“无陪伴”移民儿童激增,外媒眼中的他们

当地时间3月30日,美国拜登政府首次允许部分媒体记者进入美墨临时边境收容所进行拍摄,收容所位于得州唐纳市一隅。
 
3月16日,美国土安全部长曾警告说,美墨边境正面临20年来最大规模移民潮。
 
On Tuesday, the Biden administration allowed a few media members to visit the temporary Customs and Border Protection facility in Donna, Texas.
 
The homeland security secretary also said on Tuesday, the U.S. is facing the biggest migrant surge on the U.S.-Mexico border in 20 years.

探访美墨边境,每天5000人被捕
 
近期,大量非法移民和难民聚集在墨西哥和美国边境线上,希望能够跨境进入美国。为此,美国边境执法人员开始了严防死守。央视记者走访美墨边境时,发现距离边境几公里远处的地方,网络信号已经被切断。

据当地优步司机介绍,这种情况从2月份就开始了。因为没有信号,司机无法从美墨边境接单,也就限制了非法移民乘坐出租车进入美国的途径。

据美国海关和边境保护局(CBP)介绍,自3月份开始,美国边境执法人员每天逮捕超5000名非法移民,并立即将其遣返。另外,还有大量入境美国的儿童和新移民被送往暂托中心,等待充满不确定性的未来。

据CNN报道,负责安置美墨移民的官员奥斯卡·埃斯卡米拉对媒体说,“原本设计容纳250人的收容所如今已人满为患,挤进了超过4100人”。
 
在4100名移民儿童中,有3400名是“无陪伴”移民儿童,其中39名儿童在唐纳收容所已经滞留超过15天———超过了72小时的法定时限。
 
收容所内充斥着照明灯嗡嗡声和人潮的嘈杂声。
 
“无陪伴”儿童临时居住在塑料帐篷里,塑料帐篷内人挤人,盖着铝制箔应急毯躺在垫子上。

The temporary shelter is far over capacity, with more than 4,100 migrants at the plastic camp. The previously expected hold-up for immigrants was around 250, now it is more than 20 times. The executive officer for this operational program, Oscar Escamilla, told CNN.
 
Of the 4,100 total, 3,400 were unaccompanied migrant children, and at least 39 have been in the Donna facility for more than 15 days, exceeding the 72-hour legal limit.
 
The temporary shelter is filled with the humming noise of machines and people.
 
"When the kids are searched out in the field, the first place they come is this facility. All of the unaccompanied children throughout [Rio Grande Valley] come to this facility right here," Escamilla told CNN.

The children were being dispatched in eight pods. The shelter stood up about 3,200 square ft in size. Each of the pods had more than 500 children in them.
 
Children lined up in a small room for lice and health checks, but no COVID-19 test was carried out unless a child had a fever.
 
After a routine checkup, the staff hosed down kids' hair, and the used towels were thrown into a black box marked "lice".
 
Nurse practitioners also gave them psychological tests, asking the kids if they had suicidal thoughts. To prevent kids from hurting each other, their shoelaces were untied, and they wore cloth shoes.

After a series of medical checks, the children are led into a large reception room where staff took fingerprints and photos of the kids over 14, but younger kids are not required.
 
They were then taken to a second reception room, where they received a notice to appear in immigration court.
 
Border Patrol agents asked them if they had contacts in the U.S. and allowed kids to speak to them over the phone.
 
Kids were given bracelets with bar codes that showed their bath times and medical conditions.
 
They will be transferred to shelters run by the U.S. Department of Health and Human Services and eventually arranged for adoption by relatives or charity sponsors.
