美国会干预吗?

这个问题是一个读者给我的留言,其实这是个非常老的话题了。


在1979年1月1日之前,武力解决是台湾问题的唯一选项。1954年左右,大陆开始有两首关于台湾的流行歌,一首叫《一定要把胜利的旗帜插到台湾》,1959年曾经被230名共和国开国将军组成的合唱团表演过:



另一首是《一定要解放台湾》,我小时候也唱过。


1949年10月解放军曾经发动过金门战役,但失败了,三个团的登岛部队全军覆没,不过那时武力收复台湾的可能性依然较大。但1950年朝鲜战争爆发后,美军第七舰队进入台湾海峡,台海形势发生了根本逆转。此后大陆要收复台湾,台湾要反攻大陆,双方还进行各种宣传战,不过敌对双方谁也没有实现目标。



但是,中国东南沿海地区因为这种敌对状态长期得不到发展。


这一切源于美国的干预。

改革开放之后,两岸走向和解,就很少再听到“解放台湾”这个说法,和平解决但不放弃使用武力是我们的基本政策。两岸和解,浙江、福建、广东等东南沿海因为和平而得到迅速发展,成为大陆最发达地区。

直到1990年代台湾岛内形势大变,台独势力抬头,1996年出现严重的台海危机。大陆举行了规模空前的军事演习,还向台湾海域试射导弹。美国克林顿政府直接派航母进入台湾海域。但当时大陆的海军力量的确不足,而且解放军内部出现少将间谍把绝密情报送给台湾。这场军演成为了被对岸笑话为恐吓。

又过了大约五年,当时领导人提出解决台湾问题要有时间表,台海气氛又一次紧张起来。当时东南沿海搞对台作战演习,战争准备紧锣密鼓。当时因为登陆舰太少,把民船也动员征集起来了。


中国071型登陆舰满载排水量25000吨,使中国海军的两栖舰船实力有了质的提升,071型现阶段已有七艘同型舰。
 
那一次时间表危机结束后,中国加入WTO,经济取得迅速发展。最近十几年,解放军的装备得到了质的飞跃,尤其是海军力量的发展尤其迅速。凭今天大陆的经济实力和军事实力,如果对手只是台湾,我觉得用武力迅速拿下台湾应该是有可能的



但面对的困难依然是朝鲜战争开始后一直面临的老困难:美国会不会干预?日本会不会跟着干预?我们的海空军力量与美国依然存在着巨大差距。
 
美国会不会干预台海?这个问题不光相关部门讨论过很久了,国内外的各种军事和国际关系专家也讨论过很久了。乐观的人说美国不会,更乐观的人说美国不敢。但现实是,不管美国会不会干预、敢不敢干预,如果是备战的话,就必须把美国和日本联合干预作为最重要的因素来考虑。决策的话,必须把美国干预列为第一因素。
 
1950年初,朝鲜的金太祖作出了美国不会干预、即使干预,在干预前就能打败南朝鲜的错误判断。结果他冒然发动了战争,遗祸无穷。1979年,当小平发动对越自卫反击战的时候,他最关注的恰恰是苏联会不会干预,当时最好的陆军部队都驻守在北方边境了。
 
我认为,如果对台动武,美国一定会干预,只是干预的程度不确定。因为在美国有一部《与台湾关系法》的存在。这是美国的国内法,它规定了美国有责任保护台湾,是美国政府必须遵守的法律。目前看不到这个法律有被废除的迹象,倒是看到了美台关系这两年在不断突破原有的框架约束,尤其是今年美国要对华发动新冷战,不断突破美台关系。


 
1979年1月1日是两个重要纪念日:一是中美正式建交,二是《告台湾同胞书》的发表。这两件事实际是有内在关联的。但几个月后,在美国国会强大的亲台势力的努力下,《台湾关系法》于1979年4月10日经美国总统卡特签署生效。
 
美国联邦政府订定《与台湾关系法》的要旨为:“美国政府支持一个中国政策,并且也理解台湾内部的独立声音,但不支持台湾独立。而如何统一以和平方式达成要靠双方进行两岸对话。如果中共当局企图以武力而非对话来达成,美国将提供军事物资使它无法成功。
 
