【深圳】外国人综合服务管理平台正式上线

On December 11, 2020, Shenzhen Foreign Employment and Residence Service Center was officially opened to provide "one-stop" comprehensive services for foreigners. On March 26, 2021, there is another good news: Shenzhen foreigners comprehensive service management platform is officially launched. Employers can apply for the work permit and residence permit for foreigners through the platform, and the processing time is shortened from 14 working days to 7 working days.

继2020年12月11日，深圳外国人就业居留事务服务中心正式启用，为外籍人士提供“一站式”综合服务外，2021年3月26日我们又迎来另外一个好消息：深圳市外国人综合服务管理平台正式上线。用人单位可通过该平台办理外籍人员工作许可和居留许可业务，办理时限从以往14个工作日缩短到7个工作日。

Through the integration of the online platform and the offline Shenzhen Service Center for foreigners' employment and residence affairs, the "six ones" for foreigners to apply for work permit and residence permit are realized, that’s "one set of materials, one set of forms, one application, one window acceptance, one netcom service and one settlement". Qualified foreigners can apply for work permit and residence permit at the same time, or choose to apply for a single business according to the actual situation.

该线上平台通过与线下的深圳市外国人就业居留事务服务中心融合，实现外籍人员办证“六个一”，即“一套材料、一套表单、一次申请、一窗受理、一网通办、一次办结”。符合条件的外国人可以同时申报工作许可类业务和居留许可类业务，也可根据申请实际情况选择申报单一业务。

If you meet the conditions, you can apply for work permit and residence permit at the same time, or choose to apply for the single business according to the actual situation.

符合条件即可同时申报工作许可类业务和居留许可类业务，也可根据申请实际情况选择申报单一业务。

Application Process

1. Simultaneous application: submit the application online via parallel services - pre-review of materials - appointment - window submission - review - permit production- collection.

同时申报：线上选择并联业务提交申请-材料预审核-预约-窗口交材料-审核-证件制作-通知取证。

2. Single business of residence permit/stay visa: submit the application online - pre-review of materials - appointment - window submission - review - permit production- collection.

居/停留单一业务：线上选择居留/停留业务提交申请-材料预审核-预约-窗口交材料-审核-证件制作-通知取证。

3. Work permit single business: choose the application which requiring appointment - pre-review of materials - appointment - window submission - review- permit production- collection.

工作许可单一业务：线上选择需预约类工作许可业务提交申请-材料预审核-预约-窗口交材料-审核-证件制作-通知取证。

4. Work permit single business: choose the application which no requiring appointment - pre-review of materials  - review - permit production - collection.

工作许可单一业务：线上选择无需预约类工作许可业务提交申请-材料预审核-受理审核-证件制作-通知取证。

In addition, the platform has two functions:

除办证服务外，平台还有两个功能：

First, permits expiration reminder. When the permit is about to expire, the platform will actively notify the foreigners by SMS to remind them to postpone the renewal in time.

一是证件到期提醒。证件即将到期时平台通过短信主动通知，提醒外籍人员及时延期换发。

Second, synchronize accommodation information. The certificate information processed through the platform and the residence information collected will be synchronously pushed to the temporary residence registration system, so foreigners do not need to go to the police station to update the information.

二是同步临住信息。通过平台办理的证件信息和采集的居住信息会同步推送临住登记系统，外籍人员无需再到派出所更新信息。

Shenzhen took the lead in realizing the integration of the "work permit for foreigners to China" and "work-type residence permit" into the "work and residence permit for foreigners in Shenzhen", enabling foreigners can apply for and obtain work permit and residence permit at the same time. We also look forward to the convenience measures taken by other cities in the introduction of overseas talents.

深圳率先实现了把“外国人来华工作许可”“外国人工作居留许可”两项业务整合为“外国人在深就业居留事务”，实现外籍人士同时申请、同时领取工作许可和工作居留两个证件。我们也期待其他城市能在境外人才引进方面采取相应的便利措施。
