Event|9.24 - Joint workshop on Common Prosperity
Brief
With successful elimination of the extreme poverty by the end of 2020, China aims to solve the problem of unbalanced development and narrow the gap between urban and rural areas in the new development era. An ultimate goal as outlined in the 14th five year plan is to march towards common prosperity for all through rural vitalization and a new pattern of integrated urban-rural development. In June 2021, the Chinese government issued Opinions on Supporting Zhejiang’s High-quality Development and Construction of Common Prosperity Demonstration Zone. Zhejiang takes on the critical mission of exploring paths, accumulating experience and providing demonstration in common prosperity. In this context, the Workshop on “Integrated Urban-rural Development and Common Prosperity” are jointly organized by China Academy for Rural Development and School of Public Affairs at Zhejiang University, which will provide theoretical support for promoting integrated urban-rural development and realizing common prosperity.
The key topics of this workshop include, but are not limited to:
1) The connotation of common prosperity and its connection with integrated urban-rural development;
2) The current situation, major challenges, and stumbling blocks to integrated urban-rural development in China;
3) The global experience of integrated urban-rural development and realization paths in China;
4) Policy implications for integrated urban-rural development to promote common prosperity.

Shenggen Fan is currently Chair Professor and Dean of Academy of Global Food Economics and Policy(AGFEP) at China Agricultural University(CAU). Prior to joining CAU, Shenggen Fan was director general of the International Food Policy Research Institute (IFPRI) from 2009 to 2019. He also served as member, vice chair and chair of the World Economic Forum’s Global Agenda Council on Food and Nutrition Security.
Zuhui Huang is currently the chief expert of the China Academy for Rural Development and a distinguished first-class professor at Zhejiang University. His research fields include agricultural economy, rural development, industrial organization and system research. Professor Huang has published more than 300 papers and more than 10 monographs in Chinese and foreign journals.
Li Shi is a distinguished professor of the Yangtze River Scholars of the Ministry of Education, a senior professor of liberal arts at Zhejiang University, the dean of the Institute of Sharing and Development, a professor of School of Public Affairs, and the dean of the Chinese Income Distribution Institute of Beijing Normal University. For more than 30 years, he has devoted himself to research in the field of income distribution and poverty. He has published more than 200 papers in Chinese and English, and more than 20 books.
Peilin Liu is the Qiushi Distinguished Scholar of Zhejiang University and a researcher of the Research Center for Regional Coordinated Development at Zhejiang University. He used to be the Deputy Minister of the Development Strategy and Regional Economic Research Department of the Development Research Center of the State Council, a first-level inspector, and a researcher. Dr. Liu won the 15th Sun Yefang Economic Science Award in 2012 and the special prize of China Development Research Award in 2013 and 2015.
Liu Shouying is the Dean of the School of Economics at Renmin University of China, and a distinguished professor of the Yangtze River Scholars of the Ministry of Education. His research fields are land reform and economic development, manufacturing transformation and upgrading, etc. He presided over more than 30 national, provincial and ministerial projects, and published more than 10 books and over 160 papers in high-level academic journals.
Scott Rozelle is the co-director of Stanford Center on China's Economy and Institutions in the Freeman Spogli Institute for International Studies and Stanford Institute for Economic Policy Research at Stanford University. He currently is a member of several organizations, including the American Economics Association, the International Association for Agricultural Economists, and the Association for Asian Studies. His research focuses almost exclusively on China and is concerned with agricultural policy.
Johan Swinnen is Director General of the International Food Policy Research Institute (IFPRI), and Global Director of the Systems Transformation Science Group at CGIAR. Dr. Swinnen has published extensively, and is widely cited, on agricultural and food policies, international development, political economy, institutional reforms, trade, and global value chains.
James Thurlow is a Senior Research Fellow in IFPRI’s Development Strategy and Governance division, where he leads the institute’s research program on Agricultural Transformation. His research focuses on the drivers of inclusive economic development, including the long-term implications of urbanization for food systems and rural economies. James has worked closely with national governments and development partners throughout Africa and Asia.
Guanghua Wan is Director, Institute of World Economy, Fudan University. Previously, he worked as Research Director and Head of Poverty/Inequality Group at Asian Development Bank, and taught in a number of Universities in Australia and China. Dr. Wan is a multi-award-wining scholar on the Chinese economy and an expert on Asia, with an outstanding publication record of more than 200 professional articles and a dozen of books
Yang Yao is currently serves as the director of CCER, the dean of NSD, the executive dean of the ISSCAD, and the editor of CCER’s house journal China Economic Quarterly. He serves the chairman of China Economic Annual Meetings and chairman of the Foundation of Modern Economics. He is a member of China Economist 50 Forum. His research interests include economic transition and development in China.
Xiaobo Zhang is a chair professor of economics at Guanghua School of Management and director of Center for Enterprise Research at Peking University. He is also a senior research fellow of International Food Policy Research Institute (IFPRI) and editor-in-chief of the journal "China Economic Review" (SSCI). He has won the Sun Yefang Economics Award and Zhang Peigang Award of Development Economics.
Zhao Zhirong is the Dean of the School of Public Administration of Zhejiang University and a professor of the Department of Urban Development and Management. His research focuses on public budgeting and finance; how state and local fiscal structures affect the pattern and effectiveness of public service delivery; and how public and nonprofit organizations interact with each other in budgetary and service decision making.
Moderators
Kevin Chen is the Qiushi professor at the School of Public Affairs and the International Dean of the China Academy for Rural Development at Zhejiang University, as well as the senior research fellow at IFPRI. He currently serves as the Editor-in-Chief of International Food and Agribusiness Management Review and a co-editor of China Agricultural Economic Review. His research interests include regional economic transformation and agricultural development strategy, poverty alleviation and South-South cooperation.
Wenrong Qian is a distinguished professor of the Yangtze River Scholars of the Ministry of Education, deputy dean of School of Public Affairs and dean of China Academy for Rural Development. He is a member and secretary-general of the Review Group of Agricultural and Forestry Economics and Management Discipline of the Academic Degrees Committee of the State Council. He is an expert who enjoys the special government allowance of the State Council, and the vice chairman of the China Foreign Agricultural Economic Research Association.