我估计没有多少人认真读过《与台湾关系法》。该法的主要内容是美国要设立一个“美国在台协会”和它的职责等。与美国武力保卫台湾相关的内容在第2条II款的美国的政策里:
 
(1)保持并促进美国人民同台湾人民,以及同中国大陆人民和西太平洋地区所有其他人民之间的广泛、密切和友好的商务、文化和其他关系;
(2)宣布该地区的和平和稳定符合美国的政治、安全和经济利益,并为国际上所关切;
(3)表明美国决定同中华人民共和国建立外交关系是基于台湾的前途将通过和平方式解决这样的期望;
(4)认为以非和平方式包括抵制或禁运来决定台湾前途的任何努力,是对西太平洋地区的和平和安全威胁,并为美国严重关切之事;
(5)向台湾提供防御性武器;
(6)使美国保持抵御会危及台湾人民的安全或社会、经济制度的任何诉诸武力的行为或其他强制形式的能力。
 
为了实现这些政策,《与台湾关系法》的第三条规定:
 
(1)为促进本法第2条规定的政策,美国将向台湾提供使其能保持足够自卫能力所需数量的防御物资和防御服务。
(2)总统和国会应完全根据他们对台湾的需要的判断并依照法律程度来决定这类防御物资和服务的性质和数量。对台湾防御需要作出的这类决定应包括美国军事当局为了向总统和国会提出建议所作出的估计。
(3)兹指示总统将对台湾人民的安全或社会、经济制度的任何威胁并由此而产生的对美国利益所造成的任何危险迅速通知国会。总统和国会应依照宪法程序决定美国应付任何这类危险的适当行动。
 
从这些法律规定中可以看出,《与台湾关系法》并没有明确美国在台湾遭受武力进攻时会不会直接出兵台湾。因为美国并不承认台湾独立,美台双方不会形成国家间的军事同盟关系。这个法律明确要做的事情是武装台湾,而不是武装保卫台湾
 
如果美国仅仅是武装台湾的话,对于大陆来说,还不算是大挑战。麻烦的是美国(包括政府和国会)会突破现有法律限定,立场转变为武装保护台湾
 
现在中美关系走坏,台湾再一次成为美国遏制中国的王牌,台海局势正在不断恶化。美国在台湾问题上开始对大陆搞边缘政策,不断突破原有底线,不断在其他热点问题上挑事,不断刺激大陆的神经,不断让大陆陷入两难和多难的境地。

回到我前面的话,如果台海发生战事,美国一定会干预,但干预的方式和程度目前根本无法预料。备战和决策的时候是要作最坏的打算,甚至准备使用一切极端手段来阻吓美国(还可能有日本)。

前些天看一些文章说应该对台湾发动闪电战,开战几个小时就解决问题。但这是不现实的,除了发动斩首行动可以是闪电式的,要派大部队占领台湾全岛就不可能是闪电式的,大规模的部队动员集结在信息透明时代是不可能隐密进行的。

而且准备与美国开战的话,战争爆发之前会有许多的前奏动作:外交口水战、经济制裁、军队进入战备、全民动员和三防训练、对台军事封锁、局部行动、登陆攻岛、中美两国进入战争状态,这个逐步升级的过程中也会有许多机会来防止武力升级。

