降低准入门槛。“管”即创新监管，促进公平竞争。“服”即高效服务，营造便利环境。译为“reforms to streamline administration and delegate power, improve regulation, and upgrade services”；
