The Beijing government has released a circular, allowing for-profit wholly foreign-owned training schools to operate in the city in order to improve the much-needed development of the vocational skills industry.
In a statement released by the Chaoyang District government, the city welcomes foreign investors with international advanced education, training experience and management service experience to the city to provide training services.
A joint statement released by various departments in the city also mentioned that Beijing added for-profit wholly owned foreign-funded vocational skills training institutions to apply for and operate in the city.
The circular also highlighted that foreign-owned training centers in the city will be given a green channel to process their applications, reducing the time needed for approval.
Districts in Beijing have also set up subsidies for training institutions to help with training, encouraging such institutions to improve quality and their education capabilities.
For training institutions in a district's jurisdiction that organize annual training for local and foreign laborers reaching 3,000 or more people, they will be eligible for a subsidy of up to 30,000 yuan
The ones that reach up to 5,000 people, will be eligible for up to 50,000 yuan subsidy, and those that reach 8,000 people and above will be qualified to receive up to a 100,000 yuan subsidy from the local government.
Any training institution in the jurisdiction that has been rated as Grade A in the evaluation of private vocational skill training institutions in the city can also enjoy a one-time subsidy of 100,000 yuan.
