政府工作报告最精华的500字，英文翻译来了！

用英语怎么说？
今天上午，十三届全国人大三次会议正式开幕。国务院总理作了政府工作报告。
报告主要分为三大部分，去年工作回顾、今年主要目标和今年重点工作。
我们参考了《人民日报》发布的500字报告极简版，将报告核心内容梳理出中英对照版本，方便大家学习。

去年和今年以来工作回顾
A review of our work in 2019 and the first few months of 2020
国内生产总值99.1万亿元，增长6.1%。
Gross domestic product (GDP) reached 99.1 trillion yuan, representing a 6.1 percent increase over the previous year.
在较短时间内有效控制疫情，保障了人民基本生活，十分不易、成之惟艰。
China has been able to contain the spread of Covid-19 in such a short time while also ensuring our people's livelihood. Our success has come at a great price.
∆中文更注重“形”，英文更注重“意”，所以“十分不易、成之惟艰”在译成英语时，可以脱去语言外壳，找到英文中“意”的对应。还可以翻译成，It has been a real uphill battle. 或者，It is indeed a hard-earned win.
在疫情防控中，公共卫生应急管理等方面暴露出不少薄弱环节。
During the Covid-19 response, many weak links have been exposed in public health emergency management.
∆我们经常说的薄弱环节，英语里就有对应的翻译weak link，还有短板，可以翻译成weakness, shortcoming等。

∆ 像摘帽这样典型中国式的语汇，在翻译的时候一定不能直译。“摘帽”在不同语境下意思截然不同，比如上市公司企稳了，股票代码前不再有ST标记，也叫“摘帽”。要翻译好“摘帽”，就先要摘“帽”，直接出hat，读者就一头雾水了。根据上下文，这顶帽就是“贫困”，翻成elimination of poverty in all poor counties,是符合英语结构的翻法。

抗疫
大幅提升防控能力，坚决防止疫情反弹。
We need to greatly enhance our prevention and control capability, resolutely prevent a resurgence of covid-19.
∆这里说的反弹翻译成resurgence是比较准确的，make a resurgence卷土重来，比如Covid-19 could make a resurgence this autumn. 疫情可能在今年秋季卷土重来。在疫情的语境下，反弹也可以翻译成a new wave, a new spike等。
实施好支持湖北发展一揽子政策。
We will implement a package of policies to support Hubei's development.
财政
财政赤字规模比去年增加1万亿元
Deficit is projected to increase by one trillion yuan over last year.
发行1万亿元抗疫特别国债
One trillion yuan of government bonds for Covid-19 control will be issued.
减税降费
预计全年为企业新增减负超过2.5万亿元
It is estimated that enterprises will see additional savings of more than 2.5 trillion yuan throughout the year.
就业
清理取消对就业的不合理限制
All excessive restrictions on employment need to be overhauled or rescinded.
促就业举措要应出尽出
All possible measures to bolster employment should be adopted.
∆ 疫情以来，我们说的很多的政策口号是“应收尽收”，和这里的"应出尽出"异曲同工。这又要回到之前我们强调过的，中文的特点，是非常讲究“语言形式”，会有很多的对仗、并列的句式结构，那么翻译到英语中，如果也把中文的结构照搬过去，那就难免东施效颦，南橘北枳。这种情况下，“活译”就尤为重要了。比如应收尽收，就可以翻译成All infected cases should be treated in hospitals.
消费
支持电商、快递进农村。
We will support the rollout of e-commerce and delivery services in rural areas.
投资
拟安排地方政府专项债券3.75万亿元
3.75 trillion yuan of special local government bonds will be issued.
中央预算内投资安排6000亿元
600 billion yuan will be earmarked for investment in the central government budget.
∆ 英文里有个词非常好用，专门指为某个目的，指定、划分（资金、资源），尤其是政府预算相关的资金分配，就是用earmark。比如Politicians promised to earmark some of the budget for new social programs.
金融
大型商业银行普惠型小微企业贷款增速要高于40%
Large commercial banks should increase inclusive lending to micro and small businesses by more than 40 percent.
∆ 普惠的就是inclusive，而普惠金融可以翻译成inclusive financing 这个概念就是为社会各阶层提供适当的金融服务，鼓励银行增加小微信贷。
脱贫
加大剩余贫困县和贫困村攻坚力度
We will step up efforts to eliminate poverty in all remaining poor counties and villages.
教育
扩大高校面向农村和贫困地区招生规模
We will expand the enrollment of students from rural and poor areas at colleges and universities.
社保
扩大低保保障范围，对城乡困难家庭应保尽保
Subsistence allowances will be expanded to cover all urban and rural families in difficulty.
∆ 应...尽...的句型又出现来~现在知道怎么翻译了吗？
