CGTN对话思想者｜中国前驻美大使崔天凯：现在需要所有人团结起来

Editor's Note: In a speech delivered via video link at the opening ceremony of the Boao Forum for Asia Annual Conference 2022, Chinese President Xi Jinping proposed a Global Security Initiative. In an interview with CGTN host Tian Wei, former Chinese Ambassador to the United States Cui Tiankai said the initiative is significant and reflects China's foreign policy goals of achieving global peace and development. Cui remarks that major powers should exert their influence to bring countries together to address global challenges, rather than trying to divide the world into different camps. 编者按：在博鳌亚洲论坛2022年年会开幕式上，中国领导人首次提出“全球安全倡议”。中国前驻美大使崔天凯在接受CGTN主持人田薇采访时表示，该倡议意义重大，体现了中国外交政策的目标，那就是实现全球和平与发展。有实力的大国应发挥其影响力，团结起来共同应对挑战，而不是试图将世界大家庭分裂成不同的阵营。本视频仅代表被访者个人观点，不代表CGTN的观点或立场。

崔天凯：

 “全球安全倡议”体现了中国外交政策的目标，那就是实现全球和平与发展。这才是国际社会面临的真正挑战。我认为关键不在于如何定义“全球安全倡议”，而在于某些所谓的“大国”是否有政治意愿来努力实现这些共同目标。

The Global Security Initiative stands for the goals of China's foreign policy- global peace, and global development. I think these are the real challenges facing the international community. The problem is not how to define the Global Security Initiative. I think the problem for some of the so-called major countries is whether they have the political will to commit themselves to these goals. 

我们正处于世界历史上一个至关重要的十字路口。此时我们应该去向何方？是要构建人类命运共同体，让每个人都能憧憬光明，还是重归至暗时刻？我希望人们没有忘记，在冷战年代，亚洲经历了两个大型热战，给亚太地区造成了很大的创伤。因此亚太地区的人民应该坚决拒绝任何重新发动冷战甚至热战的企图。

I think we are at a very important crossroads in global history. Where should we go? Are we going to build together a community of nations for a shared future? A bright future for everybody. Or are we going back to the darkness? I hope people remember that during the old Cold War years, we had two major hot wars in Asia, which caused a lot of suffering to the Asia Pacific region. I think we people in Asia and the Pacific region, certainly reject any attempt to re-initiate such Cold War or even hot war.

我不知道为什么有些人如此痴迷于阵营斗争，即所谓的“新冷战”。新冷战可能不是一场核战争，而是一场有关文化和技术的战争。我认为后果都是相同的，甚至更糟 。因为有些势力为了满足自己的狭隘利益，试图将世界大家庭分裂成不同的阵营。而现在我们真正需要的是所有人团结起来，一起努力解决共同的挑战。

I don't know why some people are so obsessed with blocking confrontation, with the so-called new Cold War. It may not be a nuclear war. It could be a war of culture, and technology. But I think the consequences would be the same or even worse, because they are trying to divide the global community into different blocks, to serve their own narrow interest, while the real need is for all of us to unite, to come together.
