不搞大规模量化宽松

Premier rules out large-scale quantitative easing

李克强总理表示，中国经济确实遇到了新的下行压力，现在世界经济都在放缓。去年，全国上下奋力拼搏，在推进供给侧结构性改革的进程中实现了6.6%的增速，给市场发出了稳定的信号。

It is true that China's economy has encountered new downward pressure, as part of a global trend, said Premier Li Keqiang. Last year, people across China made a strong united effort to advance our supply-side structural reform and achieved the GDP growth goal of 6.6 percent, said Li, adding that the country has sent a message of stability to the market.

李克强表示，中国不会通过大规模的量化宽松来提振经济，而会采取减税降费等措施激发市场活力，稳定经济增长、寻求高质量发展。

China will not use large-scale quantitative easing to bolster the economy and instead will boost market  vitality through measures such as tax and fee cuts to stabilize economic growth and seek high-quality development, noted Li.

把增值税和单位社保缴费率降下来

Govt to reduce VAT rates, lower insurance fees

4月1日起减增值税，5月1日起降社保费率。

China will cut the value-added tax rates April 1 and lower the social insurance fees from May 1.

今年减税降费红利近两万亿元，这是应对当前经济下行压力的一个关键性举措。

Tax and fee cuts will be nearly 2 trillion yuan ($297.5 billion yuan) this year, a key measure to cope with current economic downward pressure.

中国始终坚持朝鲜半岛无核化

Chinacommitted to denuclearized Korean Peninsula

The supply of nursing services for the elderly and infants in China is insufficient and cannot meet demand, and this situation deserves the highest attention.

政府应采取更多措施，鼓励民间投资发展养老托幼服务，但也需予以有效的监管，保证这些服务是安全可靠的。

The government should take more measures to encourage private investment to develop the services, but effective supervision is needed to ensure such services are safe.

中美两国共同利益远大于分歧

Sino-US common interests far outweigh differences

中美两国之间的共同利益远大于分歧。

Common interests between China and the United States far outweigh differences.

想人为地把这两大经济体隔开是不现实的。

Sino-US economic decoupling is "not realistic".

进一步改善营商环境

改善营商环境，还是要放（简政放权）管（增加监督）结合并重。

To further improve the business environment, the government will continue to focus on streamlining administrative approvals and delegating power to lower levels, as well as on improving regulation, Li said.

我们减少审批程序、办证办照时间，应该说对各类所有制企业，原则是一视同仁的。

Chinawill ensure that companies of all types of ownership will stand to benefit as equals from the measures of administrative streamlining, he added.

减税降费和简政、公平监管，这是我们应对经济下行压力、激发市场活力的两个重要的关键举措。目的还是要让中国经济行稳致远，而且活力四射。

"Tax and fee cuts together with administrative streamlining and impartial regulation are important measures to counter the downward pressure on the economy and boost market vitality. The purpose is to ensure steady and sustained growth of Chinese economy," Li added.

对台湾同胞出台更多优惠政策

New policies will further help Taiwan residents when they come to the mainland

我们愿意出台更多的优惠政策，让来大陆学习、就业或创业的台湾同胞能够享受到和大陆同胞同等待遇。

The Chinese mainland will introduce more preferential policies toward Taiwan residents to ensure that they will enjoy the same treatment as mainland people when they study, work or start businesses on the mainland, according to Li.

就业优先是重点政策之一

Employment is among key policies

李克强表示，为了更好地保障就业，今年我们首次把就业优先的政策和财政政策、货币政策并列为宏观政策。

The employment-first policy has been included as one of the nation’s three macro-policies, together with the fiscal and monetary ones, for the first time this year, to better secure employment, said Li.

要多措并举，对一些重点人群要继续保障他们就业，像大学毕业生、复转军人、转岗职工等。

The government will take stronger moves to secure employment of some key groups including college graduates, retired military personnel, laid-off workers and migrant workers.

中国不会利用第三方，更不会去损害第三方

Chinawill not target interests of third parties

中美贸易摩擦是中美双边的事情，我们不会利用第三方，更不会去损害第三方。

Chinawill not take advantage of any third party or target their interests. Trade disputes are an issue between China and the United States.

根据外商投资法精神出台一系列法规

Chinato prepare rules in line with foreign investment law

政府要根据这个法律的精神出台一系列法规、文件，保护外商权益。

Chinawill introduce a series of regulations and documents in accordance with the foreign investment law to protect the legitimate rights and interests of foreign investors, Li said.

这个法能更好保护外商投资，吸引外商投资，同时规范政府行为。

The law will offer better legal support to the protection and attraction of foreign investment, as well as regulate government behaviors, Li said.

巩固中俄经贸成果

Chinaand Russia should work to double their trade

巩固中俄经贸规模突破1000亿美元的成果，而且向翻番的目标迈进。

China and Russia need to make use of all possible means to keep the $100 billion two-way trade stable and work further to double it.

我们既可以在大宗商品贸易、跨境电商、航天航空等领域扩大合作，也可以推动地方民间的交流。

The two countries could expand cooperation in areas like trade in commodities, cross border e-commerce, aviation and aerospace and also enhance exchanges at the sub-national level and between their peoples.
