WASHINGTON—The U.S. on Friday placed sanctions on several Taiwanese- and Hong Kong-based firms and associated individuals for allegedly covertly shipping fuel to North Korea in violation of United Nations sanctions.
The Trump administration said the shipments are undermining the international pressure campaign designed to strong arm Pyongyang into abandoning its nuclear weapons program.
Washington previously complained to the U.N. that Chinese and Russian fuel imports into North Korea exceeded caps imposed by the Security Council as part of the broader sanctions package.
Those fuel imports are critical not only to the country’s crippled economy, but also to the nation’s military as leader Kim Jong Un continues to test banned ballistic missiles and threaten war.
The Treasury Department said Taiwan-based individuals Huang Wang Ken and Chen Mei Hsiang and their associated companies in Taiwan and Hong Kong, including Jui Pang Shipping Company and Jui Zong Ship Management Company, used tactics designed to evade detection to ship fuel to North Korea last year. The U.S. said the companies reported on paper the fuel was intended to be shipped to the Philippines, but transferred their cargoes on the high seas to vessels headed for North Korean ports.
North Korea’s mission to the U.N. didn’t immediately respond to a request for comment, and the blacklisted companies and individuals couldn’t immediately be reached for comment.
But in a response to a U.N. investigation of alleged illegal shipments conducted by one of the companies, Jui Zong Ship Management of Taiwan, the company told officials that one of the ship-to-ship transfers was “a big misunderstanding” and that its vessel was providing drinking water through hoses used for petroleum products. In another case, the company added, a probe being conducted by local officials would prove their innocence.
“Your excuse that the ship was transferring fresh water … is not credible,” Hugh Griffiths, the head of the U.N. panel investigating North Korea sanctions violations, wrote in an email to the company, according to a copy of the correspondence provided by the U.N.
The sanctions mean assets of the targeted people and companies are frozen within U.S. jurisdiction—and U.S. businesses are prohibited from dealing with them. Also, any foreign financial institutions are at risk of U.S. sanctions if they conduct business with the blacklisted entities.
