Foreign Teachers & Students Required to Pass Mandarin Test

Zhou Xiaoping, a member of the Chinese People's Political Consultative Conference, recently proposed that foreign individuals who want to work or study in China should first pass a Chinese language exam.
Similar to how international students are required to pass English proficiency exams for admission to overseas universities, Zhou believes that such a requirement would ensure that foreign individuals coming to China are better equipped to integrate into Chinese society and contribute to the country's development.
Zhou expressed his concern that some foreign students come to China and spend their time indulging in leisure activities without making any effort to learn the language or engage with the local culture.
He argues that this "vacation" mentality does not benefit either the individual or the country. Moreover, he believes that foreign students who are treated differently from local students create a negative impression of China's education system and its relationship with other countries.
To address this, Zhou suggests that Chinese schools follow the lead of overseas institutions by requiring foreign students to meet specific language requirements to gain admission.
He suggests that the Chinese equivalent of the College English Test, which is taken by Chinese undergraduate and postgraduate students, be introduced for overseas students in universities under Projects 985 and 211.
Zhou admits that not all colleges might have this requirement, but he thinks that by the time they graduate, all international students ought to have attained the same level of language skill as elite universities.
Finally, Zhou stresses that all foreign students should be treated equally to domestic students in terms of accommodation, catering, and scholarship. Any special treatment or benefits should be eliminated to ensure fairness and equality for all students.
In summary, Zhou's proposal aims to create a more efficient and attractive system for foreign individuals seeking to work or study in China. By requiring language proficiency and promoting equality, Zhou believes that foreign individuals will be better equipped to contribute to China's development and improve China's relationship with other countries.
