Suzhou FTZ: “Two Permits” for foreign talents taken out at once
On June 30, the special window for handling work permit and residence certificate of foreign high-end talents in Suzhou Free Trade Zone(“FTZ”) was opened in Suzhou Industrial Park. This is the first pilot special window for foreign high-end talents in Jiangsu Province. This is in line with the "single window for foreigners to work and stay" launched in Shanghai on December 2, 2019. This is the second special window in China after the opening of the "single window for foreigners’ work permit and residence permit" in Shanghai on December 2, 2019.
6月30日，苏州自贸片区外国高端人才工作许可、居留证件办理专窗在苏州工业园区启用。这是江苏省首个专门针对外国高端人才试点设立的专窗。这是继上海市2019年12月2日开始启用“外国人工作、居留单一窗口”后全国第二个专窗。
The initiative of Suzhou free trade zone mainly include below streamlining procedures:
苏州自贸区这一举措，主要包含两方面程序精简：
1) Suzhou Industrial Park has taken the lead in Jiangsu Province in realizing the whole process of the examination and approval of the work permit for foreigners at county and district levels, and the work permit processing time has been shortened from 15 working days to 5 working days;
园区在江苏省率先实现了县区级外国人来华工作许可全流程审批，工作许可办证时间由15个工作日压缩至5个工作日；
2) It promised that foreign high-end talents will obtain their permits within 3 working days, and the qualified applicants should go through the procedure and get their permits on the spot.
对外国高端人才承诺最长不超过3个工作日完成办证，符合条件的现场审批、发证。
In the past, the applicant had to apply for the work permit first（around 15 working days）, and then apply for the residence certificate(10 working days) at the Exit and Entry Administration Department of the public security bureau with the work permit, which take about 25 working days to complete the two certificates. Now the applicant only needs to submit the application materials for work permit and residence permit at the same time through the single window, and then the materials are processed simultaneously by the window’s joint team, which can be completed in 15 working days.
据悉，以往申请人需要先办理工作许可证（大约15个工作日），再凭工作许可证到公安出入境管理部门办理居留证件（10个工作日），两个证件办下来，大约需要25个工作日。今后，申请人到专窗一次性提交工作许可证和居留证件的申请材料后，材料通过后台流转，变以往的串联式审批为并联式审批，15个工作日就能完成。
By the end of last year, the total number of foreign talents in Suzhou reached 4324, accounting for 33.7% of the city and 16.8% of the province, ranking first in both provinces and cities. Among them, 1677 foreign high-end talents holding Category-A work permits and increased by 12.9% to 192. By the end of 2019, the proportion of foreign talents with bachelor's degree or above has reached 84%; the proportion of foreign talents with doctor's degree and master's degree (degree) in the whole city exceeds 40%, of which 501 have doctoral degree, accounting for more than half of the city.
截至去年底，苏州辖区外籍人才总量达4324人，占全市33.7%、全省16.8%，在省、市占比均为第一。其中，持有A类来华工作许可的外国高端人才达1677人，全年新增192人，增长12.9%。本科及以上学历的外国人才截至2019年末占比已达84%；具有博士、硕士学历（学位）外国人才在全市占比均超过40%，其中具有博士学历的外国人才达到501人，占全市一半以上。
