特朗普退出群聊：宣布美国退出世卫组织！

5月29日（周五），特朗普在白宫玫瑰园记者会上表示，美国将停止向世界卫生组织（WHO）提供资金，并称要退出该组织。

特朗普在记者会上不断向世卫组织施加压力，他表示，美国将终止与世界卫生组织的关系，因为世界卫生组织未能达到标准，该机构急需改革。此外，美国将会重新分配资金给全球其他地方，以此满足全球紧急公共卫生需求。

但据世卫组织网站显示，美国目前欠世卫组织的会费超过2亿美元。不知道, 不差钱的美国在完全退出世卫生组织之前是否能遵守承诺还清所欠下的会费。

The United States will end its relationship with the World Health Organization (WHO) over the body's handling of the coronavirus pandemic, U.S. President Donald Trump said on Friday.

Speaking in the White House Rose Garden, Trump asserted that the agency had pressured to "mislead the world."

"Because they have failed to make the requested and greatly needed reforms, we will be today terminating our relationship with the World Health Organization and redirecting those funds to other worldwide and deserving urgent global public health needs," Trump said.

The United States currently owes the WHO more than 200 million dollars in assessed contributions, according to the WHO website.

在5月18日，特朗普曾致信世卫组织总干事谭德塞，信件长达4页，威胁世卫组织，称该组织如果不致力于在未来30天内作出“实质性改进”，美国将终止向世卫组织缴纳会费并重新考虑是否还留在该组织内。

On May 18, Trump sent a four-page letter to WHO Director-General Tedros Adhanom Ghebreyesus, warning he would permanently cut U.S. funding of the WHO and reconsider U.S. membership if the organization did "not commit to major substantive improvements within the next 30 days."

4月14日，美国总统特朗普在白宫记者会上宣布美国将停止资助世界卫生组织,并要求对该组织在疫情中的行为问责。

U.S. President Donald Trump has instructed his administration to halt funding to the World Health Organization (WHO) over its handling of the coronavirus pandemic.

Trump, at a White House news conference on April 14, said the WHO had "failed in its basic duty and it must be held accountable."

4月7日，特朗普在推特上发文批评世卫组织“以中国为中心”，并威胁将暂停缴纳会费。

4月8日，在白宫简报会上，特朗普继续攻击世卫组织，他表示美国政府将进行更多的调查，以此进一步细化停止提供资金的决定。

其实，早在2月10日，美国《外交政策》的一篇刊文表明，特朗普政府在提交2021年财政预算案时，就已提议把向世界卫生组织提供的资金，从上一年度的1.23亿美元锐减至5800万美元。

Health experts, U.S. lawmakers and world leaders have expressed concern over defunding the organization amid the coronavirus pandemic, as opposition to Trump's decision increases.

乔治城大学奥尼尔国家和全球卫生法学院院长拉里·高斯廷（Lawrence Gostin）在推特上发文表示，“特朗普此举是非法的，撤资需要国会授权，而国会已经授权拨款了。”

美国医学会主席帕特里斯·哈里斯（Patrice Harris）也在第一时间批评了特朗普的宣布，称特朗普的决定是“毫无意义”的，并对全球抗疫此次大流行病具有“非常不好的影响”。

德国卫生部长施潘也发推文表示失望。

俄罗斯外交部发言人玛丽亚·扎哈罗娃（Maria Zakharova）也批评了美国的这一错误决定，“在全世界需要团结起来对抗新冠病毒的时候，美国终止与世界卫生组织的关系，这是践踏世界卫生领域合作的国际法律基础。”

Russian Foreign Ministry spokeswoman Maria Zakharova criticized the U.S.'s decision, describing it as trampling on the international legal basis for world health cooperation at a time when the world is needed to unite against the novel coronavirus.
