Chapter I General Provisions
第一条 为了规范和促进法律援助工作，保障公民和有关当事人的合法权益，保障法律正确实施，维护社会公平正义，制定本法。
Article 1 This Law is enacted for the purposes of regulating and promoting legal aid work, safeguarding the lawful rights and interests of citizens and relevant parties, guaranteeing the correct implementation of the law, and maintaining social fairness and justice.
第二条 本法所称法律援助，是国家建立的为经济困难公民和符合法定条件的其他当事人无偿提供法律咨询、代理、刑事辩护等法律服务的制度，是公共法律服务体系的组成部分。
Article 2 For the purposes of this Law, "legal aid" means the system established by the state to gratuitously provide legal advice, representation, criminal defense, and other legal services to citizens in economic hardship and other parties that meet statutory requirements, which is an integral part of the public legal service system.
第三条 法律援助工作坚持中国共产党领导，坚持以人民为中心，尊重和保障人权，遵循公开、公平、公正的原则，实行国家保障与社会参与相结合。
Article 3 In legal aid work, the leadership of the Communist Party of China shall be adhered to, a people-centered approach shall be adhered to, human rights shall be respected and safeguarded, the principles of openness, fairness, and impartiality shall be followed, and the combination of state guarantees and social participation shall be implemented.
第四条 县级以上人民政府应当将法律援助工作纳入国民经济和社会发展规划、基本公共服务体系，保障法律援助事业与经济社会协调发展。
Article 4 The people's governments at or above the county level shall incorporate legal aid work into national economic and social development plans and basic public service systems and guarantee the development of the cause of legal aid in coordination with economy and society.
县级以上人民政府应当健全法律援助保障体系，将法律援助相关经费列入本级政府预算，建立动态调整机制，保障法律援助工作需要，促进法律援助均衡发展。
The people's governments at or above the county level shall improve the legal aid guarantee system, include funds related to legal aid in government budgets at the corresponding levels, establish a dynamic adjustment mechanism, accommodate the needs of legal aid work, and promote the balanced development of legal aid.

第七章 附 则
Chapter VII Supplemental Provisions
第六十八条 工会、共产主义青年团、妇女联合会、残疾人联合会等群团组织开展法律援助工作，参照适用本法的相关规定。
Article 68 Where trade unions, the Communist Youth League, women's federations, disabled persons' federations, and other mass groups and organizations conduct legal aid work, the relevant provisions of this Law shall apply mutatis mutandis.
第六十九条 对外国人和无国籍人提供法律援助，我国法律有规定的，适用法律规定；我国法律没有规定的，可以根据我国缔结或者参加的国际条约，或者按照互惠原则，参照适用本法的相关规定。
Article 69 For the provision of legal aid to a foreigner or stateless person, the law of China shall apply, if the law established provisions thereon; or the relevant provisions of this Law may apply mutatis mutandis, in accordance with the international treaties concluded or acceded to by China, or on the principle of reciprocity, if the law of China is silent.
第七十条 对军人军属提供法律援助的具体办法，由国务院和中央军事委员会有关部门制定。
Article 70 Specific measures for the provision of legal aid to service members and their family shall be developed by the relevant departments of the State Council and the Central Military Commission.
第七十一条 本法自2022年1月1日起施行。
Article 71 This Law shall come into force on January 1, 2022.

第一章 总 则
Chapter I General Provisions
第一条 为了加强对监察官的管理和监督，保障监察官依法履行职责，维护监察官合法权益，推进高素质专业化监察官队伍建设，推进监察工作规范化、法治化，根据宪法和《中华人民共和国监察法》，制定本法。
Article 1 For the purposes of strengthening the administration and supervision of supervisors, guaranteeing the lawful performance of duties by supervisors in accordance with the law, protecting the lawful rights and interests of supervisors, promoting the construction of a high-quality professional team of supervisors, and promoting the standardization and legalization of supervision work, this Law is developed in accordance with the Constitution and the Supervision Law of the People's Republic of China.
第二条 监察官的管理和监督坚持中国共产党领导，坚持以马克思列宁主义、毛泽东思想、邓小平理论、“三个代表”重要思想、科学发展观、习近平新时代中国特色社会主义思想为指导，坚持党管干部原则，增强监察官的使命感、责任感、荣誉感，建设忠诚干净担当的监察官队伍。
Article 2 The administration and supervision of supervisors shall adhere to the leadership of the Communist Party of China (CPC), insist on the guidance of Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of Three Represents, the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era, adhere to the principle of the management of officials by the CPC, enhance supervisors' sense of mission, sense of responsibility and sense of honor, and build a team of supervisors who are loyal, have moral integrity, and vigorously assume responsibilities.
第三条 监察官包括下列人员：
Article 3 Supervisors include the following personnel:
（一）各级监察委员会的主任、副主任、委员；
(1) Chairman, vice-chairmen and members of supervisory commissions at all levels.
（二）各级监察委员会机关中的监察人员；
(2) Supervisors of organs of supervisory commissions at all levels.
（三）各级监察委员会派驻或者派出到中国共产党机关、国家机关、法律法规授权或者委托管理公共事务的组织和单位以及所管辖的行政区域等的监察机构中的监察人员、监察专员；
(3) Supervisors and supervision commissioners dispatched or assigned by supervisory commissions at all levels to organs of the CPC, state authorities, organizations and entities authorized by laws and regulations or entrusted to manage public affairs, and supervisory bodies in administrative regions under their respective jurisdictions, among others.
（四）其他依法行使监察权的监察机构中的监察人员。
(4) Supervisors of other supervisory bodies which exercise the supervisory power in accordance with the law.
对各级监察委员会派驻到国有企业的监察机构工作人员、监察专员，以及国有企业中其他依法行使监察权的监察机构工作人员的监督管理，参照执行本法有关规定。
The relevant provisions of this Law shall apply, mutatis mutandis, to the supervision and administration of the employees and supervision commissioners dispatched to the supervisory bodies of state-owned enterprises by supervisory commissions at all levels, as well as the employees of other supervisory bodies of state-owned enterprises that exercise the supervisory power in accordance with the law.

