Three-year pilot program to attract Top Foreign Talent


The South China tech hub of Shenzhen has launched a three-year pilot program to attract high-level foreign talent, including top scientists and entrepreneurs, to help turn it into a global technology and innovation powerhouse.
The program includes a set of standards implemented Tuesday to certify urgently needed high-end foreign talent in Shenzhen, the country’s pioneer of reform and opening-up in the southern province of Guangdong, according to a notice (link in Chinese) issued by the city government.


Based on national rules to attract high-end talent from abroad, the Shenzhen standards include elements tailored to local needs, the notice said. For instance, people who win the top three prizes in the finals of the China (Shenzhen) Innovation and Entrepreneurship International Competition qualify for certification. 


Other high-end talents mentioned by the standards include Nobel Prize nominees, startup founders who own intellectual property rights, academicians from international sciences and engineering academies, as well as chief scientists or key members of any major international science or engineering project.

Foreign nationals in Shenzhen can apply for certification via their employers, who will submit the applications online, and wait five days until the local science and technology innovation commission issues a confirmation letter.

外国高端人才认定有了“深圳版”标准。4月7日,《深圳市外籍“高精尖缺”人才认定标准(试行)》(下称《认定标准》)正式印发,七类外籍人员可申请认定为深圳市外籍“高精尖缺”人才。
根据《认定标准》,深圳市外籍“高精尖缺”人才认定分为七类,包括入选国内人才引进计划的、符合国际公认的专业成就认定标准的、符合市场导向的鼓励类岗位需求的、属于创新创业人才的、属于优秀青年人才的、计点积分在85分以上的和经市有关部门推荐的人才。满足上述任意一类及以上标准的外籍人员可申请认定为深圳市外籍“高精尖缺”人才。
符合国际公认的专业成就认定标准的“高精尖缺”人才主要针对取得国际公认的各类专业成就的人才,共计22项标准。在国家标准基础上,深圳还增加了诺贝尔奖提名者,国际性科学院或工程院院士,国家最高科学技术奖、国家自然科学奖、国家技术发明奖、国家科学技术进步奖获得者,国际大科学计划和大科学工程的负责人、首席科学家或主要成员,广东省、深圳市科学技术奖获奖者等标准细项。

US adds 7 Chinese supercomputing companies to export blacklist



The Commerce Department on Thursday added seven Chinese supercomputing entities to a U.S. economic blacklist citing national security concerns.


The department added Tianjin Phytium Information Technology, Shanghai High-Performance Integrated Circuit Design Center, Sunway Microelectronics, the National Supercomputing Center Jinan, the National Supercomputing Center Shenzhen, the National Supercomputing Center Wuxi and the National Supercomputing Center Zhengzhou to its blacklist.


The seven entities were blacklisted for "building supercomputers used by China's military actors, its destabilizing military modernization efforts, and/or weapons of mass destruction programs."

The new rules, which restrict U.S. exports to the entities in question, take effect immediately. However, they do not apply to goods from U.S. suppliers that are already en route.

美商务部公告显示,涉及实体包括天津飞腾信息技术有限公司、上海集成电路技术与产业促进中心、深圳市信维微电子有限公司等。这3家公司中有2家与A股公司有关,其中飞腾信息技术有限公司为中国长城持股31.5%子公司,深圳市信维微电子有限公司为信维通信全资子公司。

New policies to expand pharma, NEV, gaming sectors in Hainan



China on Thursday announced a slew of measures supporting industries such as drugs, new energy vehicles, gaming and aerospace in the southern province of Hainan, as part of moves to build a testing ground there for economic reforms.
Last June, China gave the status of a "free trade port" to Hainan, which it aims to make fully functional by 2035, building an offshore center of trade and finance to streamline the flow of commodities, capital and talent.

Travel flows have surged to Hainan, known for its sandy beaches and resort-lined coast, as Chinese travellers unable to go abroad because of the COVID-19 pandemic splurged domestically since last year.


Authorities will support Hainan to build charging stations and battery swapping facilities across the island for NEVs and push for the application of autonomous driving technology, the National Development and Reform Commission (NDRC) said in a statement on its website.


China will support Hainan to develop online sales of prescription drugs and encourage firms - both domestic and foreign - to develop new drugs there, the NDRC said, adding that it will push for an international centre for transplantation sciences in the southern province.

An investment fund dedicated to the healthcare industry would also be set up, and Beijing might also delegate the approval of domestic online games to Hainan, the NDRC said.
The government will also step up support to build the Wenchang Spacecraft Launch Site into "world-class" site for commercial spacecraft.