这又会是一场两车迎头相撞的勇敢者游戏(反过来就是“懦夫游戏”),双方作出误判并一意孤行的话就会造成不可挽回的损失。

战争永远都是下下策,只要有一线希望就要避免战争,这是一个常识。

They had arrived in San Francisco, where their ship was decommissioned, and Paul bet that he would find himself a wife within two weeks. He was a taut, tattooed engine mechanic, six feet tall, with a passing resemblance to James Dean. But it wasn’t his looks that got him a date with Clara Hagopian, a sweet-humored daughter of Armenian immigrants. It was the fact that he and his friends had a car, unlike the group she had originally planned to go out with that evening. Ten days later, in March 1946, Paul got engaged to Clara and won his wager. It would turn out to be a happy marriage, one that lasted until death parted them more than forty years later. Paul Reinhold Jobs had been raised on a dairy farm in Germantown, Wisconsin. Even though his father was an alcoholic and sometimes abusive, Paul ended up with a gentle and calm disposition under his leathery exterior. After dropping out of high school, he wandered through the Midwest picking up work as a mechanic until, at age nineteen, he joined the Coast Guard, even though he didn’t know how to swim. He was deployed on the USS General M. C. Meigs and spent much of the war ferrying troops to Italy for General Patton. His talent as a machinist and fireman earned him commendations, but he occasionally found himself in minor trouble and never rose above the rank of seaman. Clara was born in New Jersey, where her parents had landed after fleeing the Turks in Armenia, and they moved to the Mission District of San Francisco when she was a child. She had a secret that she rarely mentioned to anyone: She had been married before, but her husband had been killed in the war. So when she met Paul Jobs on that first date, she was primed to start a new life. Like many who lived through the war, they had experienced enough excitement that, when it was over, they desired simply to settle down, raise a family, and lead a less eventful life. They had little money, so they moved to Wisconsin and lived with Paul’s parents for a few years, then headed for Indiana, where he got a job as a machinist for International Harvester. His passion was tinkering with old cars, and he made money in his spare time buying, restoring, and selling them. Eventually he quit his day job to become a full-time used car salesman. Clara, however, loved San Francisco, and in 1952 she convinced her husband to move back there. They got an apartment in the Sunset District facing the Pacific, just south of Golden Gate Park, and he took a job working for a finance company as a “repo man,” picking the locks of cars whose owners hadn’t paid their loans and repossessing them. He also bought, repaired, and sold some of the cars, making a decent enough living in the process. There was, however, something missing in their lives. They wanted children, but Clara had suffered an ectopic pregnancy, in which the fertilized egg was implanted in a fallopian tube rather than the uterus, and she had been unable to have any. So by 1955, after nine years of marriage, they were looking to adopt a child. Like Paul Jobs, Joanne Schieble was from a rural Wisconsin family of German heritage. Her father, Arthur Schieble, had immigrated to the outskirts of Green Bay, where he and his wife owned a mink farm and dabbled successfully in various other businesses, including real estate and photoengraving. He was very strict, especially regarding his daughter’s relationships, and he had strongly disapproved of her first love, an artist who was not a Catholic. Thus it was no surprise that he threatened to cut Joanne off completely when, as a graduate student at the University of Wisconsin, she fell in love with Abdulfattah “John” Jandali, a Muslim teaching assistant from Syria. Jandali was the youngest of nine children in a prominent Syrian family. His father owned oil refineries and multiple other businesses, with large holdings in Damascus and Homs, and at one point pretty much controlled the price of wheat in the region. His mother, he later said, was a “traditional Muslim woman” who was a “conservative, obedient housewife.” Like the Schieble family, the Jandalis put a premium on education. Abdulfattah was sent to a Jesuit boarding school, even though he was Muslim, and he got an undergraduate degree at the American University in Beirut before entering the University of Wisconsin to pursue a doctoral degree in political science. In the summer of 1954, Joanne went with Abdulfattah to Syria. They spent two months in Homs, where she learned from his family to cook Syrian dishes. When they returned to Wisconsin she discovered that she was pregnant. They were both twenty-three, but they decided not to get married. Her father was dying at the time, and he had threatened to disown her if she wed Abdulfattah. Nor was abortion an easy option in a small Catholic community. So in early 1955, Joanne traveled to San Francisco, where she was taken into the care of a kindly doctor who sheltered unwed mothers, delivered their babies, and quietly arranged closed adoptions. Joanne had one requirement: Her child must be adopted by college graduates. So the doctor arranged for the baby to be placed with a lawyer and his wife. But when a boy was born—on February 24, 1955—the designated couple decided that they wanted a girl and backed out. Thus it was that the boy became the son not of a lawyer but of a high school dropout with a passion for mechanics and his salt-of-the-earth wife who was working as a bookkeeper. Paul and Clara named their new baby Steven Paul Jobs. When Joanne found out that her baby had been placed with a couple who had not even graduated from high school, she refused to sign the adoption papers. The standoff lasted weeks, even after the baby had settled into the Jobs household. Eventually Joanne relented, with the stipulation that the couple promise—indeed sign a pledge—to fund a savings account to pay for the boy’s college education.