第九章 附 则
Chapter IX Supplemental Provisions
第六十六条 有关监察官的权利、义务和管理制度，本法已有规定的，适用本法的规定；本法未作规定的，适用《中华人民共和国公务员法》等法律法规的规定。
Article 66 Where the rights, obligations and rules for the management of supervisors are provided for in this Law, the provisions of this Law shall apply; and for the matters not provided for in this Law, the Civil Servant Law of the People's Republic of China and other applicable laws and regulations shall apply.
第六十七条 中国人民解放军和中国人民武装警察部队的监察官制度，按照国家和军队有关规定执行。
Article 67 The supervisor rules of the Chinese People's Liberation Army and the Chinese People's Armed Police Force shall be governed by the relevant provisions of the state and the armed forces.
第六十八条 本法自2022年1月1日起施行。
Article 68 This Law shall come into force on January 1, 2022.

Chapter I General Provisions
第一条 为了保障医师合法权益，规范医师执业行为，加强医师队伍建设，保护人民健康，推进健康中国建设，制定本法。
Article 1 This Law is enacted for the purposes of protecting the lawful rights and interests of doctors, regulating the practicing acts of doctors, strengthening the building of teams of doctors, and promoting the construction of healthy China.
第二条 本法所称医师，是指依法取得医师资格，经注册在医疗卫生机构中执业的专业医务人员，包括执业医师和执业助理医师。
Article 2 For the purposes of this Law, “doctors” means medical professionals who have obtained the qualifications of doctors in accordance with the law and are registered to practice in medical and healthcare institutions, including practicing doctors and assistant practicing doctors.
第三条 医师应当坚持人民至上、生命至上，发扬人道主义精神，弘扬敬佑生命、救死扶伤、甘于奉献、大爱无疆的崇高职业精神，恪守职业道德，遵守执业规范，提高执业水平，履行防病治病、保护人民健康的神圣职责。
Article 3 Doctors shall uphold paramountcy of the people and life, carry forward the spirit of humanitarianism, carry forward the lofty professional spirit of respecting life, healing the wounded and rescuing the dying, being willing to dedicate themselves, and maintaining boundless love, observe professional ethics, observe the industrial standards, improve the practice level, and perform the sacred duties of preventing and treating diseases and protecting the health of the people.
医师依法执业，受法律保护。医师的人格尊严、人身安全不受侵犯。
The practice of doctors in accordance with the law shall be protected by law. The personal dignity and safety of doctors shall not be infringed upon.

第七章 附 则
Chapter VII Supplementary Provisions
第六十四条 国家采取措施，鼓励具有中等专业学校医学专业学历的人员通过参加更高层次学历教育等方式，提高医学技术能力和水平。
Article 64 The state shall take measures to encourage personnel with medical degrees from technical secondary schools to improve their medical technical capacity and level by participating in higher-level academic education and other methods.
在本法施行前以及在本法施行后一定期限内取得中等专业学校相关医学专业学历的人员，可以参加医师资格考试。具体办法由国务院卫生健康主管部门会同国务院教育、中医药等有关部门制定。
Personnel having obtained relevant medical degrees from technical secondary schools before this Law comes into force and within a certain period of time after this Law's entry into force may take the doctors' qualification examinations. The specific measures shall be developed by the health department of the State Council in conjunction with the relevant departments of education and TCM of State Council.
第六十五条 中国人民解放军和中国人民武装警察部队执行本法的具体办法，由国务院、中央军事委员会依据本法制定。
Article 65 The detailed measures for the implementation of this Law by the Chinese People's Army and the Chinese People's Armed Police Force shall be developed by the State Council and the Central Military Commission in accordance with this Law.
第六十六条 境外人员参加医师资格考试、申请注册、执业或者从事临床示教、临床研究、临床学术交流等活动的具体管理办法，由国务院卫生健康主管部门制定。
Article 66 The specific administrative measures for overseas personnel to take the doctors' qualification examinations, apply for registration or practice or engage in clinical teaching, clinical research, clinical academic exchanges and other activities shall be developed by the health department of the State Council.
第六十七条 本法自2022年3月1日起施行。《中华人民共和国执业医师法》同时废止。
Article 67 This Law shall come into force on March 1, 2022, upon which the Law of the People's Republic of China on Practicing Doctors shall be repealed.

第一章 总 则
Chapter I General Provisions
第一条 为了规范和加强国家兵役工作，保证公民依法服兵役，保障军队兵员补充和储备，建设巩固国防和强大军队，根据宪法，制定本法。
Article 1 For the purposes of regulating and strengthening the military service work of the state, guaranteeing that citizens perform military service in accordance with the law, safeguarding the addition to and reserving for the armed forces of troops, and building and consolidating national defense and powerful armed forces, this Law is enacted in accordance with the Constitution.
第二条 保卫祖国、抵抗侵略是中华人民共和国每一个公民的神圣职责。
Article 2 It is the sacred duty of every citizen of the People's Republic of China to defend the motherland and resist aggression.
第三条 中华人民共和国实行以志愿兵役为主体的志愿兵役与义务兵役相结合的兵役制度。
Article 3 The People's Republic of China shall implement a military service system based mainly on volunteer military service, combining volunteer military service with conscript military service.

Chapter XI Supplemental Provisions
第六十四条 本法适用于中国人民武装警察部队。
Article 64 This Law shall apply to the Chinese People's Armed Police Force.
